The research methodology used is an experiment. The sampling technique uses random sampling at Private Vocational High Schools in East Jakarta. Data collection is obtained by testing their vocabulary mastery and writing skills. Data analysis to test hypothesis is two ways ANOVA. The research results conclude 1) There is a significant effect of the clustering technique on students’ writing skills with the value (Sig) being 0.000 < 0.05 and F0 = 36.740. 2) A significant effect of vocabulary mastery on students’ writing skills with the value (Sig) is 0.000 < 0.05 and F0 = 72.161. 3) There is a significant interactive effect of clustering technique and vocabulary mastery on students’ writing skills. With the value (sig) is 0.018 < 0.05 and F0 = 5.921. Then all of H0 is rejected, and H1 is accepted. This research is categorized as descriptive analysis because it is intended to describe the level of difficulty, distraction power, validity, and reliability of the Maritime English test for third-grade students in the Maritime vocational school in the 2019/2020 academic year by analyzing the validity and reliability of each item. This study concludes: 1) The Validity for the nautical studies there were 43 item items or 71.66% of the total were valid. In the Engineering studies, there are 41 items or 68.33% of the total were valid. 2) The nautical reliability was found to be 0.5968, while for the technical department of 0.6789, the figures were at intervals of 0.40 to 0.70 with moderate interpretation. Furthermore, to determine the effects of vocabulary and grammar mastery on students' ability to write English. The research method used was a survey method; samples were taken as many as 70 students with a simple random technique. Data collection using the instrument: tests, data analysis using descriptive statistics such as finding the mean, median, mode, standard deviation, multiple linear regression, normality test data, hypothesis testing, and inferencial statistics to find the correlation coefficient with the calculated T-test and F calculated. The research process takes a month, where the researcher gives the direct tests in class XI of vocational school. The research is done from September to January 2020. The hypothesis of this study is 1) There is a significant influence of mastering vocabulary and mastering grammar together on student's ability to write English, 2) There is a significant influence of mastering vocabulary on student's ability to write English, 3) There is a significant influence of mastering grammar on student's ability to write English.
