This article will try to integrate that principles and indicators as the variables to study that derive the research question: How do the strategic indicators influence the Planning Management of a Public University? As a main objective, it is intended to establish the contribution of strategic indicators in the development of quality operations to make a proposal that contributes to decision making of a university. To do this, opinions will be obtained from the main actors involved in the research problem; significant contributions will be defined for each mission axis; and, the most relevant indicators will be selected to establish a system of indicators that contributes to decision making. The applied approach was qualitative with a descriptive dimension and the interview was used for data collection. This expression is employed to introduce an argument carrying the same argumentative orientation as those developed before it, but presented as the most important one in the series, as an “apparently” un-questionable argument. By analyzing a corpus made up of 100 (one hundred) questionnaires answered by prospective candidates to judgeships in the Judiciary of the Province of Buenos Aires (Argentina), this article aims at showing how, despite their education and prior experience, candidates mistake and even appear to be unaware of what “ a todo evento ” means and how it is used , beyond its most frequent usage . For this, different points were analyzed. I n the first place, key concepts are described to be able to understand the topic analyzed throughout the work, such as virtual wallets, financial inclusion and the SWOT matrix. Second, an in-depth analysis of the existing virtual wallets in the country, the means of payment most used by the population and financial inclusion was carried out. Third, the survey conducted by the researcher was analyzed, establishing relationships between different issues, linked to virtual wallets and financial inclusion. From this purpose, in the first place, the theoretical framework was reviewed about the current context of the IT industry and the shortage of talent that exists in it, the importance of talent retention and the negative impact of its lack of management. Regarding the methodological approach, to meet the objective, a quantitative study was carried out, through the analysis of data collected through a questionnaire, answered by 420 IT profile professionals. Broadly speaking, its democratic legitimacy is evaluated from a normative philosophical perspective that matches with a contemporary republican approach. More precisely, it re-constructs the main representative republican concepts of Philip Pettit and comparatively analyzes the theoretical proposals of Richard Bellamy and Tom Hickey.
