The purpose of the article is to present trends in the development of educational institutions, the analysis of the main aspects of the situation in education and the development of recommendations for improving the management and quality of education. The systematization of literary sources and approaches to solving the problem of education management proves that education becomes important in terms of the formation and creative potential and development of innovation human potential. The material is presented in the following logical sequence: the characteristic features of the state of education are determined, tendencies are clarified, problems are identified, and recommendations are proposed. The methodical tools of the research became general scientific and special methods of scientific research. The object of the research is the process of education policy in Ukraine. The situation of the education in Ukraine is characterized by the imperfection of the institutional environment and steady trend towards reducing the number of educational institutions, pre-school educational institutions, general educational institutions, vocational schools, and higher educational institutions. The author proposes some recommendations, which can improve education policy in the context of sustainable economic development. The implementation of recommendations makes it possible to improve the management and quality of education, creates conditions to increase innovation potential, and quality of human and intellectual capital. 摘要

本文概括了教育政策科学讨论中的论点和反论点。本文的目的是呈现教育机构的发展趋势,分析教育机构发展的主要方面的情况,并为提高教育机构的管理和质量提出建议。文学来源和解决教育管理问题的途径的系统化证明了教育在创新人的潜能的形成、创造潜能和发展方面的重要性。材料以以下逻辑顺序呈现:确定教育状态的特征,澄清趋势,确定问题,并提出建议。研究的方法工具成为科学研究的一般方法和特殊方法。本文的研究对象是乌克兰教育政策的发展过程。乌克兰教育形势的特点是体制环境不完善,教育机构、学前教育机构、普通教育机构、职业学校和高等教育机构的数量不断减少。作者提出了一些建议,可以在经济可持续发展的背景下完善教育政策。建议的实施可以改善教育的管理和质量,为提高创新潜力和人力和智力资本的质量创造条件。研究结果对科学、教育机构和专家都很有用。
