Not wanting to be left behind in these carriages, Sunan Kalijaga State Islamic University in Yogyakarta has declared itself to be a world class university in Islamic studies. The ideal position continues to be socialized to the entire academic communities. One of the study programs that take the vision seriously is the Da'wah Management Study Program under the auspices of the Da'wah and Communication Faculty. This study program continues to boost efforts to internationalize institutions through a variety of academic and collaborative activities. But the question is whether the external strengthening has been balanced with internal reinforcement, in this case the service management and the campus bureaucratics reform. Based on this, further questions arise about how students' positions as service users, are treated as customers or citizens. This research uses a qualitative method and a descriptive approach. The results of comparative analysis based on New Public Management and New Public Service theories show that in service management and bureaucratic reform in the Da'wah Management Study Program, students are treated more as citizens, not as customers. In this case, a non-Muslim student felt forced by the school to wear the hijab which an Islamic attribute. As a result, there is the ambivalence of da’wah and intolerance in public institutions that are supposed to serve society fairly. The government through the Ministry of Education and Culture, the Ministry of Home Affairs, and the Ministry of Religion Affairs immediately responded by issuing a Joint Decree (SKB) of Three Ministers about educational uniforms and attributes. To analyze the ambivalence and pros cons of this phenomenon, this study uses a descriptive qualitative type. The results showed that chronologically, the time span between the case appearance and the SKB issuance was very fast, which was less than two weeks. The SKB reaps the pros and cons where on the one hand some parties think that this is an effort to secularize education, while on the other hand, some parties think that this SKB is very appropriate because Indonesia is already in an emergency situation of intolerance. This study uses qualitative methods or field research, where the researchers immediately jumped into the research location located at the Institute of Indonesian Hypnotherapist Association (IHI) Yogyakarta. The method of data collection in this study through in-depth interviews, observation and documentation. The results of this study that the rehabilitation process of juvenile delinquent clients in the practice of hypnotherapy uses several methods of hypnotherapy that are used to restore the nature of a child to be a good person and stop doing negative things. One of the traditional rituals that is still preserved today is the suroan ritual. The suroan ritual is a memorial to the annual agenda in welcoming the Islamic newyear. Suroan in the Javanese calendar coincides with the calendar of the Islamic Hijri newyear falling in the month of Muharram. The suroan ritual carried out by the Javanese pzeople is still preserved. Like suroan in Bengkulu, Javanese people who have moved for decades from Java to Bengkulu, they still carry out this Suroan warning with complete symbols. The symbols used in the Suroan ritual have profound meanings. The meaning contained in these symbols becomes one of the cultural propaganda communication movements wrapped in religious nuances. The meanings contained include: 1). Takir Plontang, is interpreted as a form of solidarity, interrelation with one another among Muslims to maintain harmony, peace and blessings in life. 2). Sodo, symbolizes the bond of the two sentences of shahada which gives peace and blessings in Islam. 3). Janur Kuning, the philosopher that the yellow palm signifies the existence of light, an illumination for Muslims. The local community feels a strong Islamic ukhuwah, looking after each other, protecting and protecting one another. This research provides an explanation to the public that traditional rituals have meaning that is full of important lessons in life. They are not only consist of civil servants (PNS) employees, but also non-civil servants (non-PNS) employees. For those who already have PNS status, their careers are generally more certain and in a safe position. On the contrary, for those with non-PNS status, they are in a dilemma. On the one hand, their existence really has important meaning in the midst of the rise of various religious issues. But on the other hand, they are in a stagnant career condition, there is no career certainty and lack of attention compared to the PNS. Therefore, basically it is necessary to empower non-PNS religious counselor. The research result shows that the government through the Ministry of Religious Affairs actively has attempted to empower non-PNS religious counselor with the Islamic Information Information Management System and the E-PAI application. In addition the government has made efforts such as training and coaching, examining performance reports, making clear guidelines or regulations, and upgrading the salary up to 100 percent. Funds are rolled out for each village to support the development, empowerment, and welfare of some village subjects. The main assumption is that the synergy of infrastructure followed by community empowerment will produce sustainable welfare. This rationality is considered not running together because it provides a large portion of the infrastructure and understates human empowerment. This study tried to discuss village funds by reviewing past development patterns, community development, and correcting infrastructure-based development. The discussion in this paper has been supported by various journals, figures, and news from online media. All materials are read interactively, reduced, then the essence of reading is developed according to inductive reasoning. It was found that from the past, village programs always referred to the provisions of the central government. Even though the problems and needs of each village are very different. Then, the lack of understanding of the village apparatus about the program, it is not uncommon for programs to be rolled out to be replicas from other villages.
