Health care is characterized by the fact that it belongs to the major state functions and the main kinds of economic activity at the same time, as well as the fact that in contemporary conditions it provides dual-use products – use for both conventional and defense against the latest biothreats. In the course of reforming this state function in Ukraine, the main financing is provided through the National Health Service of Ukraine, where management changes relatively frequently.\u0000\u0000The purpose. Protection against biohazards, health care, health insurance requires systemic resilience and integrated management based on modern information and communication technologies. Such technologies for social insurance have been successfully developed and implemented by the V.M.Glushkov Institute of Cybernetics of the National Academy of Sciences of Ukraine.\u0000\u0000Results. A specific example of Zaporizhia region shows which health facilities are without proper government support and how to anticipate and manage distributed networks on big data. In all the above issues of protection against biohazards, health care, health insurance, government institutions cannot make rational decisions without comprehensive and accurate assessment of future gains (and losses) caused by the implementation of a particular project, as well as a comparison of such gains with the present value of costs associated with this project. It is important for decision makers to measure gains and costs in the same units applying the known principle «Who canʼt measure cannot manage». Since project costs are usually measured in monetary terms, it makes sense to measure all gains in monetary terms as well. Different approaches to economic assessment of health status compare the benefits from a medical intervention with the costs of that intervention.\u0000\u0000Conclusions. Gains from medical intervention can be measured in physical units on a one-dimensional scale, monetary units, units of cardinal utility function, reflecting the multidimensional concept of health via the scalar index or key performance indicator. The use of various cloud services is becoming an integral part of modern life. At the same time, the owners of such services usually are not going to inform users with the theoretical foundations of the deployment and provision of these services, as well as with issues of security. On the other hand, as the above literature review shows, researchers often limit themselves to describing certain aspects of cloud technologies. The introduction of optimization approaches will contribute to both the development of the capabilities of providers and the rational use of resources by end users.\u0000\u0000The purpose of the article is to offer possible formulations of optimization problems that arise in the process of document management as in traditional or in cloud environment.\u0000\u0000Results. Three types of optimization problems arising in document management using cloud technologies are considered. The first is the problem of minimization of losses and expenses for ensuring the functioning of an information system, considered from the point of view of a user of cloud services. The services required by users that are provided by cloud technology providers are considered as resources consumed by users of cloud technology.\u0000\u0000The second problem is the two-level problem of creating new services. It is believed that the provider already has certain services that relate to the basic second (lower) level. They can be used both for direct provision to users, and for the formation of new services of the first (top) level, created at the request of users. Here the creation of new services requires additional expenses, and a provider has to minimize them. These expenses include costs of creating new top-level services, as well as costs of processing the necessary resources of the lower level by means of a new top-level service.\u0000\u0000In the third problem it is suggested possible formulations of optimization workflow problems that can be used both in traditional conditions and using cloud technologies.\u0000\u0000Conclusions. Created formulations of mathematical models can be used to improve document management, in particular to minimize costs in the relationships between the user of cloud technologies and the provider of relevant services. The most common are simulation modeling, mock-up modeling, and full-scale experiments. It was examined existing software environments for simulation and debugging kits for mock testing. The main definitions and terms on the theory of experiment planning are given. According to the theory of experiment planning, the authors developed a plan for conducting a full-scale experiment and defined an algorithm for testing a wireless sensor network for express diagnostics of plants' state. Network testing parameters are the quality of network communication; network formation time; network communication distance; and battery life of sensors. The preparation and process of conducting a full-scale experiment for testing a WSN sample is described in detail. Wireless sensor network testing was carried out by different clusters, at different distances in five stages. During the experiment on testing the WSN, the operation of individual network nodes was checked, and the operation of the network as a whole. During the testing period, no abnormal operation of the sensors and the coordinator was revealed. 