Но это обстоятельство, принимая во внимание другие факторы, может привести к постепенному снижению его эффективности в продвижении инноваций. Предлог, стоящий за этим, заключается в том, что зрелые институты увеличивают затраты бизнеса на соблюдение требований законодательства. Ввиду этого правительства многих стран пытаются найти подходящий подход к вмешательству для поощрения инноваций. Данное исследование направлено на оценку нелинейного влияния развития институционального качества на инновации. Результаты, полученные в рамках данного исследования с использованием панельной модели выполнимых обобщенных наименьших квадратов, подтверждает актуальность кривой Кузнеца инновационно-институционального качества для четырех групп стран, разделенных в соответствии с их уровнем развития по индексу развития человеческого капитала: высокоразвитая, развитая, развивающаяся, низкоразвитая. Исследование показало, что во всех группах стран наблюдается обратная U-образная зависимость между развитием институционального качества и инновациями, что указывает на предлог обременительного воздействия нормативных актов. But this circumstance, taking into account other factors, may lead to a gradual decrease in its effectiveness in promoting innovation. The pretext behind this is that mature institutions increase the costs of businesses to comply with legal requirements. In view of this, many Governments are trying to find an appropriate approach to intervention to encourage innovation. This study is aimed at assessing the nonlinear impact of the development of institutional quality on innovation. The results obtained within the framework of this study using a panel model of feasible generalized least squares confirm the relevance of the Kuznets curve of innovation and institutional quality for four groups of countries divided according to their level of development according to the human capital development index: highly developed, developed, developing, low-developed. The study showed that in all groups of countries there is an inverse U-shaped relationship between the development of institutional quality and innovation, which indicates the pretext of burdensome impact of regulations. The successful solution of the issues of strengthening the territorial and sectoral differentiation of agricultural production in the Eurasian space will largely determine the increase in the efficiency of the functioning of the agricultural sector of the EAEU. The scientific novelty lies in the model proposed by the author for the formation and development of cross-border agri-food clusters within the framework of the Eurasian Economic Union, which includes: targeted guidelines, an implementation algorithm, tools for inter-union territorial planning of reproductive processes, pilot agro-clusters. Новизна исследования заключается в синтезе функциональных границ деятельности молодежных организаций и выявлении актуального вектора развития указанных форм студенческой активности в качестве якорного драйвера социально-экономического роста. Возврат к модели единой молодежной организации, какой была организация комсомола в прошлом, маловероятен, поскольку данная идея не найдет отклика среди молодежи и будет противоречить современным общественным устоям. Молодежные общественные организации на современном этапе могут реализовывать свою деятельность в самых разнообразных направлениях: спорт, творчество, экология, патриотизм. Политические трансформации современной России сформировали новое поколение российской молодежи, отличием которой является разобщенность и, как следствие, расколотость на различные социальные и экономические группы, эффективное взаимодействие между которыми зачастую ограничено. Так, социальная составляющая функционирования студенческих организаций, способствующая непосредственному становлению личности, сегодня не находит полноценного отражения. Именно поэтому вопрос организации деятельности студенческих молодежных объединений нуждается в детальной проработке, которая должна включать анализ опыта осуществления программ по объединению молодежи на базе образовательных организаций и моделей реализации различных векторов социальной политики. В статье рассматриваются модели кооперации представителей молодежи на базе образовательных организаций, а также исследуется мнение представителей данной группы населения, касающееся текущих условий формирования, функционирования и обеспечения молодежных организаций и объединений в рамках Финансового Университета при Правительстве Российской Федерации. Всего наблюдались 12 скачков с амплитудами в диапазоне 500-900 долл. в минуту. В работе показано, что такая высокая волатильность связана с мультифрактальной природой этих скачков. Анализ скачков курса BTC/USD был проведен в рамках модели мультифрактальной динамики. Кратко изложены основы мультифрактальной динамики, поскольку эта модель лежит в основе данной работы. В статье описываются уравнения этой модели, решения которых позволяют вычислить основные ее параметры для каждого большого скачка курса BTC/USD. Полученные в статье результаты указывают на высокую степень близости курса BTC/USD к мультифракталам на временных интервалах перед большими скачками. Показана бифуркационная природа скачков, связанная с мультифрактальным характером динамики курса BTC/USD перед его большими скачками. Необходимым условием скачка курса BTC/USD является близость значений параметров мультифрактальной динамики D 0 и Dk . Элементом научной новизны является выявленное свойство резкого скачка динамики курса BTC/USD после приближения фрактальной размерности локального тренда к значениям D 0 и Dk , которое может быть использовано при прогнозе возникновения больших скачков курса BTC/USD.