Energy is an essential branch of the economy, which needs not only reconstruction but effective, innovative solutions, one of which is the wide implementation of digital technologies. It is important to investigate possible cross-industry changes to adjust macroeconomic scenarios of industry development.\u0000The purpose of the study is to assess the degree of influence of the introduced 'smart' technologies in the energy industry on the level of inter-industry relationships according to the developed algorithms of the econometric and static Input-Output models.\u0000Results. The main consequence of calculations according to the proposed methodology is the possibility of assessing the impact of the introduction of 'smart' technologies on structural dynamics in the energy sector. However, the statistical data for the selected time interval is not enough for analysis by types of renewable energy. Since the share of 'green' energy in the total amount of energy produced remains insignificant, its influence on the accumulation of 'smart' technologies is insufficient.\u0000Conclusions. The analysis of statistical calculations allows us to state that the increase in 'smart' technologies implementation in the energy industry of Ukraine has a direct functional impact, albeit insignificant, and demonstrates the positive dynamics in the IT services inter-industry use. The negligible impact is caused by reduced allocations for the renewal of fixed assets in traditional energy sectors. There is a certain use of the latest technologies in the field of renewable energy sources, but their share in the energy structure is insignificant, although it has positive dynamics. Calculating the macroeconomic scenarios of the industry development according to the direct and inverse Input-Output models, which are promising for developing economic equalization measures in the energy sector, remains relevant. To assess the investment attractiveness (IA) and development opportunities for investment objects (IO), non-financial factors characterizing the environmental, social, governance and technogenic (ESGT) features of objects of possible financing have been increasingly used recently. The purpose of this data analysis is to establish how the ESGT-parameters of IO may reflect their financial health and performance prospects in a rapidly changing world. Having built an ESGT risk profile with the help of mathematical models, the IA of the object of study and the strategy of practical measures to increase it are determined. When modeling these processes, one should consider the growing uncertainty of the modern world due to the emergence of new risks; a large number of systemic links between the structures of the modern technosphere; the power-law nature of the distribution of the probability density of catastrophe damage, which decreases more slowly than the Gaussian dependence. In addition, the efficiency of complex production systems is largely determined by the balance of their individual links. Therefore, to assess investment risks, new methods are required to formalize the dependence of IA on ESGT-factors for the integrated management of the level of credit, market, insurance and operational risks under conditions of uncertainty.\u0000The purpose of the article is to develop mathematical methods for quantifying IA and determining real costs to improve the management, social and technological structure of IO, and minimize environmental pollution.\u0000Results. A mathematical model has been developed for assessing the environmental, social, managerial and technogenic leaving risks of investment, which makes it possible to determine the optimal strategies for increasing the IA of a possible IO. For a comprehensive risk assessment, methods of the theory of singularities of smooth reflections (TOGO) and the method of analysis of hierarchies (MAH) are used. The following algorithm for estimating IA is proposed: 1) determining the indices of the ESGT-components of risk; 2) calculation of bifurcation index values; 3) determination of the weakest links, which are associated with a decrease in IA; 4) identification of priority measures to prevent the reduction of IA or restore it to a predetermined level and minimize the negative impacts of extreme events and ensure sustainable development.\u0000Conclusions. The obtained results show that mathematical models based on the use of TOGO and MAH methods are an important tool for estimating IA under conditions of uncertainty. They allow: 1) to calculate the degree of approximation of the parameters characterizing the functioning of the object to their critical values ??when the IA changes; 2) to determine effective controls to minimize the risk of losing IA or minimize the time and losses for returning IA; 3) to consider the uncertainty factor associated with the features of the decision-making process. The post-war reconstruction of Ukraine's economy should be carried out on the principles of sustainable development and include the implementation of "green" technologies in various sectors in order to rationally use available natural resources and reduce the harmful impact on the environment. There are already active discussions carried out among economists and financiers about how the existing financial system will facilitate the transition to a green economy and increase the mobilization of public and private resources for investments in projects on sustainable development. The Ukraine’s European integration aspirations encourage researchers to study the experience of the European Union in creating a unified pan-European system of classification of sustainable economic activities ("EU taxonomy") and adapt them to the national characteristics in order to direct green investments to those activities that are important for achieving the goals of the European Green Deal. The above actualizes the problem of effective use of "sustainable" financing mechanisms in the implementation of programs and projects for the recovery of the economy of Ukraine in the post-war period.\u0000The purpose of the article is to adapt the European experience to improve the taxonomy of objects of sustainable financing of reconstruction projects for national economy in the post-war period and to develop methodical approaches to risk management of investment projects of sustainable development using modern mathematical apparatus.\u0000Attained results. The principles and ESG-factors of sustainable financing are summarized; the prerequisites for evaluating of sustainable development investment projects are identified using the proposed system of measures, indicators and indices of sustainable development. A structural model of the ESG risks and credit risks interrelationships through the prism of the economic activity of sustainable investment subjects is proposed. The necessity of creating a digital platform for collecting and processing ESG data, based on which it is expedient to evaluate sustainable development investment projects in the system of "region-enterprise-industry" relationships, has been proved. A set of ESG risk assessment methods and models was formed and a decision tree was developed for the selection of sustainable development investment projects, taking into account the taxonomy of sustainable economic activity and regional development priorities in the post-war period using screening and scoring models.\u0000 Conclusions. The identification of structural and technological disproportions that affect crisis phenomena in the economy and the analysis of ways to eliminate them require a wide application of quantitative research methods, in particular, mathematical modeling. “Input-Output” tables of Leontief turned out to be quite a convenient tool for analyzing these economic issues. In Leontief-type models, the matrix of technical coefficients (matrix of direct costs) is assumed to be known and calculated on the basis of statistical information from the “input-output” tables. M.V. Mykhalevych formulated the “inverse” problem: how to determine those structural and technological changes that would reduce the cost of production and thereby increase the incomes of end consumers and make the economy more dynamic. Or, in other words, how to choose or adjust technical coefficients to improve the properties of the economic process. This work is devoted to two optimization problems built on the basis of models of this type. \u0000The purpose of the article is to optimize the interdisciplinary planning of structural and technological changes.\u0000Results. The role of credit scoring in the work of financial institutions is difficult to overestimate. Accurate and efficient scorecards allow lenders to assess risks correctly and monitor their investments. Such cards should be based on reliable statistical data about previous and current customers using statistical analysis methods.\u0000Over the years of its development, the toolkit of credit scoring has also been supplemented with non-statistical methods based on the use of optimization procedures, decision trees, intelligent databases and knowledge bases, building network models, etc. Given the wide range of available methods, there is a need for their classification and application analysis.\u0000The purpose of the article is to provide a brief description of all relevant statistical and non-statistical methods that allow solving credit scoring tasks in modern formulations. Respective software implementations proved to be competitive with the most effective methods for smooth ill-conditioned problems, both in terms of reliability and calculation time and accuracy of results.\u0000The article is devoted to the description of two software implementations of Shor's r-algorithm modification with a constant coefficient of space dilation and adaptive step control. The first program is implemented using the GNU Octave, and the second program is implemented using Python.\u0000Material of the paper is presented in three sections. In the first section, we describe a modification of the r-algorithm with a constant coefficient of space dilation in the direction of the difference of two sequential subgradients and an adaptive method for step size adjustment in the direction of the antisubgradient in the transformed space of variables. The software implementation of this modification is presented in the form of octave-function ralgb5a, which allows to find either approximation of the minimum point of a convex function, or approximation of the maximum point of the concave function.
