SPBE has also been implemented in Bekasi City thanks to the issuance of Presidential Regulation Number 95 of 2018 concerning SPBE. In 2020, Bekasi City did not yet have a Mayor's Regulation as a technical guide for implementing SPBE and has not conducted an independent evaluation of SPBE within the Bekasi City Government. This study aims to examine and measure the extent to which the maturity level of Bekasi City is implemented in SPBE. The research method uses a descriptive method with a qualitative approach, and the evaluation process is carried out following PermenPAN-RB Number 5 of 2018 concerning SPBE Evaluation Guidelines. The data collection techniques were carried out through observation, interviews, literature studies, documentation, and SWOT analysis. This study indicates that the City of Bekasi obtained an SPBE Index Value of 3.36 and was categorized as Good. Several aspects have not been optimized, namely the Internal Policy of SPBE Governance Aspects, Institutional Aspects, Strategy and Planning Aspects, and Information and Communication Technology Aspects that need further improvement. The results of the SWOT analysis also show that Bekasi City has Strengths and Opportunities that can outperform existing Weaknesses and Threats so that it has a good impact on the continuation of SPBE implementation in Bekasi City. Sistem Pemerintahan Berbasis Elektronik (SPBE) diterapkan di Kota Bekasi berdasarkan Instruksi Presiden Nomor 95 Tahun 2018 tentang SPBE. Pada tahun 2020, Kota Bekasi belum memiliki Peraturan Wali Kota sebagai petunjuk teknis pelaksanaan SPBE dan belum melakukan evaluasi mandiri terhadap SPBE di lingkungan Pemerintah Kota Bekasi. Penelitian ini bertujuan untuk mengkaji dan mengukur sejauh mana tingkat kematangan Kota Bekasi dalam menerapkan SPBE. Metode penelitian menggunakan metode deskriptif dengan pendekatan kualitatif dan proses evaluasi dilakukan sesuai dengan PermenPAN-RB Nomor 5 Tahun 2018 tentang Pedoman Evaluasi SPBE. Teknik pengumpulan data dilakukan melalui observasi, wawancara, studi pustaka, dokumentasi, dan didukung dengan analisis SWOT. Hasil dari penelitian ini menunjukkan bahwa Kota Bekasi memperoleh Nilai Indeks SPBE sebesar 3.36 dan dikategorikan Baik. Terdapat beberapa aspek yang masih belum dioptimalkan yaitu pada Aspek Kebijakan Intenal Tata Kelola SPBE, Aspek Kelembagaan, Aspek Strategi dan Perencanaan, dan Aspek Teknologi Informasi dan Komunikasi sehingga perlu ditingkatkan dan dilakukan perbaikan lebih lanjut. The government must maximize existing revenues to carry out optimal responsibilities and authority. The achievements can be seen through stages of performance management such as performance planning, performance implementation, performance review, performance evaluation, and performance improvement. This study aims to obtain and examine performance management which targets increasing the 2020 PNBP at Banda Naira KSOP Class IV Office. This study used a qualitative method and descriptive approach. This research discovered that the performance management followed appropriate regulations and procedures. Each employee has maximum performance despite the limited human resources, carrying out tasks according to their respective fields. In addition, Banda Naira KSOP Class IV Office did not achieve the estimated target of PNBP income because, in the performance implementation process, service users were not disciplined with the procedures and the lack of supervision from officers in the field. It is necessary to improve the training to maintain the competence and quality of employees and not to be left behind. Penelitian ini dilatar belakangi asal pendapatan negara yang salah satunya dari Penerimaan Negara Bukan Pajak. Demi menjalankan tugas dan wewenang yang optimal, pemerintah perlu memaksimalkan pendapatan yang ada. Melalui manajemen kinerja akan diketahui hasil yang dicapai dilihat dari tahapan Perencanaan Kinerja, Pelaksanaan Kinerja, Review Kinerja, Evaluasi Kinerja, dan Perbaikan Kinerja. Penelitian ini bertujuan untuk memperoleh dan mengkaji data mengenai Manajemen Kinerja yang dilakukan pada Kantor KSOP Kelas IV Banda Naira dalam meningkatkan PNBP tahun 2020. Metode yang digunakan dalam penelitian ini yaitu metode kualitatif dengan pendekatan deskriptif. Berdasarkan penelitian ini, diperoleh hasil bahwasanya manajemen kinerja pada kantor KSOP Kelas IV Banda Naira sudah dilaksanakan sesuai dengan peraturan dan prosedur yang berlaku, meskipun memiliki SDM yang terbatas namun setiap pegawainya memaksimalkan kinerja, melaksanakan tugas sesuai pada bidangnya masing-masing. Serta alasan tidak tercapainya estimasi pendapatan PNBP di Kantor KSOP Kelas IV Banda Naira tahun 2020, dikarenakan pada proses pelaksanaan kinerja masih ditemukan adanya pengguna jasa yang tidak disiplin terhadap prosedur yang diberikan,dan kurangnya pengawasan dari petugas di lapangan. Therefore, the government of Bandunf City made an effort to overcome congestion by providing the public transportation., one of them is the Trans Metro Bandung which is managed by Dinas Perhubungan of Bandung City. However, judging from the problems in the aspect of providing public transportation that is Trans Metro Bandung, its considered still far from the expected conditions in terms of management and quality