This research will discuss how the meaning of religiosity for transvestites? This type of research is descriptive qualitative using a phenomenological approach, from 6 (six) transvestites, researchers took 4 (four) transvestites, namely Yt, Mn, Li, and Nu. The taking of this object uses a purposive sample and also uses recommendations from key informants in the field. The results of this study indicate that Transvestites still believe in religion and all its teachings. For Waria that their current existence is not their will but the will of the Creator. This is proven by their carrying out all religious rituals. It's just that they still can not be a normal human being in general who likes other types. The data used in this research is quantitative data sourced from secondary data, financial report, and data published by PDAM Tirta Benari Bajawa from 2015 to 2017. Measurement of Financial Perspective performance using profit margins and return on invetment, measurement of customer perspective performance using customer acquisition aspects, customer retention, and pelagic profitability. Measurement of internal business process perspective performance using water-meter replacement aspect. Measurement of growth and learning perspective performance using employee training aspects. The results showed that the financial perspective is poor, because the company has not increased the sales volume of water well, causing the water sales turnover could not cover the cost-operational costs. The performance of the customer's perspective is poor, due to the average every year the number of new customers is not comparable to the number of subscribers as a result of the unoptimized service provided. Performance of internal business perspective is less good, this is due to management less attention to the change of meter whose economic age is over, causing a lot of water meter that is not functioning properly. The performance of the growth and learning erspective is lacking, this is because management pays attention to the development of employee-specific employee skills through technical training training. Each culture has different behavioral characteristics in terms of financial management that can affect the economic growth of a region. Wurumana culture is a local custom of the Ende Lio community which is related to the cycle of money circulation in the family which has become a tradition for generations. The purpose of this study was to determine the effect of local culture (Wurumana) on Economic Needs, the effect of Economic Needs on Financial Management Behavior, the influence of Economic Needs on Financial Attitudes, and to determine the effect of Financial Attitudes on Financial Management Behavior of the Ende Lio community. The research method used in this study is a quantitative method using Structural Equation Modeling (SEM) analysis tools using AMOS 22. It was at this point that the science of religion was born, which was entirely human and dependent on the mastery of human knowledge. Religion is sacred, holy and perfect, but understanding religion is human, imperfect and worldly. The constant is religion itself (al-diin nafsuh), while the knowledge or understanding of religion (al-ma'rifah al-diniyyah) is temporal and will change. Context is often overlooked by a system of understanding that is brutally adhered to by Islamic reasoning now, so to return the text to something sacf li kulli zaman wan there needs to be a problematic review and 're-reading' to get 'new understanding' of modern Islam. Ushul Juris prudence which is a reaction/ response to the problem of the system as well as the doctrine of 'dirty' politics and disputes of ahl-Ra'yi and ahl-Hadīst about the meaning of texts in the modern era is required to be able to provide solutions to stagnation of Islamic law. Ushul Jurisprudence is not only as a ‘device’ reader of the text of the Qur'an and al-Sunnah but also acts as ‘bidder’ for a new understanding situation. However, the condition of the Ushul Fikih reading room as a level of Islamic religious law has limited methodology so that it cannot cover all aspects of understanding.
