Adopting reasonable peer selection mechanism to guarantee improved QoE (Quality of Experience) is one of the hot issues in the research of P2P streaming media system. However, most of the recent studies focus on peer selection by using centralized server, and a simplex peer selection mechanism is used. It is difficult for the network established by these methods to provide efficient data transmission without considering the heterogeneity and complexity. This paper, presents a novel peer selection algorithm which considers each performance function value of a peer as basis of a neighborhood establishment. Recently the rapid growth of classification ruleset size and ruleset complexity has caused memory performance woes when applying traditional packet classification algorithms. Inheriting the divide-and-conquer idea of pre-partitioning the original rules into several groups for significant reduction of memory overhead, this paper proposes Swin Top, a new ruleset partitioning approach based on swarm intelligent optimization algorithms, to seek for the global optimum grouping of rules. To enhance convergence accuracy and speed up the iterative process, Swin Top employs several novel ideas, such as the introduction of grouping penalty, the combination of PSO and GA, and a new memory usage estimation method. The proposed algorithm uses the second order derivative sampling (SDS) formula we derived in the paper, and employs the FRFT filters for the first time. Besides, we have exploited two evaluation criteria of different image scaling algorithms, the standard deviation for evaluation of the blur and the average curvature for evaluation of the aliasing. Experimental results show that our proposed algorithm has fine-edge characteristic, less blur and aliasing than some classical image scaling algorithms. It applies a proactive technique in the zone and a reactive technique out of the zone. In this paper we propose a hierarchical routing protocol H-ZRP based on ZRP to avoid redundant or duplicate route requests. We demonstrate the performance of H-ZRP with various performance metrics. It covers the frequency band from 500 kHz to 1.4 GHz. To make this structure more power efficient, a push-pull technique is exploited. Simulation results show that a minimum noise figure (NF) of 1.75dB is achieved. The push-pull technique reduces the power consumption and die area. For over the years now, the amount of vehicles users on SA roads has increased enormously and is becoming a major concern to transportation specialists and decision makers. At present there is no automatic system available for vehicle traffic monitoring and congestion avoidance in SA. The existing methods for traffic management, surveillance and control are not adequately efficient in terms of performance, cost, maintenance, and support. In this paper, we present the results of the implementation of our novel model for vehicles traffic monitoring using wireless sensor network between two major cities in South Africa namely Johannesburg and Pretoria.