of service to the community, so that the people of Bandung City have not made Trans Metro Bandung an alternative to driving. This article aims to describe how good governance is in overcoming congestion through the provision of public transportation, in this case a study on management of the Trans Metro Bandung which managed by Dinas Perhubungan of Bandung City in 2020. This research was conducted using a descriptive method with a qualitative approach. From the results of the study, its known that the Dinas Perhubungan of Bandung City has not been fully optimal in creating good governance in the transportation sector because it has not fullfilled all aspects of governance that is accountability, transparancy, openness, and the legal framework. Especially on the principle of transparancy, where there is still a lack of clarity between the objectives and the reality that occurs in the field related to the provision public transportation to overcome congestion. Penelitian ini dilatarbelakangi oleh permasalahan kemacetan yang ada di Kota Bandung, dimana salah satu penyebab utama kemacetan di Kota Bandung adalah adanya peningkatan volume kendaraan di jalan yang tidak dapat ditampung oleh kapasitas jalan. Oleh karena itu, pemerintah Kota Bandung melakukan salah satu upaya untuk mengatasi kemacetan dengan menyediakan transportasi publik, salah satunya adalah bus Trans Metro Bandung yang dikelola oleh Dinas Perhubungan Kota Bandung. Namun, dilihat dari permasalahan dalam aspek penyediaan transportasi publik yaitu Trans Metro Bandung dinilai masih jauh dari kondisi yang diharapkan dari segi pengelolaan dan kualitas pelayanannya pada masyarakat sehingga masyarakat Kota Bandung belum menjadikan Trans Metro Bandung sebagai alternatif untuk berkendara. The purpose of this study is to analyze and describe how government oversight in the implementation of SAKIP as an effort to implement good governance in the Directorate General of Multilateral Cooperation of the Ministry of Foreign Affairs of the Republic of Indonesia is seen from the supervisory steps according to Sururama and Amalia (2020). The research method used is a qualitative descriptive method. Data collection techniques were conducted through interviews, observation, literature study, and documentation. Data analysis techniques used include data reduction, data presentation, drawing conclusions, and SWOT analysis. Member check, triangulation, and reference material are the data lever techniques employed. The results of this study indicate that the Inspectorate General has carried out supervision in accordance with applicable regulations. But is still constrained by the high rate of employee turnover. There is a limited number of human resources, and complex employees. Serious efforts are needed to deal with the various obstacles faced. Based on the results of the study, it can be said that the IG has supervised the implementation of SAKIP at the Directorate General of Multilateral Cooperation of the Republic of Indonesia. But the supervision has not run optimally due to internal and external factors that influence it. Penelitian ini berjudul “Pengawasan Pemerintahan Dalam Pelaksanaan SAKIP Sebagai Upaya Penerapan Good Governance Pada Direktorat Jenderal Kerja Sama Multilateral Kementerian Luar Negeri Republik Indonesia”. The purpose of this study is to analyze and determine the implementation of land registration administration in handling cases of dual certificates of land rights at the Agrarian and Spatial Planning Office/National Land Agency of Bandung City seen from using administrative theory from Harbani Pasolong (2019). The research method uses a qualitative method with a descriptive approach to describe the actual situation being studied. Data collection techniques were conducted by interview, literature study, observation, and documentation. Data analysis techniques used are data reduction, data exposure, and drawing conclusions. The data verification techniques used are member check, triangulation, and reference materials. The results of this study show that it is still not fully optimal from an administrative perspective, there are three indicators, namely Efficiency, Effectiveness, and Rationale because in its implementation there are still several factors that become problems such as the case of multiple certificates of land rights every year, the existence of people who administrative rules and regulations that apply and still apply for land certificates for land parcels that have been certified. Based on the results of the study, it can be concluded that the administration of land registration at the Bandung City Agrarian and Spatial Planning/National Land Agency in handling cases of dual certificates of land rights in 2020 is still not fully optimal. With this research, the authors provide suggestions from the administrative review that can be taken into consideration for ATR/BPN Bandung City in optimizing the implementation of land registration in handling cases of dual certificates of land rights. Penelitian ini berjudul “Administrasi Pendaftaran Tanah Kantor Agraria dan Tata Ruang/Badan Pertanahan Nasional Kota Bandung Untuk Menangani Kasus Sertifikat Ganda Hak Atas Tanah di Kota Bandung. The results showed that the application of the concept of good