The purpose of the article is to present trends in the development of educational institutions, the analysis of the main aspects of the situation in education and the development of recommendations for improving the management and quality of education. The systematization of literary sources and approaches to solving the problem of education management proves that education becomes important in terms of the formation and creative potential and development of innovation human potential. The material is presented in the following logical sequence: the characteristic features of the state of education are determined, tendencies are clarified, problems are identified, and recommendations are proposed. The methodical tools of the research became general scientific and special methods of scientific research. The object of the research is the process of education policy in Ukraine. The situation of the education in Ukraine is characterized by the imperfection of the institutional environment and steady trend towards reducing the number of educational institutions, pre-school educational institutions, general educational institutions, vocational schools, and higher educational institutions. The author proposes some recommendations, which can improve education policy in the context of sustainable economic development. The implementation of recommendations makes it possible to improve the management and quality of education, creates conditions to increase innovation potential, and quality of human and intellectual capital. Протопопова","doi":"10.26642/jen-2019-2(88)-52-58","DOIUrl":"https://doi.org/10.26642/jen-2019-2(88)-52-58","url":null,"abstract":"The article determines that the key task of reforming the budget system is to stimulate the socio-economic development of territories, to expand their resource base and to increase the economic potential. The need for transformation of the budget system is caused by the high level of social tension in the state, which is connected, first of all, with the ineffective separation of administrative, organizational, financial and managerial powers, unproductive provision of services and redistribution of income between the state and the population. It is proved that in the context of the reform of the budgetary system in Ukraine, the mechanism of local budget management becomes an important direction of ensuring the sustainable development of the national economy. The article covers socio-economic problems at the national and local levels, as well as directions for their solution. It is determined, that the current problem for Ukraine is the lack of labor force caused by the demographic crisis and migration of the population, which is the main component of depopulation and deformation of the gender-age structure of population. High migration mobility is observed in almost all regions of Ukraine at almost the same size. The mechanism of local budget management by decentralization is improved, which is based on the identification of internal and external problem areas and strengths, and on the definition of so-called «points» of regional growth, that is, the possibilities for its qualitative improvement, the transition to a new level through appropriate socio-economic changes in the context of national interests. The article proves that the success of the reformation of the budget system will create the networks of real self-government of territorial communities, expand their capabilities and stimulate the development of the national economy. Construction contributes to the development of related industries, and ensures the implementation of such an important socio-economic function as providing housing to the population. Therefore, the dynamics of construction activity is one of the indicators of economic growth. The article discusses the specific characteristics of the construction industry and their influence on the formation of the capital structure of construction enterprises. It is substantiated that the structure of capital is influenced by many factors, both internal and external to the enterprise, having an objective or subjective nature. Most of them help minimize the borrowed capital of construction enterprises. The analysis of the state programs for financing the construction and acquisition of residential real estate in Ukraine revealed that in recent years funding for them has been significantly reduced or completely discontinued. The proliferation and cheapening of mortgage programs is hampered by the lack of macroeconomic and regulatory prerequisites for long-term financial planning, balancing demand and supply in the investment market, and clear regulation of relations between banks and borrowers. Changes in the level of housing provision in Ukraine involve the introduction of effective mechanisms for financing housing construction, which will take into account the interests of all the participants: the population, enterprises, credit institutions, and society as a whole. A promising alternative tool is the provision of housing in financial leasing.
