A model proposed to the government of Thailand by a consulting consortium and an alternative model proposed by the authors are both outlined. The authors' model offers key new options and elaborates alternative points of view for restructuring in developing nations, especially in Asia. This model is sensitive to many fundamental background differences. The case for an independent national transmission entity model is argued, and an investment strategy to achieve national transmission expansion is presented.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. The aim of this paper was to illustrate how PBL has been used in electric power engineering education and what kinds of experiences have been reached. In the department of Electric Power Engineering at Tampere University of Technology (TUT), PBL was used for three different case exercises in the \"Energy Economics\" course. The problems of the cases were designed to correspond to real-life situations. To encourage the students to solve the cases they were given activity points to examination. The analysis of questionnaires, which were filled in by students, indicates that students liked problem-based learning as a teaching method and that PBL is worth further development.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. At the same time, the transmission operator needs to accommodate various transactions and generation patterns. In the desire to accommodate market-based transactions, the transmission operator is very much interested in quantifying the various stability margins (voltage, dynamic, etc.) and in determining the level of robustness of the transmission system. In the case of voltage stability, the index of robustness used is the difference from the current operating condition to an infeasible point. Particularly relevant is the amounts of additional reactive load that can be accommodate before the system experience a voltage collapse. In this paper, the authors propose a development of OPFs based on a primal-dual nonlinear interior-point method, which can handle maximum loadability constraint under contingency state. The developed OPF can solve the optimal operating point while keeping enough loadability margin under contingency state. In order to demonstrate the advantage of the proposed methods, the OPFs are applied to several test systems under various operating conditions.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. This paper presents an evaluation method based on AC equivalent. The proposed method categorises a system into three main sections, i.e. internal area, boundary buses, and external area which will later be represented by an AC equivalent network. The method has been tested with the IEEE-RTS79 and IEEE-RTS96 of which the reliability indices of the whole system is evaluated and compared with those obtained from a completed enumeration analysis of the original network.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. The output voltage of the half wave (HW) CF-QRC varies, when the load and the input voltage changes. To maintain constant output voltage, a closed loop system with a PI controller is proposed. The present work deals with the design and implementation of CF-ZVS-QRC operating in the HW mode. A high-speed micro-controller is used for the realization of PI controller and for the generation of trigger pulses for the switches. The experimental results are compared with theoretical results and they closely agree with each other.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. An efficient branching method based on the heap data structure and a simple intuitive bounding rule based on the forecast hourly loads are proposed to reach an optimum capacitor dispatching schedule and minimize the total feeder losses. The operation constraints, including bus voltage limits and maximum allowable number of switching operations for each switchable capacitor, have been taken into account to optimize the real-time scheduling problem under varying loading conditions. The feature of the devised solution algorithm is their numerically fast computation and mathematically justified optimality. To demonstrate the effectiveness of the proposed approach, capacitors dispatch on a distribution feeder of the Taiwan Power Company (TPC) is studied. Numerical computation gives satisfactory results and illustrates that the devised approach locates the optimum schedule in greater loss reduction and less computation time than many existing techniques.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. This sensor is installed inside of cable joints and terminations without affecting the insulation design. The sensitivity of the sensor depending on the installation condition was investigated by simulation and compared with the results of experiments with joint occurring PD. It was shown that the dominant factor affecting sensitivity of the sensor was resistance formed between sensor and ground sheath. It was proven that the sensitivity of this sensor was much higher than that of the conventional method in accordance with IEC270 standard. This sensor is available for the on-line PD monitoring system.","PeriodicalId":330989,"journal":{"name":"PowerCon 2000. 2000 International Conference on Power System Technology. Proceedings (Cat.
