In the field, many humanitarian practitioners lack the time or remit to engage with a complex issue such as energy, and the topic to date has received relatively little attention from the private, development and academic sectors. This paper hopes to provide more clarity on energy in forced displacement settings by analysing how energy is interwoven with the humanitarian cluster system. This paper has two aims: (1) to assess existing evidence in the sector and explain the links between energy and each of the humanitarian clusters and (2) to provide recommendations on how humanitarian response efforts can transition from informal action to a comprehensive response on sustainable energy provision. This paper is the first to investigate the role of energy using the cluster system as a framework and contributes to a rapidly evolving field of research and practice on energy in humanitarian contexts. Our analysis demonstrates that energy is not fully integrated within humanitarian programme planning. Further, it highlights pathways for improving humanitarian outcomes enabled by improved energy practices. We identify ten ways clusters can integrate action on energy to support crisis-affected communities.
","PeriodicalId":31899,"journal":{"name":"Journal of International Humanitarian Action","volume":"6 1","pages":"21"},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8566662/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140863178","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Also, the ongoing pandemic is as much a teaching moment as it to reflect on the lack of critical citizenship education. The fault lines of the health system have become visible in terms of infection and death rates; the fault lines of the educational system are now apparent in the behavior of the citizens who are flouting the public health guidelines and, in certain cases, actively opposing these guidelines. The main objective of this commentary is to initiate a dialogue on the social contract between the state and the subjects and to see how education and educators can respond to the challenge of the new normal. It is contended that education under the new normal cannot afford to keep educating for unbridled productivity education under the new normal. It must have welfare, human connections, ethical relationships, environmental stewardship, and social justice front and center.
","PeriodicalId":31899,"journal":{"name":"Journal of International Humanitarian Action","volume":"6 1","pages":"3"},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7785928/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"65773080","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Flanked by the agreement between Turkey and the European Union of March 2016, Greece underwent a profound transformation from a transit country to a recipient country. Through a new regulation, the Emergency Support Instrument, initially activated by the European Commission 2016-2019, international humanitarian aid operations were supported for the first time in the EU. During the 2016‑2017 Rohingya refugee crisis, the aerial shots of burnt villages and images of people trudging toward the horizon in search of refuge in neighboring nations dominated the Western media. However, for humanitarians, the question of whether the media helps with humanitarian crises remains complicated and unclear. This study examines the effects of media coverage on the Rohingya refugee crisis based on articles from two liberal, elite newspaper sources, The New York Times and The Guardian between 2010 and 2020. The study reveals that the attempts of international pressure to stop the crisis have increased through media coverage and political pressures; however, the number of Rohingya refugees fleeing Myanmar intensified due to worsening violence and human rights violations committed by the Myanmar army. Findings are discussed using the lens of cultural and ideological context. The study suggests that in Myanmar, where authoritarian military culture is pervasive, there is a limited influence of the international press on the state-sponsored ethnic cleansing of the Rohingya population and questions whether consistent international pressure could have changed the outcome.
","PeriodicalId":31899,"journal":{"name":"Journal of International Humanitarian Action","volume":"6 1","pages":"20"},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8519737/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140855856","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Finally, the article concludes with the argument that the humanitarian agencies should not just limit themselves to identifying the unintended consequences and lapses in the intervention. This qualitative study is part of a larger project on palliative care in humanitarian contexts. Its goal was to document and deepen understanding of experiences and expectations related to end-of-life palliative care for patients infected with Ebola virus disease (EVD) in West African Ebola treatment centres (ETCs) during the 2013-2016 epidemic. It consisted of 15 in-depth semi-structured interviews with individuals impacted by EVD in a Guinean ETC: either as patients in an ETC, healthcare providers, healthcare providers who were also EVD patients at one point, family relations who visited patients who died in an ETC, or providers of spiritual support to patients and family. Analysis was team based and applied an interpretive descriptive approach. Healthcare delivery in humanitarian emergencies must remain respectful of patient preferences but also local and contextual values and norms. Of key importance in the Guinean context is the culturally valued experience of \"dying in honour\". This involves accompaniment to facilitate a peaceful death, the possibility of passing on final messages to family members, prayer, and particular practices to enact respect for the bodies of the deceased. Participants emphasized several challenges to such death in Ebola treatment centres (ETCs), as well as practices they deemed helpful to alleviating dying patients' suffering. An overarching message in participants' accounts was that ideally more would have been done for the dying in ETCs. Building on participants' accounts, we outline a number of considerations for optimizing end-of-life palliative care during current and future public health emergencies, including for COVID-19.
","PeriodicalId":31899,"journal":{"name":"Journal of International Humanitarian Action","volume":"6 1","pages":"10"},"PeriodicalIF":0.0,"publicationDate":"2021-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8105689/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"65773181","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
