Corbey","doi":"10.5117/mab.96.84597","DOIUrl":"https://doi.org/10.5117/mab.96.84597","url":null,"abstract":"Dit artikel onderzoekt via literatuurstudie de principes van High Reliability Organizing (HRO, Hoog Betrouwbaar Organiseren), de kenmerken van High Reliability Organizations (HRO’s) en hun relatie tot het ontwerp van een Management Control Systeem (MCS). Het blijkt dat cultural controls een dominante rol dienen te vervullen in een HRO. Bij de planning controls valt op dat de HRO-literatuur een afkeer heeft van korte termijnplanning. Cybernetic controls worden van minder belang geacht. Beloningen kunnen een positief effect hebben op de veiligheidscultuur, maar er wordt ook gewaarschuwd voor negatieve effecten. Bij de hantering van administrative controls is er een spanningsveld tussen decentralisatie en centralisatie. Een soortgelijk dilemma is zichtbaar als het gaat om procedures. Men kan niet zonder, maar een overmaat aan procedures is ongewenst omdat het leidt tot onoplettendheid. Dit is vervolgens onderzocht in een casestudy van een Nederlandse HRO. Een vraag die hierbij gesteld kan worden is of de motivatie van medewerkers kan worden beïnvloed door gebruik te maken van sociale aansturingsinstrumenten. Dit artikel richt zich op het beantwoorden van deze vraag en maakt daarvoor gebruik van een survey-onderzoek dat is uitgevoerd bij 162 managers in publiekesectororganisaties. Daarnaast biedt het een weergave van een exploratief onderzoek naar deze transformatie en de gevolgen voor controllers. Uit het vragenlijst­onderzoek blijkt dat cloudtechnologieën en datavisualisatie een belangrijke rol spelen in de huidige werkzaamheden van controllers. Bovendien verwachten controllers dat artificial intelligence, predictive analytics en automatisering in de komende 5 jaar eveneens een essentieel onderdeel van de controllingpraktijk zullen worden. Digitalisering verandert de werkzaamheden van controllers, hetgeen kan leiden tot digitale bezorgdheid. Performativiteit is de kracht van theorieën, theoretische raamwerken (zoals die voor prestatiemanagement) en ook van cijfers om in een relationeel verband te participeren in de totstandkoming van een organisatiewerkelijkheid. Terwijl functionaliteit gepaard gaat met ordelijkheid en doelgerichtheid, gaat performativiteit gepaard met dynamiek, met ongerichtheid en onvoorspelbaarheid. In een relationeel verband wordt prestatiemanagement gezien als een praktijk die wordt gedragen door mensen en dingen, die tegelijkertijd door die praktijk worden ge(her)positioneerd. De toenemende behoefte om meer in de huid van medewerkers te kruipen wordt versterkt door hybride werken, incidenten op het gebied van grensoverschrijdend gedrag en aandacht voor gelijkheid. Weten wat er speelt onder medewerkers lijkt relevanter en uitdagender dan ooit. Internal audit kan, als relatieve buitenstaander, bestuurders informeren over de mate waarin houding en gedrag overeenkomen met gewenste waarden. Dit vraagt om inzicht in gedrag en in de wijze waarop dit wordt beïnvloed. Analyse van de non‑verbale component is in dit verband belangrijk, aangezien de traditionele kennis en vaardigheden voor de auditfunctie dan tekortschieten. De auditor zal meer kennis moeten opdoen en zich vaardigheden eigen moeten maken om non‑verbale signalen te kunnen lezen, te interpreteren en hierop te kunnen reageren. Het registreren, analyseren en interpreteren van onbewuste spierbewegingen in het gezicht is uitdagend, maar levert waardevolle nieuwe inzichten op. Kenmerkend voor dat type onderzoek is dat een praktijksituatie wordt geconfronteerd met een norm, om zo tot een oordeel te kunnen komen. Zo’n nogal beperkte en begrensde interpretatie van de auditprofessie doet natuurlijk geen recht aan de beroepspraktijk, waarin gelukkig vaak ook (en steeds meer) ruimte is voor heel andere typen onderzoek. Fields such as finance, healthcare, automotive, education, and recruitment, to name a few, have demonstrated successful application of AI algorithms. Conversely, cases of bad algorithms abound and lead to lost revenue, discrimination, disinformation, or even bodily harm. Currently, we have surpassed the stage of just observing bad algorithms. New European regulations governing AI force organizations to manage the risks introduced by algorithms and convince the public about the proper functioning of algorithms. In this context, can algorithms be rigorously audited to build public trust and if yes, how? The current environmental, social and corporate governance (ESG) agenda provides the need and pivotal moment for IA to adapt, broaden and grow the function, and subsequently support the organisation. The immediate task for IA will be to help organisations and their management live up to their sustainability promise within an overall ESG context, whilst avoiding exaggeration of achievements within their stories told. To ascertain this position as an IA function, investment in knowledge and experience is required, alongside intrinsic motivation of IAs to contribute to a more sustainable organisation and society. To continuously meet the organisation’s future needs, IA should start their sustainability journey by incorporating sustainability in their daily practice. The internal audit function can contribute to growing and maintaining organisational resilience by including the topic in the internal audit plan. Auditing it requires a reference model. The study described used a mixed methods approach to develop a reference model for auditing organisational resilience. Six relevant hard and soft (behavioural) elements of resilience are determined: people, culture, strategy, processes, governance and regulation.
