Therefore, political parties do not become the single way to win the political election. This paper explores the victory of individual candidates in Pidie, Aceh, amid the difficulty of individual candidates winning against candidates from political parties which happened in other regions. This paper argues that the victory of individual candidates was strongly influenced by the risk of the policy performance of the ruling party in the previous period. The findings of this research are (1) individual candidates have no difference with political party’s candidate as they are not coming from social activist who bring alternative issues to the citizen. It only differs from its administrative requirements. (2) Pidie is an area where the majority of political parties support one candidate, so the presence of individual candidates becomes an alternative. (3) People's voting behavior in post-conflict areas tends to lead to rational choice, where past government policies become a consideration in voting in the next election. Thus, individual candidates in the context of regional elections will not affect the quality of democracy that takes place in Indonesia. Furthermore, in the positive side, people are increasingly maturing in politics because they make performance considerations the basis of their political choices. This community used the Javanese Book of Tarjumah Pegon as a means of confrontation against colonialism. This article elaborates Rifa’iyah’s political strategy and how this community keeps existing in the present era. The research has an objective to discuss this community’s political strategy, its existence and the dynamic as an Islamic community in Kudus. The paper uses interview as the main method, as well as observation and documentation using history analysis and accommodation theory. The findings of this research that at the starting point of Rifa'iyah community, it was rejected by residents because of differences in worship based on the teachings of the Book of Tarjumah, for example, praying only with fellow Rifa'iyah members, practicing wedding ceremony based on Rifa'iyah guidance, and only studying the book by Kiai Rifa'i. However, its existence is now accepted due to the accommodating strategy of Rifa'iyah pilgrims. The relationship between each actor forms a structured and systematic network and arranges strategies to accommodate the interests of actors in the APBD. This article aims to explain how the relationship between actors and budget politics forms interests in the making of the APBD. The research method used is qualitative with a descriptive analysis type to describe the relationship of each actor by using actor-network theory and public policy. The results of the study found that the actors involved in the making of regional budgets were grouped into two, namely formal actors and informal actors. The main actors who dominate the making of regional budgets are the regional head as the highest decision holder and family relations as informal actors who influence decision making. Each actor forms a network to accommodate their interests in the APBD by strengthening their relationship with the highest decision-makers in regional budgeting. The strategy of actors in entering and guarding their interests in the APBD uses four political strategy frameworks, namely position strategy, power strategy, player strategy, and perception strategy.
