Though the economic leaders of the world do have enough amount of money to promote their languages, give scholarships for foreign students and grant loans for developing countries, the regional powers or, even more, developing countries which pursuits a goal to join the club of privileged states have to allocate funds for the soft power.The article discusses the urgent issue of using the attractiveness potential of Kazakhstani education as an instrument of political influence in the international arena. The changes in the resource base of leadership in modern world politics are successively analyzed, the advantages and potential of the «soft power» of the Kazakhstani higher education system are examined, and existing state initiatives in the field of improving the quality and attractiveness of Kazakhstani universities are evaluated. Comprehensive modernization of the mainstream of the modern educational system at all levels is a key issue in Kazakhstan’s domestic policy. To forward competitive advantages, it is important to develop skills necessary to solve emerging problems. The authors attempted to reveal needed soft skills to manage organizations effectively. The purpose of scientific research is to study the degree of awareness concerning the soft skills concept among Kazakhstani employees. Due to the selected survey approach, the data are reliable but exploratory one. Thus, representative data is needed to confirm the findings.Online survey with the nonrepresentative sample of employed people working in business companies was conducted. There were two stages of the research. The first stage was exploratory secondary research. Secondary data helped to propose the hypothesis that poor soft skills lead to poor performance of any activity where people interact. Findings taken from online survey showed that 54.8 % of respondents consider that soft skills are important. 64.5% claimed that low level of awareness on soft skills leads to poor performance. There can be no doubt that awareness of employees on soft skills will increase their personal performance. Konuspayev","doi":"10.26577/irilj.2019.v86.i2.01","DOIUrl":"https://doi.org/10.26577/irilj.2019.v86.i2.01","url":null,"abstract":"Regional integration, or convergence and cooperation, is one of the main topic of international discourse. Meanwhile, the progress of scientific research in Central Asia in this respect is not sufficient. It is mostly represented by popular science literature, quite syperficial in describing the latest integraton activities either in Central Asia or the EAEU. In this article, an attempt into scientific understanding of the processes taking place in Central Asia and, more broadly, Eurasia; an attempt to comprehend how do they correlate with the real course of regional integration are represented. The analysis of the gradual development of the post-Soviet area leads to the results that have ambiguous definitions. The authors are asking themselves whether the integration phenomena that are still transforming and ot finalized yet can be defined as real integration. Along with this, it is appropriate to to draw parallels and determine correlation bonds between the mechanisms and the institutes of the functioning regional association of the integration type (the EAEU) with the Eurasian idea projects proposed by the the post-Soviet area countries. In the scientific literature, the high political ans state level, in the frameworks of which the key decisions on the need for integrations are being made, is being researched thoroughly. Such decisions are represented by the rational choice in the security dilemma issue, as well as social welfare and sustainable development of the Central Asian and Eurasian regions.