82 measurements were made in just five stages. The communication quality of the wireless sensor network has been checked. When testing the network, the transmission of data packets from the sensors to the coordinator was mostly successful. The integral estimate of unsuccessful data transmission sessions in the network was calculated. The communication range of the network at a distance of 20, 30, 40 and 60 m was checked. A graph of the dependence of the sensor signal power on the distance was built. Statistics were obtained on the decrease in the battery charge for each sensor. Due to the spread of COVID-19 in the world, mathematical modeling of epidemiological processes is an important and relevant scientific problem. There are many models describing the dynamics of pandemics, such as the standard SIR model, but most of them are deterministic, while in reality, the processes of infecting and recoveries are random in nature. Also, most of the models either do not include the existence of vaccines or medication or do not take into consideration the price of such medication. Sometimes, because of the high price, the widespread use of contemporary medication is impossible, especially in poor countries. In this case, there is a problem of finding a compromise between the purchase of a low amount of medication and a low amount of human deaths as a result of a pandemic. We propose a stochastic model, which describes this situation.\u0000\u0000The purpose of the paper is to develop a mathematical model corresponding to the minimization of losses from certain pandemics, as well as the analysis of such a model. \u0000\u0000Results. In this paper, we propose a stochastic model that describes the behavior of an epidemic with a certain amount of medication administered among the population. We present several estimates for the parameters of the epidemic, such as its duration and the total number of infected people at a certain time, given an initial number of infected people. The first two moments of the number of infected people at a given time were found. Furthermore, we found an estimate of the total losses as a result of the pandemic, which includes medication costs and losses from deaths. Several formulas are presented, which simplify the search for the minimal amount of medication needed to minimize the losses. \u0000\u0000Conclusions. Sometimes new results in one scientific field can help to study quite other branches. In the new book we observe application of various mathematical methods to study circular economics.\u0000\u0000The purpose of the paper is to give information about the new book “SRAFFA AND LEONTIEF REVISITED: Mathematical methods and models of a circular economy”. The academic editor Walter de Gruyter-Oldenbourg has published this monography in January 2020 in English language.\u0000\u0000Results. This book contributes to the increasing call for a comprehensive perception of economic production processes. The book is dedicated to Wassily Leontief’s concept of Input-Output Analysis and to Piero Sraffa's seminal book “Production of Commodities by Means of Commodities”. Single product and joint production industries of a circular economy are described, consequently using matrix algebra. The central role of the Perron-Frobenius Theorem for non-negative matrices, specially Perron-Frobenius eigenvalues and eigenvectors is revealed as a common basis of Sraffa’s and Leontief’s approaches and applied to clarify the basic economic assumptions which are inherent to economic production processes.\u0000\u0000Conclusions. The book addresses young researchers wishing to explore the foundations of circular economy, practitioners wishing to examine the potential of Sraffa’s price models in connection to Leontief’s Input-Output analysis. Advanced undergraduate, graduate, PhD students and their instructors in economics, political science or applied mathematics, who seek to understand Sraffa and the recent developments of the circular economy of inter industrial and national economy will find numerous examples with complete solutions, presented by a rich, formal, mathematical methodology, revealing the economic content of the results. At present, in science and technology, new computational problems constantly arise with large volumes of data, the solution of which requires the use of powerful supercomputers. Most of these problems come down to solving systems of linear algebraic equations (SLAE). The main problem of solving problems on a computer is to obtain reliable solutions with minimal computing resources. However, the problem that is solved on a computer always contains approximate data regarding the original task (due to errors in the initial data, errors when entering numerical data into the computer, etc.). Thus, the mathematical properties of a computer problem can differ significantly from the properties of the original problem. It is necessary to solve problems taking into account approximate data and analyze computer results. Despite the significant results of research in the field of linear algebra, work in the direction of overcoming the existing problems of computer solving problems with approximate data is further aggravated by the use of contemporary supercomputers, do not lose their significance and require further development. Today, the most high-performance supercomputers are parallel ones with graphic processors. The architectural and technological features of these computers make it possible to significantly increase the efficiency of solving problems of large volumes at relatively low energy costs.\u0000\u0000The purpose of the article is to develop new parallel algorithms for solving systems of linear algebraic equations with approximate data on supercomputers with graphic processors that implement the automatic adjustment of the algorithms to the effective computer architecture and the mathematical properties of the problem, identified in the computer, as well with estimates of the reliability of the results.\u0000\u0000Results. A methodology for creating parallel algorithms for supercomputers with graphic processors that implement the study of the mathematical properties of linear systems with approximate data and the algorithms with the analysis of the reliability of the results are described. The results of computational experiments on the SKIT-4 supercomputer are presented.