We measure aggregate employment changes due to establishment startups, expansions, contractions, and shutdowns for each county and quantify the role of such reallocations in explaining variation in employment growth across counties. Overall we find that both rates of net entry and job creation play an important role in explaining differences in net job creation rates across regions. {"title":"Real-time Impact Evaluation of a Capacity-Building Health Project in Lao PDR","authors":"K. The project aims to improve the health status of Laotians by enhancing practicing doctors’ clinical performance capacity, to be attained by advancing academic achievement at the University of Health Sciences (UHS) in Laos. Therefore, this real-time impact evaluation adopted the difference-in-differences regression analysis method, showing that the project improved the academic achievement of the UHS students who were taught by the project fellowship awardees more, compared to the UHS students who were taught by non-fellowship faculty members. A random change in the cut-off loan amount for mandatory consulting is utilized as an identification strategy. This three-day pre-lending business consulting service is effective in encouraging repayment behavior of existing businesses but it has no significant effect on start-up loans. According to our model, a more progressive income tax schedule along with a higher capital tax rate can increase average welfare by as much as 0.86% of permanent consumption. Approximately 64% of house-holds, those with low assets and low productivity, are better off when a more progressive optimal tax schedule is adopted. This study compares the potential TFP gain when resource allocation is removed, an indicator of allocation inefficiency according to Hsieh and Klenow (2009), and the productivity dispersion in the Korean manufacturing industry. It finds that the TFP gain may be better explained by TFP dispersions rather than proxies related to factors of distortion.
