Loe","doi":"10.26889/9781784670153","DOIUrl":"https://doi.org/10.26889/9781784670153","url":null,"abstract":"The role of the Arctic region in global petroleum supply over the next decades is becoming a subject of increasing interest as the potential of the region’s geology is revealed and the shrinking of the ice cap makes drilling an increasingly feasible activity. Nevertheless, significant concerns remain, not least the potential impact of any hydrocarbon EP activity in an environmentally sensitive region. In addition, the lack of existing infrastructure and the likely high cost of any development in geographically remote and climatically harsh conditions mean that the economics of any new project will depend to a large extent on the size of discoveries and the oil price, which, in turn, will be impacted by the development of other sources of oil supply (for example, US unconventional oil) and alternative energies. As a result, although increased activity in a number of Arctic countries suggests that the region could become a major source of future oil supply, there are a number of challenges – including the impact of sanctions resulting from the Ukraine crisis – to be met before this potential can be realized. The objective of this paper is to provide an updated overview of offshore oil and gas developments in the Arctic and to discuss the potential for large-scale development of the region as a petroleum province over the next 20-30 years, thereby providing a starting point for future production estimates and for analyzing how relevant such estimates may be for global oil (and gas) markets. Until now, no effort has been made to analyse the mutual implications of these developments-and consequently to produce CSR guidelines based on them, for space. Terrestrial CSR has evolved to fill gaps in national legal and policy frameworks by formulating principles and guidance, sometimes based on soft law instruments. This function of remedying legal uncertainties makes CSR an ideal tool and approach for defining and addressing responsible corporate behaviour in space. CSR Guidelines for Space ought to help public and private actors alike achieve the sustainable commercial exploitation of space resources. These materials are likely to be used in terrorist attacks that could inflict, given the extremely perilous nature of such substances, an enormous amount of casualties and many unforeseen consequences. This fact raises crucial issues that require a precise examination of the wide variety of international legal instruments that could potentially be invoked to curb this threat. Much of the subsequent discourse has been concerned with ‘the arithmetic of gas security’ expressed as current and projected national or collective dependence of European countries on non-OECD suppliers (or groups of suppliers) over the next 15– 25 years. Increasing dependence is directly correlated with growing insecurity, defined as the likelihood that gas exporting countries will cut off, or threaten to cut off, supplies to importing countries in support of their commercial and political (foreign policy) demands.
