The industry tool, the Fleet Operations Safety Assessment Tool (FOSAT) is being refined and is scheduled for implementation by an insurance company. The same process for evaluating safety in industry can aid the military in assessing and improving safety practices in ground transportation operations. Data generated from testing the military application will be used to develop methods for forecasting improvements in safety performance metrics. It describes the lessons from other high-level modeling languages that informed the design of Herbal and that will inform other high-level behavior representation languages. We describe a model built in Herbal to illustrate its use and application. The paper concludes that languages like Herbal can help explain the design intent of intelligent agents and cognitive models, and make them easier to create, modify, and understand. Therefore, it is critical to ensure that the best practices are being implemented by government agencies. This paper is comprised of two parts. In the first part we present the results of a characterization of litigation associated with procurement contracts disputes involving the Colombian government. This characterization, obtained using a logistic regression, enables us to provide recommendations on the appropriate contract structure to decrease the likelihood of litigation. In the second half of this project, data envelopment analysis (DEA) is used to assess the efficiency of the public school system under a concession organization (i.e. operated by private parties). The proposed system is designed to work with data from energy, water, and healthcare sectors. The system addresses the combined problem of network degradation, and analysis. The system will also provide planning and capital budgeting guidance for government and sector authorities. Currently the Senior Policy Group does not have a comprehensive method for allocating resources. The areas with the highest concentration of infrastructure and sector relationships are most critical to the region. Infrastructure networks are dependent on each other. Network analysis and a graphical user interface are essential elements of the proposed system design. This paper discusses the design process associated with each component of the system. The combined system of inter-related networks will have been modeled and simulated to provide inputs to the decision analysis process required for capital budgeting. Factors such as delay time, bottlenecks, and machine malfunction were evaluated. These issues are unavoidable aspects that result from a company that operates at such a high level. The senior design team at Virginia Tech took on the project and has developed a method to assess these problems. Using industrial engineering processes, the task was to design an algorithm that predicted the breakdown cost given a set downtime. In order to properly develop the algorithm, known and unknown variables had to be computed. Probabilities were calculated to determine how and with what chance the machine breakdown would occur in a given year. It uses computer network to link service providers and customers allowing customers to conduct their computer applications online. The technology aims to provide customer a cost efficient way of conducting their computer application without the need to purchase computer software. Customers conduct their computer application using vendors' platform paying for whatever they consume. With its implementation. IBM discovered that they have to deal with the problem of insufficient buffer space when customer traffic is high and under utilized buffer space when customer traffic is low. The irregularity of customer traffic makes it impossible for vendors to price their resources cheaply and therefore less desirable to the customers. The proposed solution is to sell utility computing through an auctioneer where vendors come together to bid for the customers. The auctioneer allocates customers to the vendor with the lowest bid. Using an auctioneer to conduct transactions, it was hypothesized that resources will be efficiently utilized and prices will be significantly lower. To test the hypothesis, two simulation models were created to depict two systems, one in the presence of an auctioneer another without. Using specified indicators to measure the quality of the system, the project discovers that an auctioneer improves efficiency through better resource management. The results obtained showed that consumer and producer surplus increase insignificantly in an auction. The work is based on applying systems and information engineering analyses to data that hospitals routinely collect and store for billing their patients. The research is motivated by two recent events in the Richmond VA metropolitan area. On January 9, 2001 and on January 8, 2003, all of the metropolitan hospitals reached their maximum patient capacity in rapid succession. During these events, patients inbound via ambulance or rescue squad to a hospital that was full were diverted to a hospital with remaining capacity. Patient data for 2000, 2001, 2002, and 2003 for metropolitan Richmond hospitals are analyzed to characterize the patient load on these hospitals. Since no air conditioning was installed in the plant the employees become uncomfortable while they work. Fans were located sporadically around the plant to alleviate this problem. Critical areas within the plant needed to be identified to begin to address this problem. A critical area was defined as any area with temperatures between 68 and 77 degrees, 77 and 85 degrees, and above 85 degrees. These classifications were chosen based on established guidelines. To determine the critical areas, a subjective analysis, employee surveys, and objective analysis, temperature data and fan location, was conducted. The results showed that most plant was classified as a critical area. As they expand, evaluations and improvement of their work practices and processes is crucial to stay competitive. The process of installing and initiating phone and/or DSL service to new customers without existing facilities or utilities was examined and redesigned. After establishment of the existing process state, process time data was collected and incorporated. Using this tool opportunities to make improvements were identified and vetted. The recommended improvements should reduce the average new customer (no facilities) viewed lead time for service initiation from 11 days to 7. days. The RCTO requires regional collaboration of multiple entities - local and state governments, departments of transportation, police and rescue squads, etc. n order to accomplish various objectives that are beneficial to regional transportation operators and transportation system users in the metropolitan areas. The University of Virginia, working as part of a team led by Science Applications International Corporation (SAIC), is supporting the FHWA by assisting in evaluating the success of these demonstration projects and providing assistance to the demonstration project participants as they seek to develop their RCTO through regional collaboration and coordination.
