Workers from Uttar Pradesh, Bihar, Chhattisgarh, West Bengal, Odisha and Jharkhand are employed in manufacturing and construction sectors, rice, sugar and ginning mills, and dairy industry all over Telangana, markedly in the Hyderabad city. Most of these are the sweatshop workers, who live in subhuman conditions. The sudden announcement of COVID-19 lockdown in March 2020 had not only caught them by surprise but rendered them captive unemployed and fear-stricken at workplace. This created a panic reaction out of desperation to reach home once the lockdown was relaxed. The government was not in a position to provide migrant labourers protective social security due to sheer lack of data and mechanism to reach out to them. The lack of transport and curfew had brought them untold misery. It was the civil society that had undertaken the humanitarian task of making arrangements for their return journey. This paper seeks the first-hand information on the conditions of employment of migrant workers from Bihar and their return status after the declaration of lockdown.","PeriodicalId":35010,"journal":{"name":"Journal of Rural Development","volume":"8 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-10-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"81082030","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The industrial sector, especially the handicraft sector, was also hit by the pandemic severely. In the present study, an attempt has been made to understand the impact of the COVID-19 pandemic on the handicraft sector, especially the japi making craft of Assam. The study was conducted by undertaking a field study in Nalbari district of Assam through telephonic interviews and analyses have been done by descriptive statistics. The study finds that the japi making craft provided employment opportunities to a large number of people both directly and indirectly but the economic condition as reflected by the Gross Value Addition (GVA) of most of the units is not good. The study found that the japi making units of the study area were badly hit by the pandemic and the subsequent lockdown, through termination or reduction of production due to shortage of labour, capital and raw materials, fall in the demand for the product, lack of market, restriction of transportation and lack of storage facilities. The timing of the lockdown was particularly unfavourable for the japi making industry. Consequently, the artisans of the craft were pushed into a miserable situation.","PeriodicalId":35010,"journal":{"name":"Journal of Rural Development","volume":"7 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-10-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"82336831","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The State of Maharashtra had the highest number of confirmed cases reported in India followed by Delhi, Tamil Nadu, Andhra Pradesh and Karnataka. COVID-19 affected quite a lot of sectors in rural areas and accordingly, the Gram Panchayats in Karnataka were assigned the responsibility of coordinating and monitoring the activities and issues concerning COVID-19. This paper focuses on the roles and responsibilities that were assigned to the GPs for managing COVID-19 related issues. For the study, primary information collected from GPs through telephonic interviews and secondary information from other sources were used. The findings reveal that the GPs have been playing an important role in tackling COVID-19 and have shown remarkable performance in identifying the migrants, cleaning drainage as well as the village, creating awareness, ensuring social distancing and food security to the poor and marginal families. The Gram Panchayats should continue to be at the forefront in tackling COVID-19 and State Government should offer them wholehearted support in this endeavour.","PeriodicalId":35010,"journal":{"name":"Journal of Rural Development","volume":"41 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2021-10-04","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"88231399","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
