The University of Guadalajara faces a great challenge, as an institution it must assume commitments and joint actions as an institution of higher education to train a new type of professionals; carry out modifications in all the study plans of the different careers; train their professors, which implies facing institutional and interpersonal barriers relying on collaborative work with other universities, companies, government and NGOs under a social commitment. For the first region an increase of 100 percent is authorized and for the second of 16.2 per-cent. Our objective is to analyze the impact that, in 2019, the differential increase of the minimum wage in the generation of new jobs of the salaried labor force (target population of the minimum wage) of Jalisco (emblematic entity of the rest of Mexico region) and of Baja California (entity of the region of the free zone of the northern border of Mexico) contrasting it with the national average in three levels: occupa-tional structure, sector and economic activity and by size of establishment, as well as by sex. Therefore, in this article an exhaustive review of the state of the art is made, in terms of its approach and interpretation from the approach of the discipline of International Relations. The objective pursued is to clarify the logic and contribution of the different theoretical aspects to deepen the understanding of the approaches that define it, as a result of the multidimensional and multifunctional nature of the term. For this, the article is structured as follows. In the first part, the definitions of energy security are addressed: dimensions, structural patterns and a classification is established based on the implicit risks in each case. In the second, the analysis categories of the term are analyzed, including the efforts to define the phenomenon from the perspective of the energy economy. In the third part, total safety is reviewed as an effort towards the possible formation of a transversal concept. Romero Morett","doi":"10.32870/eera.vi43.883","DOIUrl":"https://doi.org/10.32870/eera.vi43.883","url":null,"abstract":"Based on the application of the envelope data analysis (ade), in this study the relative efficiency scores of the 13 academic departments of the University Center for Administrative Economic Sciences (cucea) of the University of Guadalajara (UdeG) are estimated. The ade is a non-parametric and deterministic technique based on linear programming (pl) and microeconomic theory of production. By applying this method it is possible to build an efficiency frontier and identify those academic departments that are operating relatively inefficiently.Subsequently, an individual analysis of each academic department is carried out to determine what are the causes of such inefficiencies, the action plans for the potential improvement are established, the reference groups for these inefficient units are determined and, finally, it is calculated the percentage of contribution of each input and product. Recently, there has been an important occupation of the Mexican labor force in the manufacturing sector, and also with the higher schooling .
