Traditional Custodian are Hindu religious leaders who are included in the presentation of the Kecak Ramayana. This customary leader does not exist in the new play of the Ramayana story. But his role is very important because he works outside and backstage. The purpose of this study is to reveal spiritual communication carried out by Traditional Custodian in the performance of the Kecak Ramayana dance in Uluwatu. This research method uses qualitative discrete. Data collection techniques used interviews with 4 sources, direct observation when the show was in progress, and retrieval of documentation to strengthen verbal data. The theories used in this research are ritual communication theory, non-verbal communication theory, and transcendental communication theory. The uniformity of actors in Indonesia has finally begun to take place since the enactment of Law No. 5 of 1979 concerning Village Government. This study wanted to look at the relationship of actors at the village level. Especially in Parlondut Village, Samosir Regency. This research is qualitative research with qualitative descriptive methods and data collection techniques in the form of in-depth interviews along with literature studies. The results of this study show that there are differences in dominance between actor relations (power over relations) in each period of power at the village level. In addition, from the aspect of relations or values (power to relation) there is a value order that is still maintained, such as Dalihan Na Tolu and marsiadapari which lasted since the traditional reign of Ancient Batak, the Dutch period, Japan including during the Old Order through the huta and habius governments. In this case, the humanitarian approach related to freedom from fear echoed by Galtung further elaborated with International Organizations Theory. Based on an investigation conducted by an International Organization, namely, the United Nations, found not only Bashar Al-Assad's regime used chemical weapons but also the opposition. However, the scale and intensity of their use were different. Instead of targeting the enemy using chemical weapons, the primarily affected victims are civilians who indicated support the opposition and vice versa. International organizations then tried to negotiate with Assad's regime, the often party uses chemical weapons, and also the opposition to avoid using chemical weapons. Next followed by the Organization for the Prohibition of Chemical Weapons, which opened humanitarian diplomacy with Assad's regime and the opposition to stop using chemical weapons. Cooperation between the United Nations and the Organization for the Prohibition of Chemical Weapons has successfully suppressed chemical weapons use by imposing international sanctions. As part of the people who vote in the Pilkada (Regional Head Election) in Batu Bara Regency, of course, their participation is expected. However, the extent of participation in the regional head election in Batubara district in 2018. This research uses a qualitative research type method with a descriptive method, namely collecting descriptive data for further analysis from the case study. Data collection was carried out by means of interviews, document analysis, observation and literature study. The results of the study show that the factors that influence the participation of the Indonesian Malay Cultural Council Organization in Batu Bara Regency include: First, the political awareness of the people regarding their rights and obligations in the 2018 Pilkada is only limited to understanding, without being accompanied by controlling the course of the 2018 Pilkada and exercising their right to vote. Second, the low level of public trust in the government and candidates, which includes a track record and vision and mission, greatly affects the people not to exercise their right to vote. The central issue at hand concerns how LGA can assist in surmounting challenges and bolstering Sawahlunto City's aspiration to elevate its status from a National Geopark to a UNESCO Global Geopark (UGG). This research employs theoretical frameworks and adopts a qualitative approach using the quadruple helix investigator model. Data collection was conducted through semi-structured interviews and the acquisition of information from primary and secondary sources, including Medium-Term Development Plan (RPJMD), Geopark documentation, Project Documents, and more. The research findings underscore the pivotal role played by UCLG ASPAC, as an LGA, in collaborating with LG to optimize the involvement of other stakeholders in advancing RPJMD, particularly in the realm of tourism aligned with SDG 11.4. Furthermore, this collaboration is crucial for aiding LG in realizing its aspiration to attain UGG status.