\u0000 The aim of the work is to analyze the BTC/USD rate from 01/01/2022 to 06/15/2022 based on the methods of multifractal dynamics to study the possibility of forecasting rate jumps. A total of 12 jumps were observed with amplitudes in the range of $500-$900 per minute. The paper shows that such high volatility is associated with the multifractal nature of these jumps. The analysis of BTC/USD exchange rate fluctuations was carried out within the framework of the multifractal dynamics model. The basics of multifractal dynamics are briefly outlined, since this model underlies this work. The article describes the equations of this model, the solutions of which make it possible to calculate its main parameters for each big jump in the BTC/USD rate. The results obtained in the article indicate a high degree of proximity of the BTC/USD rate to multifractals at time intervals before large jumps. The bifurcation nature of the jumps is shown, which is associated with the multifractal nature of the dynamics of the BTC/USD rate before its big jumps. Table data. 3 indicate that the necessary condition for the jump in the BTC/USD rate is the proximity of the values of the multifractal dynamics parameters D0 and Dk . Экономическая изоляция, как следствие санкционных процессов, имеет для машиностроительного комплекса России разнонаправленные последствия. С одной стороны, открываются перспективы на внутреннем рынке, в том числе с точки зрения развития импортозамещения. С другой стороны, сегодня нарушены мирохозяйственные связи и значительно сокращены внешние рынки сбыта, что не может не сказаться отрицательно на объемах производства и инвестиционном потенциале организаций как минимум в краткосрочной перспективе. Целью статьи является проведение оценки инвестиционной активности предприятий машиностроения России для определения направлений и возможностей выхода из складывающейся кризисной ситуации. Для достижения поставленной цели был проведен анализ уровня промышленного производства и доли инвестиций в основной капитал по подотраслям машиностроения. Результаты проведенного исследования позволили сделать вывод о существенном падении объемов инвестиций после февральских событий, чему среди прочего способствовала возросшая инфляция. В сложившихся условиях интенсификация инвестиционной деятельности является важной составляющей в решении существующих структурных проблем и устойчивого развития экономики. Научная новизна заключается в оценке вектора инвестиционной активности предприятий машиностроения России, а также в обосновании факторов, способствующих выходу из кризисной ситуации 2022 года.\u0000 The beginning of 2022 has become a certain test for the engineering industry due to the aggravation of the geopolitical situation. Economic isolation as a result of sanctions processes has multidirectional consequences for the Russian machine-building complex. On the one hand, prospects are opening up in the domestic market, including in terms of the development of import substitution. On the other hand, today global economic relations are disrupted and external sales markets are significantly reduced, which cannot but have a negative impact on production volumes and the investment potential of organizations, at least in the short term. The purpose of the study is to assess the investment activity of Russian engineering enterprises in order to determine the directions and possibilities for overcoming the emerging crisis situation. Показано, что даже на уровне целеполагания рассматриваемый блок реформ был направлен не на решение заявленных в названии блока задач, а на разрушение экономики, ухудшение социального положения населения и подрыв национальной безопасности.\u0000 In continuation of the author's earlier studies of the prerequisites for the emergence of Gaidar's reforms and analysis of the content of the block of reforms «Overcoming the threat of hunger and total shortage of goods», the content of the block of reforms «Normalization of finances and suppression of inflation» is analyzed from theoretical and methodological positions. Для решения новых задач, которые стоят перед многофункциональными образовательными комплексами, требуется повышение уровня развития кадрового потенциала. Целью представленного проекта выступает создание условий для развития кадрового потенциала многофункционального образовательного комплекса. Обучающиеся профессиональные сообщества могут стать действенным инструментом непрерывного повышения квалификации педагогов, предоставляя учителям возможность совместного участия в исследовательской и методической деятельности. Научная новизна заключается в разработке теоретических оснований модели управления развитием кадрового потенциала многофункционального образовательного комплекса на основе анализа современных российских и зарубежных моделей развития кадрового потенциала образовательной организации. Проект будет полезен руководителям образовательных комплексов, техникумов, общеобразовательных организаций при выстраивании системы развития кадрового потенциала. Разработанная автором модель управления развитием кадрового потенциала поможет руководителю образовательной организации выстроить системную работу по развитию кадрового потенциала своей организации, предоставив не только алгоритм управленческой деятельности, но и набор инструментов, которыми может воспользоваться руководитель и управленческая команда при работе на каждом этапе реализации модели.\u0000 The development of the personnel potential of an educational organization is one of the main managerial tasks of the head. To solve the new challenges facing multifunctional educational complexes, it is necessary to increase the level of development of human resources. The purpose of the presented project is to create conditions for the development of the human resources potential of a multifunctional educational complex. Learning professional communities can become an effective tool for continuous professional development of teachers, providing teachers with the opportunity to participate jointly in research and methodological activities. The project will be useful to the heads of educational complexes, technical schools, general education organizations when building a system for the development of human resources.