government governance in the quality of divorce certificate services at the South Jakarta City Population and Civil Registration Sub-department, had implemented good government governance optimally where there were several indicators that had not been implemented in the South Jakarta City Population and Civil Registration Sub-dept. Penerapan Good Government Governace dapat dijadikan sebagai bagian dari upaya untuk melaksanakan asas-asas demokrasi dalam pelayanan publik, melihat dari situasi pelayanan publik yang saat ini perlu di terapkan tentang good governance guna mencapai tujuan organisasi yang baik. The research method used is qualitative with a descriptive approach. Data collection techniques were conducted by interview, observation, literature study, and documentation. Determination of informants with purposive sampling technique.The results of this study indicate that the policy of refocusing and reallocating the Bengkulu Province APBD in 2020 has not been fully effective, because it has not fulfilled every aspect of the effectiveness of public policies. Judging from the right policy indicators, this policy of refocusing and reallocating the budget has not been formulated in accordance with the character of the problem to be resolved, because positive confirmed cases of Covid-19 in Bengkulu Province are still growing. Judging from the indicators of proper implementation, the policy of refocusing and reallocating the budget has not been effective because the planning and budgeting process that involves parties outside the Government such as the private sector makes policy implementation not timely. Judging from the right target indicators, the policy of refocusing and reallocating the budget has not been effective because the intervention targets have not been in accordance with what has been planned, because they have not been able to suppress the spread of Covid-19 in Bengkulu. Provinces are proven by the increasing number of Covid-19 cases. Judging from the appropriate environmental indicators, the policy of refocusing and reallocating the budget has been effective because the Bengkulu Provincial Government has held regular meetings to exchange ideas on programs that have been or will be implemented, including coordination with the Central Government. Meanwhile, tax revenue in a situation like this is urgently needed, the lack of tax revenue will have an impact on slowing government spending, which in turn will put pressure on the government, and of course the government needs large funds to continue to fulfill its obligations to improve public facilities and services affected by the pandemic. . Therefore, it is necessary to have an effective and appropriate government strategy owned by the Bekasi Madya Tax Service Office. This study uses a qualitative method with data collection techniques interview, observation, documentation, and literature study. The results of this study are that the strategy of the Bekasi Madya Tax Service Office in overcoming the decline in tax revenues during the Covid-19 pandemic can be said to be effective and appropriate. This can be seen from the increase in revenue in 2021 when compared to 2020. In addition, the strengths, weaknesses, opportunities and threats that are owned are considered balanced because the driving and inhibiting factors can complement each other. However, to maximize the strategy, the efforts made are through transfer pricing discussions with taxpayers, transfer knowledge and carry out Internalization of Corporate Value (ICV). Terjadinya penurunan penerimaan pajak di Kantor Pelayanan Pajak Madya Bekasi dikarenakan pandemi Coronavirus Disease 2019 (Covid-19) yang berdampak pada pelemahan ekonomi yang berpengaruh terhadap kemampuan masyarakat dalam membayar pajak. E-SAKIP Desa is one of the innovations presented in supporting efforts to implement the Electronic-Based Government System (SPBE) within the Sumedang Regency Government. The efforts made indicate that the Regent of Sumedang for the 2018-2023 period has a transformational leadership style because he is able to spearhead a change by first aligning the frequency with elements of government apparatus and generating innovative ideas. So the author has an interest in exploring the leadership of the Regent of Sumedang in terms of the four dimensions of transformational leadership, namely ideal influence, inspirational motivation, intellectual stimulation and individual considerations. The research method used by the author is a descriptive method with a qualitative approach. Data collection was obtained through the stages of observation, interviews, literature study and documentation during the research. The results of the study show that in realizing an Electronic-Based Government System, the Regent of Sumedang is a leader who is able to instill a vision, set an example for subordinates and the community, set targets as standards that are enforced, commit to what is initiated, prioritize coordination with program components, involve external government parties. districts to support the sustainability of digital transformation, promote an inclusive attitude so that subordinates can be involved in problem solving and decision making, and are able to respond to the needs of the apparatus and the community.
