Sergeeva","doi":"10.29141/2658-5081-2022-23-1-3","DOIUrl":"https://doi.org/10.29141/2658-5081-2022-23-1-3","url":null,"abstract":"Women account for almost half of the world population, however, their contribution to the economic development is rather limited due to significant gender imparity manifested in different aspects: from participation in decision-making and employment to incomes and property. The paper aims to explore and assess the potential of women empowerment to the benefits of economic growth in the BRICS countries. Methodologically, the paper relies on the theory of gender order and the interdisciplinary approach to the research of gender inequality. The study applies methods of systematisation, content analysis, and comparison of time series. By analysing a range of international organisations’ reports, the paper provides insight in the state of affairs with gender inequality in the BRICS countries looking at its key characteristics in the economic, educational, social, and political spheres. Using the World Bank data for 2000–2021, the paper examines women’s empowerment according to the dimensions accounted for in the UN Gender Inequality Index: empowerment, health, and labour market. The findings indicate that the BRICS countries are far behind in terms of delivering real justice to women’s empowerment. Among the five countries China and Russia seem to be putting the strongest efforts to reduce gender gap, Brazil demonstrates good dynamics, but has a long way to go, while South Africa and India confront many deep-rooted problems that strongly thwart their progress. The paper aims to generalise about and systematise the scientific heritage concerning the factors behind and conditions of appearance, as well as peculiarities of economic structure and dynamics of urban settlements, the principal function of which is providing health resort services. The methodological basis of the research rests on an interdisciplinary approach that combines the achievements of economic and social geography (principles underlying the typology of settlements), economic sociology (theory of the consumer society), and municipal science (municipal economics as its main part). The research benefits from methods of systematisation and formalisation, bibliometric analysis and content analysis. As a result, the study explicates the scientific paradigm of the research of health resorts’ municipal economies and exemplifies it by the case of Russia’s urban districts; identifies essential characteristics of the concept “urban district of a health resort type”; and justifies the peculiarities of functioning and transformation of municipal economies of health resort towns. The said peculiarities include special infrastructure, high degree of specialisation, distinct seasonality of municipal economy, dependence of business activities on the characteristics of the arriving population. The paper aims to study stakeholder risks, evaluate them, model stakeholder risk networks, develop tools for determining the loyalty (satisfaction) of stakeholders, and establish risk priorities for stakeholders. The research methodology rests on the stakeholder approach, corporate governance theory and graph theory. The paper applies comparative and content analysis, methods of modeling, prioritisation and visualisation of graphs. Based on Rebecca Yang’s method modified by the authors, the study models stakeholder risk networks. Due to the modification, the method is able to take into account the factor of balance of stakeholders’ interests. The method is tested on a business project of a particular company. The research results include specifying the mutual influence of risks in the network, determining key categories of risks and the most influential stakeholders, rating risks using analysis metrics and graphs, and developing a scheme for implementing the proposed tools in the management system. The paper intends to assess the impact of the government policy on maintaining macroeconomic stability on the economic growth in the Republic of Armenia. Methodologically, the study relies on the propositions of economics; applies methods of qualitative and statistical analysis, observation and synthesis. The data are sourced from the National Statistics Service of the Republic of Armenia and the Central Bank of the Republic of Armenia. The paper considers the key theoretical approaches to the policy on maintaining macroeconomic stability and the major tools of its implementation, identifies positive and negative consequences of this policy for Armenia’s economic growth. The analysis of the monetary, currency, and fiscal policies of the country proves that the policy of macroeconomic stability adopted during the last 10 years leads to the decreasing rates of economic growth, especially in the long run. The research aims to design a new method for clustering Russia’s macroregions with a view to reducing spatial heterogeneity by exploiting the potential of interregional interaction. The new economic geography, regional and spatial economics constitute the methodological basis of the study. The research applies multidimensional statistical methods. Based on the calculation of the Theil index the paper investigates the unevenness of regional development in federal districts and macroregions, which are specified in the Strategy for spatial development of the Russian Federation until 2025. The paper concludes that the suggested territorial organisation of the national economy based on the identification of the 12 macroregions does not quite help reduce the socioeconomic differences between regions keeping them trapped in the current heterogeneity. The paper develops a method for delineating the macroregions that decreases their spatial heterogeneity and favours interregional interaction in order to reduce the differences in the territorial development. Specifically, the main criterion to select services providers is cost reduction, while the services output and the population sufficiency with the provision of services are not taken into account, which contradicts the principles of the social state. The article aims to substantiate a methodological approach that allows forming a hybrid model for the social services sphere based on the principle of allocative efficiency, which provides for the comparison of the output by social services providers from the public, private and non-profit sectors of the economy. The methodological basis of the study includes the club theory, theories of public goods, competition, and efficiency. The major research method is comparative analysis. The paper proposes a method for building the said model for the social services sphere, where the criterion of hybridization is allocative efficiency. The papers forecasts the volume of social services industries’ output given the introduction of principle of allocative efficiency. Comparison of this data with the output of the existing hybrid model reveals that significant resources can be released to be potentially redirected to satisfy other social needs. The possibilities for their realisation depend on the combination of labour and fixed capital. The study focuses on identifying the conditions for the growth of capital in the industry, which creates it for both industrial and non-industrial sectors, as an important process that symbolises technological renewal. In addition to the introduction of digital technologies, a very wide range of production technologies need to be replaced. Methodologically, the research relies on the theory of industrial growth; employs methods of comparative, taxonomic analysis, elements of econometric modeling and formalisation of the relationship between the parameters under consideration using the classical production function. Their application demonstrates that the effect of Bazarov’s curve manifests itself also when addressing the problem of technological modernisation of industry, and has a regular character. A fundamental limitation to positive technological prospects and industrial growth is the presence of a vicious circle of development specific for the Russian industry, when the undercapitalization of the industry arises not only due to the consumption of the generated incomes, the dynamics of which has long been rather low, but also due to their distraction to other directions. The theoretical result of the study is obtaining the exact condition for the growth of industrial capital as the criterion of industrialisation. It allows establishing the area of industrialisation based on the growth of capital in non-industrial sectors exceeding the growth of labour in industry. {"title":"Systematisation of factors behind the agglomeration effect","authors":"Y. Urban agglomerations are increasing their role in Russia and across the world’s economies, and understanding of the factors behind the effect of these settlement systems is essential for their efficient management. The paper studies the essence of agglomeration and the effects generated by its functioning on the basis of the literature review with respect to identifying, describing, grouping and typifying the factors of agglomeration economies. Spatial economics constitutes the methodological basis of the research; the author applies methods of analysis, synthesis, grouping, and classification. The author presents own definition of agglomeration synthesised allowing for the two main attributes of this phenomenon: concentration and interaction; suggests a classification of factors behind the agglomeration effect that include localisation, urbanisation, settlement and deagglomeration effects, economies of scale, institutional factors. For the economies of scale, localisation and urbanisation effects the author constructs a typology consisting of 25 factors, which may underlie further quantitative research. The auhtor decomposes urbanisation effect into three subgroups: the impact of the economic development, diversification, population quantity and quality. Such characteristic reflects the complex composition of this effect and helps to avoid excessive simplification during its measurement. The researcher proposes a new group of factors, which takes into account the influence of the settlement system.
