Certains de ces segments sont hautement concurrentiels (le nombre d’operateurs sur le marche se chiffre en milliers) mais, d’un autre cote, le regime reglementaire en vigueur se revele insuffisant, notamment pour assurer l’acces aux installations essentielles, et le marche longue distance est domine par la compagnie Rostelecom. Au printemps 2001, des experts des pays de l’OCDE ont rencontre de hauts responsables russes pour examiner avec eux les enseignements tires de la reforme reglementaire du secteur des telecommunications. Les echanges de vues ont porte sur la reforme tarifaire, le service universel et l’obligation d’acces aux services non concurrentiels. En Russie, le prix des services de communications locales par reseau fixe a toujours ete tres faible, d’ou une offre insuffisante et d’importantes subventions croisees emanant des services longue distance. Ces subventions sont erodees par l’arrivee de nouveaux operateurs sur le marche, ce qui conduit les operateurs locaux a ne plus etre en mesure d’etendre le reseau pour repondre a la demande. Comme dans d’ autres branches de l’economie russe, il apparait indispensable de reequilibrer les tarifs, tout en mettant en place des programmes pour garantir l’acces aux services de telecommunications dans les regions les plus isolees. Prerequisites for effective competition advocacy by a competition agency include a significant degree of independence from political influence, sufficient resource to support both its enforcement and advocacy functions, and credibility as an effective and impartial advocate for competition. Opportunities for competition advocacy are numerous: privatization; legislation, government policy and regulatory reform.
