It reveals the personal and political expectations of the actor -identified with the liberal nationalist sector of Buenos Aires in the mid-1850s, and his relations with the Confederation leaderships, in his access to the Foreign Service. In this regard, we consider that both the Argentine domestic scene and the actions by international actors, turned the balance in favor of a peaceful solution to the crisis to the detriment of those who were looking for another form of solution. Within the latter, we can identify a sector made up of intellectuals, civilians and the military, who did not agree with the state policies undertaken or with the decisions that were being reached within the mediation process. In this direction, the general objective of the article is to revisit a 19 th century biographical trajectory, that of Mariano Fragueiro (1795-1872), born in Córdoba, a prosperous merchant and banker who became involved in politics and assumed management positions at critical moments of state formation during the first half of the 19 th century. The relevance of the work consists in proposing a category of analysis -ideologues of the Statewithout ignoring the validity of another more commonly used (intellectuals) and considering for its treatment the trajectory and the context as its dimensions of analysis. The aim is to address the ways in which these authorities legitimized by the State thought about the problems of the territory and the population, and presented possible ways of solving them. The comparison is made from describing the moral and ethical justifications emerging in the words of these authorities (what we will call 'rationalities'), and the procedures, techniques and calculations elaborated as solutions to the problems described (what we will call 'technologies'). We inquire into the Constitutions of 1844, 1870 and 1940, being the first the pioneer, the second the result of an occupation process because Paraguay was defeated in the War against the Triple Alliance, and the last one a legal tool that helped to the permanence of authoritarian and dictatorial governments. This constitutional exegesis was carried out from four specific axes that will seek to identify the forms that the State presented in those Constitutions, both in the effects they wanted to generate when they were put into effect, and in the situation framework that it expresses when it is sanctioned.
