PREFACE The South East European region does not receive much attention from the European gas community except in relation to transit pipelines. This is probably because – with the exception of Romania – there are few large gas markets in the region. But with Bulgaria and Romania now European Union member states and many others which are parties to the European Energy Community Treaty, we felt it important to commission a study to address the issue of whether and how gas could contribute to sustainable development for the countries in this region. This paper fills a gap in the gas literature by addressing this issue in two respects: how markets themselves might develop, and how transit infrastructure could facilitate (or impede) well-functioning markets and sustainable development. Some of the conclusions may be surprising to some in that they focus on non-conventional, small scale, region-specific approaches to market development featuring new technologies such as CNG shipping. This emphasis on niche applications goes against the conventional approach of large scale power generation development which is characteristic of most EU gas market analysis. Some other conclusions in respect of transit pipelines also run counter to conventional wisdom. This is the OIES Gas Research Programme's first publication on south east Europe and can be seen as filling an important geographical gap in our work between Yesim Akcollu's study of Turkey, Philip Wright's book on the UK and Heiko Lohmann's study on Germany all published in 2006. We were very fortunate to have persuaded Aleksandar Kovacevic to write this study for us. His intimate knowledge and enthusiasm for the countries of the region, their energy systems, and potential energy technology development, is clear on every page of the study. {"title":"An Anatomy of China’s Energy Insecurity and its Strategies","authors":"B. Kong","doi":"10.2172/878147","DOIUrl":"https://doi.org/10.2172/878147","url":null,"abstract":"China’s energy insecurity largely originates from its constrained availability, questionable reliability, and uncertain affordability of its oil supplies. The country’s fast industrialization and urbanization, together with demand for infrastructure and increasing popularity of automobiles, requires a lot of energy, but it consumes energy both intensively and inefficiently, threatening the environmental well-being of China and its neighbors. China’s risk aversion and poor energy policy making system further magnifies its perceptions of the low availability, reliability and affordability of oil imports, which further compounds its sense of energy insecurity. Distrustful of the market, and suspicious of other major energy players in the international market, the Chinese leadership relies on the state-centered approach, or economic nationalism, rather than a market approach to enhance its energy security. However, the country lacks not only an energy policy making system that can make and implement sound energy policies but also an energy market that relies on market prices to allocate energy resources efficiently. As a result of this domestic failure, China has pushed its national flagship companies to undertake a global scavenger hunt for energy while muddling along a messy road of energy reform at home. Setbacks in acquiring new sources of oil have validated the Chinese leadership’s belief that the international oil market is not free and China’s access to international oil is not guaranteed through the market. China’s problems in the international energy market are also perceived as evidence of attempts to prevent China from exerting international influence. China’s leadership is convinced that China should focus on areas where western capital is not heavily concentrated or where western influences are weak. With the recent revaluation of Chinese currency and growing economy, China has both the wherewithal and appetite to acquire more oil assets abroad. Both China and the United States stand at a critical juncture of history where China’s rise depends on reliable energy supplies which it increasingly imports from abroad and where the growing wealth of the United States is increasingly dependent upon China’s success. However, there is a lack of understanding of how these tools interplay with the motives held by households and the daily constraints they face. The purpose of this paper is to give some anecdotal evidence on how moral motives may affect different policies in force, and to give some insights on how to proceed in designing policy instruments compatible with sustainable household behaviour. Historically, electrical energy itself has not been traded across borders, with some exceptions (Canada and the US and in the EU). However, with the de-monopolisation of electricity in an increasing number of jurisdictions, and the unbundling of functions such as generation, grid operation, transmission, and retailing as well as the development of financial instruments such as futures and options contracts for energy, the structure of the entire market is starting to change, complicating the analysis under WTO law.
