The region is warming twice as fast as the global average, ice and snow are melting, ecosystems are transforming, and indigenous and local cultures are struggling to adapt to the new conditions. Thus, the engagement of key international actors such as Russia and China in Arctic sustainable development goals is more than a platform for international partnerships for caring about the planet and humanity. In view of the above situation, the author uses the method of comparative analysis and induction to discuss topical issues of Chinese-Russian cooperation in the field of environmental protection in the Arctic. Particular attention is paid to such areas of cooperation as the development of international environmental law and participation in working groups on various environmental aspects; satellite navigation in the Arctic region, joint research, expeditions and training, as well as exchange of research equipment and data. As everybody knows, Israel once has turned into one of the most innovative countries in the world. To achieve this goal, the article clarifies what Israel’s path to the “startup economy” was, what explains this “economic miracle”. The authors attract a large amount of statistical and factual material, on the basis of which they formulate the main features, problems and prospects of the socio-economic development of this state. The article uses methods of analysis and synthesis, generalization, observation, measurement, analogy, modeling. As a result of the study, it is proved that the “economic miracle” of Israel was natural and was based on a number of economic, social and political reasons. At the same time, Israel, in addition to its strengths in the economy in general and in innovation in particular, also has weaknesses and unresolved problems. On the one hand, there is an excess of information, and on the other hand, its absence in the form ready for adequate perception by the vast majority of citizens. The ongoing «information overload» causes the effect of reducing the motivation to use information, which entails the closure of libraries and the reduction of the library stock. Integrating modern technologies into library activities, providing the relationship between the physical and virtual worlds, will bring the library to a completely new level of relationships with readers and significantly increase the efficiency of information use. The article deals with the issues of innovative activities of the library, aimed at developing and implementing the provisions of the digital development strategy, which provides for digital transformation, which implies a significant increase in efficiency through the introduction of new user service technologies. It is substantiated that the methodology of Academician V. L.Kvint, according to which strategy is defined as a system of search, formulation and development of doctrine, which ensures long-term success with its consistent and complete implementation; in accordance with the stated principles of strategizing, the scheme for developing a strategy for the advanced development of a modern library is formalized and described. Target corporate programs at industrial enterprises are described. The features of personnel support of work to reduce the level of disability of employees are disclosed. The role of telemedicine technologies in the framework of industrial medicine is reflected. Objective requirements for changing economic processes in the direction of stabilizing the socio-political situation dictate to the leaders of various levels (federal, regional, municipal and commercial), among the strategic tasks, the need to develop and apply an effective set of tools and methods for managing socio-economic systems in all phases and stages of functioning of the national economic complex. The solution of such problems, first of all, involves the formalization and specification of factors related to the economy that can have a negative impact on critical infrastructure, sectors of the economy and processes that are vital for the sustainable functioning of the state. The foregoing determined the purpose of the study — to analyze the concept of national security and build a conceptual structure of risk vectors that have a significant impact on the critical infrastructure necessary for the formation of a country's accelerated development strategy (search and justification of points and poles of national economic growth). In the process of work, the most important processes, from the standpoint of national and economic security, have been formalized that ensure comfortable and safe living conditions for citizens on the territory of the country; the essence of the main, from the point of view of the authors, external and internal risk factors that directly affect both the growth of the economy and the stabilization of relations in society is considered. In order to minimize negative factors, it is proposed to develop a long-term strategy for the rapid development of the national economy with a clear formalization of specific final goals (measurable and achievable) using, as a tool for developing an effective system of interactions, digital twins of control objects. As a methodological basis, it is proposed to use the strategizing methodology of academician V.L.