\u0000\u0000Conclusions. Parallel algorithms have been created for investigating and solving linear systems with approximate data on supercomputers with graphic processors. The model of a finite state machine is widely used for describing behavior of different sequential blocks, such as control units. It is possible that control units possess output signals having both types of Mealy and Moore automata. A model of the combined automaton can be used to synthesize such devices.\u0000\u0000When the automaton circuit is implemented, it is necessary to optimize its characteristics such as hardware amount. The methods of this task solution depend significantly on logic elements used to implement circuits.\u0000\u0000In this article, we propose a method of reducing hardware in the circuit of combined automaton implemented with ASIC. In this case, the circuit is implemented using customized matrix circuits. The proposed method allows reducing the chip area occupied by the circuit of the automaton. The method is based on the expansion of the matrix that generates circuit product terms of the systems of input memory functions and output functions of the combined automaton. The additional part of the matrix generates terms for output functions of Moore automaton. It allows reduction of the chip area as compared to the area of the two-level circuit of the combined automaton.\u0000\u0000The purpose of the article is to show that the division of circuit matrices allows reducing the resulting matrix area. The hardware amount is estimated for both trivial automaton structure and for the proposed approach. They are determined in conventional units of area.\u0000\u0000Results. The method is proposed based on the expansion of the matrix of terms. Using an example, it is shown how to execute the steps of the proposed method. To increase the method efficiency, it is proposed to use a special state assignment that minimizes the number of terms in the systems of Boolean functions of outputs with Moore type. The conducted investigations show that the proposed method allows for reducing the resulting ASIC area from 10% to 26%. The gain increases with the growth of the automaton complexity.\u0000\u0000Conclusions. Glushkov Institute of Cybernetics the “Yakist-E1” – electric power quality measuring device, was developed. The device uses new method and structure of a quality determination, and is based on calculating the deviations from the nominal values of voltage and frequency values. The methodical error of level quantization for a 10-bit ADC is ± 0.1%. To achieve an approximation error of ± 0.1%, it is necessary to measure the voltage near the amplitude value after 170 μs. The channel for voltage measuring in the device consists of a voltage transformer, a high-precision resistive divider that scales and biases the input voltage, a reference voltage source (VREF) and an ADC, which built into the microcontroller. The device “Yakist-E1” uses an 8-bit microcontroller type C8051F320, which has a 10-bit ADC with an input signal range from 0 to 2.5 V.\u0000\u0000The output voltage of the VREF from the chip to the controller chip can vary from 2.38 V to 2.5 V. In addition, different transformer sensors may have different transfer characteristics, which may be non-linear. Therefore, to indicate the values of the measured voltage on the alphanumeric indicator, a piecewise linear approximation of the results of measuring the ADC is used.\u0000\u0000 The transfer and temperature characteristics of the voltage transformer were measured for forward and reverse passages, and, according to the results, was discovered that the temperature error is very small and practically does not affect the accuracy of the sensor and the sensor has hysteresis, the calculated errors do not exceed ± 1%. All this errors were corrected. To determine the deviation of the amplitude value from the nominal value, only 8 low-order bits of the ADC are used. The main issue when using this approach for solving quadratic extremal problems is the quality of the obtained bounds (the magnitude of the duality gap) and the possibility to improve them. While for quadratic convex optimization problems such bounds are exact, in other cases this issue is rather complicated. In non-convex cases, to improve the dual bounds (to reduce the duality gap) the techniques, based on ambiguity of the problem formulation, can be used. The most common of these techniques is an extension of the original quadratic formulation of the problem by introducing the so-called functionally superfluous constraints (additional constraints that result from available constraints). The ways to construct such constraints can be general in nature or they can use specific features of the concrete problems.\u0000\u0000The purpose of the article is to propose methods for improving the Lagrange dual bounds for quadratic extremal problems by using technique of functionally superfluous constraints; to present examples of constructing such constraints.\u0000\u0000Results. The general concept of using functionally superfluous constraints for improving the Lagrange dual bounds for quadratic extremal problems is considered. Methods of constructing such constraints are presented. In particular, the method proposed by N.Z. Shor for constructing functionally superfluous constraints for quadratic problems of general form is presented in generalized and schematized forms. Also it is pointed out that other special techniques, which employ the features of specific problems for constructing functionally superfluous constraints, can be used.\u0000\u0000Conclusions. In order to improve dual bounds for quadratic extremal problems, one can use various families of functionally superfluous constraints, both of general and specific type.
