It requires the use of development concept and moral assessment, so those concept are discussed. This article is an analysis about the development process in the border area of north Kalimantan. Research shows that the real conditions in the border area of north Kalimantan are still poor. It was proven by lack of infrastructure, and the basic need services such as education and health. What does it take to enhance the quality of development? Does it require an ethic approach? The analysis used is the concept of data analysis interactive proposed by Miles, Huberman and Saldana states in qualitative research, data analysis performed by condensation, data presentation and conclusion/verification. The study concluded that the implementation of the ADK Policy relating to communications between actors in the implementation of ADK done through socialization conducted by a team of district to district level and consistency in the achievement of the message/command policy. The research findings showed that Population and Civil Registry Service of KutaiKartanegara District had implemented the policy stated in Law Number 24 year 2013 on Population Administration, in the form of electronic ID Card issuance. The results showed that, evaluation of the application SIMDA at the local finance bureau secretariat east Kalimantan province have been going well this can be seen from the results achieved after application, because it can be more quickly, accurately and timely. This study is descriptive with qualitative approach. Data was obtained by interviews, observation and documents, then the data were analyzed using an interactive model.
