El-Basyouny","doi":"10.17226/23219","DOIUrl":"https://doi.org/10.17226/23219","url":null,"abstract":"This digest summarizes key findings from National Cooperative Highway Research Program (NCHRP) Project 1-40A, an independent, comprehensive review of the \"Mechanistic-Empirical Pavement Design Guide\" (MEPDG) and companion software Version 0.7 delivered under NCHRP Project 1-37A in June 2004. Part I of this digest summarizes the findings, conclusions, and recommendations of the independent review of new Hot-Mix Asphalt (HMA) pavement design, new Portland Cement Concrete (PCC) pavement design, composite pavement design, and design reliability. Part II tabulates the responses of the Project 1-40D research team to the essential, high-priority recommendations of the independent reviewers with respect to corrections and improvements to the MEPDG software, which represents the day-to-day implementation of the design guide itself. To rise to the occasion, transportation managers must find creative ways to share ideas, information, funding, facilities, and even staff. This requirement has led agencies to identify partners and realign roles on the basis of who can best deliver a given service or function. To simplify matters, six environments for collaboration have been identified: (1) Institutional collaboration and planning for transportation system management and operations; (2) Provision of coordinated system operations for expected or unexpected events; (3) Management of assets across modal boundaries; (4) Institutional collaboration to coordinate transportation and land use decision making; (5) Integrated traveler information systems; and (6) Mobility services.
