It is proposed to identify specific competencies as training units, digitize them, create a level-by-level classifier, and build an order formation system based on the digitized units, a system for selecting the funds used to fulfill the order, and a continuous (from general education to vocational training for a given position) system of vocational education along individual educational trajectories with clearly defined parameters and focused investments in human capital.
