The other form uses a pair of binary Gold sequences as the spreading sequences and the receiver employs in-phase and quadrature processing. The architecture is an outgrowth of work on a mobile distributed operating system that attempts to deal with various shortcomings of the mobile Internet protocol (mobile IP) for military use. The architecture provides secure and survivable mobile C4I operation by using a highly controversial technique-via session layer \"hand off\" of mobile communications-a function that is traditionally controlled entirely by the network layer. The architecture is described in functional terms, as well as the general layered structure that provides tactical dependability. Also described is an emerging idea known as plan-based survivability, which the authors hope will solve many open problems with current survivability technology, and which has already been partly demonstrated by a working prototype.","PeriodicalId":334957,"journal":{"name":"MILCOM 1999. The use of speech enhancement in combination with voice coding algorithms and applied to governmental wireless communications systems is an area of increasing importance. In March 1996, the US government selected the 2.4 kbps MELP speech coding algorithm for applications which require high quality/intelligibility narrow band speech coding. In March of 1999, a companion 1.2 kbps MELP speech coding algorithm was unveiled. This additional MELP rate was added to satisfy disadvantaged transmission requirements such as survivable SATCOMs or high latitude HF radio links. The combined 1.2 kbps/2.4 kbps MELP algorithm incorporates an integrated speech enhancement algorithm as a front-end process to provide superior performance in harsh acoustic noise environments. This paper introduces the integrated speech enhancement 1.2 kbps/2.4 kbps MELP speech coding algorithmic suite, and presents the first available test data for the combined algorithm. Existing and planned military SATCOM initiatives presently cannot fulfill these operational requirements; as a consequence, commercial alternatives are utilized as a near-term bridge and cost-effective solution. The US Navy has used CNO Special Project Challenge Athena (CA) as a proof of concept to lease commercial satellite transponders and associated commercial earth station service. This program has sought to integrate commercialized agencies/resources with DOD shore based architecture ground facilities to provide high data rate (T-1) information to large deck ships in order to alleviate the bandwidth shortfall. The Navy's philosophical tradeoff is that a \"lease methodology\" is much more operationally effective (in the near term)-than purchasing or building a satellite constellation. Nevertheless, the Navy's objective is to pursue commercial SATCOM, looking for commercial capabilities that can satisfy its unique SATCOM requirements. So, how does the Navy identify and quantify its unique requirements and match them against existing and/or emerging commercial SATCOM system's capabilities so that optimized bang for the \"premium\" buck can be obtained? Is there a fit for the Navy's requirements in the commercial SATCOM arena? This paper serves to identify the most important characteristics of those Navy unique requirements that exist for commercial SATCOM; i.e. to identify where they are needed, why they are needed, and how the fleet will use them. Service is now available all over the world and the user terminals are becoming smaller and lighter-the capabilities offered in the terminals of the early 1980s that weighed several hundred pounds are now available in nearly pocket sized terminals that weigh approximately one pound. The new terminals also boast omni-directional antennas making them easier to use. Some new mobile satellite systems are already providing service, while many more are under development or being deployed. Advances in commercial mobile communications technology, the increasing demand for communications access from remote areas, and economic constraints have led many Federal agencies to consider commercial satellite services in lieu of private systems to satisfy some of their communications needs. Agencies must consider several factors when determining if a particular service offering is appropriate for disaster response communications. Among these are the communications requirements that can and cannot be satisfied with the service, the reliability and cost effectiveness of the service, and the congestion users are likely to experience with the service. This is primarily true because the relatively high bit error rate of the channel can lead to packet corruption, while the limited bandwidth restricts the use of channel coding. Corrupted packets may be discarded, making the transmitter assume that congestion is occurring. Instead of developing a completely new protocol, we propose modifications to the enhanced trivial file transfer protocol (ETFTP) to allows its use for MPEG-4 wireless video transmission. A characterization of the designs is made with respect to the capacity needed to satisfy a given performance metric: call blocking. The paper considers both circuit-switched and on-board ATM-switched payloads and the use of demand assigned multiple access (DAMA) for resource efficiency. OPNET simulation models are based on an army network topology supporting voice, file transfer protocol (FTP) and video teleconference connections. MSK is employed as FH spread spectrum modulation. The DS spread signal bandwidth is equal to the FH slot spacing. An equation for the BER is developed. Performance is evaluated, assuming a worst case jammer strategy. The analysis is performed for various system parameters such as a DS-SFH hybrid ratio, the number of jamming tones, SNR, and JSR. It is shown that, in some cases, the addition of DS spreading to an FH system, without increasing the total system bandwidth, can significantly improve the system's resistance to partial band multitone jamming.","PeriodicalId":334957,"journal":{"name":"MILCOM 1999. In scenarios ranging from the battlefield to the White House, we must be able to send information reliably without a cumbersome infrastructure. Wireless environments typically contain a large amount of multipath interference. Therefore, a waveform that is transmitted through a wireless channel must be robust to multipath. With this in mind, Harris Corporation and Lucent Corporation proposed the complementary code keying (CCK) waveform for the high data rate IEEE 802.11 WLAN standard. The CCK waveform has proven to be robust in a harsh multipath environment. Harris Corporation is implementing this waveform in their PRISMO (C) chip which will be deployed by Harris GCSD in a number of military applications including inter- and intra-ship communication and military telemedicine and telemaintenance. This paper presents a new performance measure based on the distance between M-ary codes in a multipath environment. Significantly, this measure does not depend on knowledge of the multipath environment. Consequently, this measure is well suited for evaluating codes to be used in the many scenarios envisioned for wireless LANs. In the paper, this measure is described and then used to compare a number of M-ary codes. The results of this performance measure as well as performance simulations show that the CCK waveform performs well in a variety of multipath environments.","PeriodicalId":334957,"journal":{"name":"MILCOM 1999.
