{"title":"Higher Education Libraries under Uncertainty: the Specific of the Staff’ Remote Work Organizing","authors":"T. The purpose of the article: a) definition and characteristics of the organization of remotely working teams (teams) of libraries of higher education institutions at the stage of transfer of library teams to remote work; b) identification of approaches that already take place in Ukraine in the context of the COVID-19 epidemic. The author has investigated the administrative aspect of the initial stage of the organization of the transfer of higher education libraries of Ukraine to remote work in the first 2 months (13.03–13.05.2020) of the introduction of quarantine in connection with the pandemic COVID-19. A thorough analysis of professional literature, sites of libraries and library associations, social networks, and self-reflection of the author’s own experience as a director of the university library during the pandemic has been carried out. Interviews (April 22–24, 2020) with 8 directors of higher education libraries of Ukraine were conducted in order to better understand the organizational aspects of the need for rapid transfer of employees to remote work. An online survey among 63 heads and leading specialists of higher education libraries of Ukraine on the topic “Models of remote work of university library teams in conditions of uncertainty” (May 25–31, 2020) was conducted. The priority actions of the library management and stages of these actions at the transfer of library collectives to remote work are defined. Four models of organization of remotely working teams (collectives) have been revealed and characterized: Model 1 – Standard; Model 2 – Pro; Model 3 – Starting; Model 4 – Zero conditional. According to the analysis of online survey data, 11.11 % of respondents attributed their library to Model 1, 50.79 % to Model 2, 38.10 % to Model 3, and 0 % to Model 4. Метою даної роботи є зосередження уваги на проблемах і можливостях, що стосуються цифрових компетентностей студентів у галузі бібліотечної та інформаційної освіти. Цифрові компетентності бібліотекарів набувають все більшого значення в навчальних аудиторіях, оскільки цифрові ресурси та цифрові медіа стають важливою частиною повсякденної професійної практики бібліотекарів. Початок дослідженню поклала необхідність визначення ключових компонентів їх цифрової компетентності з огляду знань та навичок, необхідних для успішної професійної реалізації та підвищення конкурентоздатності на ринку праці. При дослідженні ключових компонентів цифрових компетентностей були використані прогнозно-аналітичний метод, метод концептуалізації та метод ментального моделювання. Авторами пропонується доповнити набір компетенцій для студентів бібліотечного профілю з урахуванням особливостей розвитку сучасного інформаційного середовища. Серед основних цифрових компетентностей студентів бібліотечного профілю та бібліотечних фахівців маємо розглядати: здатність працювати із цифровою інформацією; здатність здійснювати комунікацію в цифровому медіасередовищі; здатність створювати та управляти цифровим контентом; запроваджувати заходи інформаційної безпеки; здатність розв’язувати проблеми цифрової модернізації, виявляти та аналізувати потреби суспільства в інформації на основі дослідження тенденцій розвитку цифрового медіапростору. Підкреслено, що бібліотекар має володіти поєднанням бібліотечних та технологічних компетенцій. Окреслено нові аспекти розвитку цифрових компетентностей студентів-бібліотекарів. Yaroshenko","doi":"10.31866/2616-7654.5.2020.205734","DOIUrl":"https://doi.org/10.31866/2616-7654.5.2020.205734","url":null,"abstract":"Метою цієї роботи є огляд потенціалу використання наукометричних та бібліометричних показників для оцінювання результатів наукової діяльності та окреслення сучасних тенденції і кореляції даних та індикаторів високоцитованих публікацій українських авторів у провідних базах даних цитувань. На основі аналізу відібраних за визначеними критеріями публікацій та цитувань українських дослідників у трьох базах даних цитувань Dimensions, Scopus, Web of Science Core Collection, а також з урахуванням деяких показників Altmetrics і використанням таких індикаторів, як Scopus Citation benchmarking, Plum X Metrics за часовий проміжок 2017–2019 роки висвітлено особливості, тенденції та кореляції окремих показників щодо високоцитованих публікацій дослідників України. Наведено низку прикладів, що ілюструють дослідження. Виявлено, що перша десятка високо цитованих документів українських авторів є доробком великої кількості співавторів, зокрема зарубіжних, водночас трапляються документи, де науковці з українською афіліацією є головними авторами; журнали «топового» списку не є виданнями України, більшість документів авторів з українською афіліацією, отриманих за результатами пошуку в провідних базах даних цитувань, розміщені в журналах публікаційної моделі відкритого доступу, хоча відсутність повного тексту та згадування документа в Інтернеті не означає відсутність цитувань роботи, якщо вона є цікавою науковій спільноті; за сферою знань найбільше цитувань українських авторів здобули медичні, фізичні, математичні, комп’ютерні та хімічні науки. Based on the analysis of the main statements set forth in the article \"On the \"Left\" and \"Right\" Deviations in Russian Documentation\" (2019), the main theoretical arguments of E. A. Pleshkevich are revealed and criticized. Disagreement is expressed with the fact of the existence of any biases in documentology. It is noted that an extensive understanding of the document, as well as its document philosophical interpretation indicate only the presence of different views on a particular scientific issue. The thesis regarding the right of a scientist to his own vision of the subject of documentology is defended, and it’s emphasized the lack of his right to consider as deviators those who disagree with him. Attributing deviations to someone suggests that only the critic himself follows a direct, steady course and voluntarily assumes the right to consider the others as those who deviate from the right path. It is shown that in fact the criticism of E. A. Pleshkevich is groundless and also contradictory in its essence. Additional arguments are given in favour of the concept of \"oral document\", the universal nature of the conventionality of a document, the need to develop a universal theory of the document. The modern scientific views on the issue of oral documentation are highlighted. The legal validity of the status of an oral document, known since the time of Roman private law, which separated verbal and literal (written) agreements, is emphasized. The legal force of oral transactions and contracts is ascertained. The formation and substantive filling of it in different historical periods have been analysed. It has been proved that in the current conditions of rapid technical and technological development, new media introduction, creation of a single information space thematic and semantic content of the course is significantly expanding, which requires its transformation. It is proposed to introduce in the invariant part of the curriculum the discipline \"Information service\", in which service is considered as a phenomenon of communication culture, navigation and search activities carried out in a single information system. This is also due to the fact that information service, along with other types of services (transport service, energy, medical, trade, cultural and educational, etc.) is developing at the most powerful pace, it is dominant in the conditions of informatization of society. The expediency of including the discipline \"Library and Information Service\" in the invariant part of the curriculum and teaching it for the specialization \"Management of Library and Information Activity\" is substantiated. In mastering the course, students will become acquainted with the peculiarities of service organization in different types of libraries, modern technologies, traditional and innovative forms of popularizing information resources and services of libraries with the psychological principles of service in the modern library environment. The achievement of the goal of the study was facilitated by the methodology of the socio-communicative approach, the principles of historicism, objectivity, systematization, consideration of the problems of library and information services in its dialectics and causation. The scientific novelty of the study is that the transformation of the structural and cognitive components of the LIS discipline in library science was not considered, in accordance with the formation of the system of general and professional competences reflected in the descriptors of the National Qualifications Framework at the first (bachelor) level in the specialty 029 case. Although, its macrosocial reformative effect is connected not only with obtaining new advantages and abilities in different spheres of people’s life, but also with a bunch of modernization risks and threats for the sustainable human society development. The debatable process of the global informatization actualizes the task of comprehension of one of the world’s major and key problems – the phenomenon of the digital inequality. The article covers the observation of the specific aspects of the digital inequality deployment in the modern society as well as determination of the actual complex estimate of the problem significance for Ukraine. Digital inequality is investigated as a dynamic threat which simultaneously propagates on the global, regional and local levels. The main factors of shift of balance are defined together with its current measures. In as much as the digital inequality phenomenon is complex and it has many aspects this study is based on a complex approach which takes into account the evolution of the digital inequality and identification of two stages of its deployment. For the purpose of determining the situation with digital inequality in Ukraine statistical investigations and monitoring methods were applied. This allowed determining the current status of the digital inequality and the dynamics of the key indexes in Ukraine regarding the level of development of the informational society in the world’s ranks data. The research findings made possible to conclude that Ukraine stays in the role of relatively hind ward country with a «catch-up» informatization inside of which both stages of digital inequality deployment take place simultaneously.
