Real progress of this trend imposes social programming the authority and the necessary prestige that each subsequent social program is viewed with increasing confidence. {"title":"Collusion in International Organizations: How States Benefit from the Authority of Secretariats","authors":"H. Even when they account for the fact that states are often divided, they normally adopt a two-step approach: states first resolve their own differences before they entertain relations with secretariats. This article provides an alternative perspective. It argues that individual or groups of states may collude with like-minded secretariats to achieve outcomes at the expense of other states. Working informally together is beneficial. States can benefit from the rational-legal, delegated, moral and expert authority of secretariats. States and secretariats can also exchange resources. This paper studies the role of cultural biases in a real-world market, eBay, with well-designed features intended to facilitate cooperation. We analyze the buyer’s decision to leave negative feedback as an act of mistrust towards the seller. To identify the effects of buyer characteristics on feedback choices, we exploit an identification strategy that leverages high-volume data from millions of transactions. We find that negative feedback decreases as buyers gain experience on the market. Also, we show that measures of pro-social beliefs and behavior do not explain feedback choices. {"title":"Informal Institutions and Authoritarian Information Systems: Theory and Evidence from China","authors":"Junyan Jiang, J. How do authoritarian leaders address internal information issues? We argue that authoritarian information systems contain both formal and informal channels and show substitution between them using evidence from China’s economic reporting system. We construct a new measure for economic falsification by subtracting a “plausible growth rate” generated by the Random Forests technique from the official GDP growth rate for each of China’s cities. We find that growth over-reporting is less severe in cities where higher-level political leaders enjoy strong informal networks that can serve as alternative information channels. This result is robust across different falsification measures and various alternative specifications. We also explore heterogeneity and spillovers associated with this distortion-reduction effect. Although economists and other social scientists agree that there is a strong relation between the Reformation and economic growth, there is an active discussion as to what are the causal pathways connecting Protestantism to long-run economic success. We discuss the causal pathways that received substantial empirical support in academic literature. Some of them, such as “work ethic” and entrepreneurial spirit of Protestants, were originally suggested by Max Weber, while others, such as religious freedom and education, are deeply grounded in economic theory. More recently, other causal pathways have been suggested, such as social ethic, civil society, and institutional changes. These critiques claim as a message of central importance that mainstream economics has lost its relevance as for understanding reality. By making a brief comparison between the methodological strategies of the main stream and institutional economics I suggest that the firm demarcation between the streams stems from the difference between their methodologies. Its peculiar interest directed mainstream economics to take a unique methodological path and consequently the adherents have not been able to be on the lookout for certain facets of socio-economic reality. However, the chosen path, the axiomatic-deductive strategy proved to be an appropriate method for identifying economic laws. This claim is justified even by some recent efforts of new institutional economics. This research attempts to provide a systematic overview of this process, by uncovering what the data really show about this transition process. Through politics individuals seek to achieve collectively what they would not be able to achieve individually, forming institutions of social control. But institutions have costs which need to be discovered. Freedom of speech facilitates information discovery about the subjective costs of social institutions. Those costs are not only discovered but created through the acts of speech and expression. The paper develops this institutional approach by contrasting and complimenting against the three dominant theories of free speech: Mill’s marketplace of ideas theory, Meiklejohn’s democracy theory, and Baker’s liberty theory.
