While these opportunities exist, e-learning contents delivery and accessibility in third world countries like Tanzania is still a challenge due to resource and network constrained environments. The challenges include: high cost of bandwidth connection and usage; high dependency on the Internet; limited mobility and portability features; inaccessibility during offline period and shortage of ICT facilities. So there is a need for a technology to bridge these gaps. This paper explores the opportunities brought by mobile technologies to find out a cost-effective solution for e-learning content delivery and accessibility in HLIs of Tanzania. Specifically, the paper proposes a Cost-effective Mobile Based Learning Content Delivery approach for resource and network constrained environments. The proposed solution has the potential to reduce the cost of bandwidth usage, and cut down server's workload and Internet usage overhead by synchronizing contents from a remote server to a local database in the user's device for offline use. Bienvenu","doi":"10.1109/SCAT.2014.7055122","DOIUrl":"https://doi.org/10.1109/SCAT.2014.7055122","url":null,"abstract":"The Tasman International Geospace Environment Radars (TIGER) form part of an international network of similar HF radars called Super Dual Auroral Radar Network (SuperDARN) which explore the impact of solar disturbances on Earth by monitoring the location and velocity of plasma of plasma irregularities and related phenomena occurring in the ionosphere. These radars utilise an Auto Correlation Function (ACF) to measure the changing phase of the ACF between lag times to determine the Doppler frequency and thus the target velocity. With the development of TIGER-3, an all digital radar platform, a novel method of determining target velocities has been proposed. In the proposed method, a comparison of the transmit and receive signal magnitude spectrums is performed to determine the Spectrum Difference Function (SDF). It has been shown that the gradient of SDF in the vicinity of the carrier frequency is proportional to the target Doppler shift. In this paper we consider the constraints of hardware processing on the implementation of the technique and suggest an alternate architecture for the TIGER-3 radar that will allow a dramatic reduction in computational complexity to allow the real-time determination of velocity in conjunction with the normal operation of the receivers. To this end, the physical layer of the standard is equipped with several modulations and forward error correction coding schemes. This paper investigated the performance of Raptor codes in IEEE 802.16e-2005 physical layer employing the different rates of Low Density Parity-Check (LDPC) code classes described in the standard as pre-codes. Pipeline leak detection systems play a key role in minimization of the probability of occurrence of leaks and hence their impacts. Today there are many available technologies in the domain of leak detection. It is crucial to build a road accident database and data retrieval system as a fundamental resource in improving road safety. Since the accident database needs to hold reliable data, accurate methods for accident data collection must be used. This study focuses on improving accident data collection by using a Smartphone-based application. The application's aim is to improve data collection, while supporting mobility, ubiquity and accuracy. The name of the application is CrashData; it has been developed and tested in Kenya. Using the application, data are sent to a central database for storage and can be retrieved by the same application. The type of information collected is determined by the Model Minimum Uniform Crash Criteria (MMUCC), National Institute of Statistics (NIS) and other accident data sets. Location information recording is supported and depends entirely on Smartphone inbuilt GPS module and Google places API. Precision irrigation poses a great opportunity to save water and energy in agriculture. The current off-the-shelf machines used to control water are incompatible to Tanzanian conditions, very expensive, delicate, or don't have enough features. This study proposed a reprogrammable control system prototype design and implementation that can be used for African countries, particularly in Tanzania. The proposed integrated controller is a solar-powered system that uses low cost electronic devices to automate drip irrigation and to determine when to irrigate and how much to irrigate. The controller has been tested under African farms and achieved a high level of reliability and maintainability. The controller is a high tech tool that can be reprogrammed or updated wirelessly using a laptop and the data can be downloaded using any android based smartphone. The wireless technology incorporated can be used to transfer instant data of rainfall and soil moisture content. The system automates data cleaning while collecting instant information of the soil moisture, temperature, humidity and rainfall. The focus is on the problem of higher volume of data stored in relational databases and the integration architecture with uncertain schema. In specific the paper presents a batch algorithm for efficient integration and management of heterogeneous health records in an environment with higher network disconnection. The web service application for implementation was developed using Visual Basic .NET. The validation and test cases of the software was done using Demographical Surveillance data sets as well as baseline census data for sample vital registration with verbal autopsy. The result indicates that the proposed algorithm is capable of transferring data in a network with higher disconnection. The analysis of the execution time among four configured relational databases indicates that time taken to transfer data between MySQL engine and SQL server engine is shorter compared to other relation databases under the test. However, this improvement in the accessibility means to computing resources does not move in same pace with the improvement of security controls to protect data and services offered through web and mobile applications. This review paper is focused on identification of both practical and theoretical security frameworks for web and mobile applications in use, with an intent of assessing the capability of the frameworks to assist developers build secure mobile web applications. A discussion follows the review by highlighting main characteristics of the frameworks with their merits and demerits. Propagation analysis provides a good initial estimate of the signal characteristics .The ability to accurately predict radio-propagation behaviour for wireless personal communication system, such as cellular mobile radio, is becoming crucial to system design. This paper aim to address various propagation model used in planning and optimization of the network and much emphasize on empirical (statistical) models it address models limitation and its applicability. To validate the models, field measurements were carried out at different locations within Dar es Salaam and its environs. The measurements system consist of live radio base stations transmitting at 900/ 1800/2100 MHz Downlink signal strength level data were collected using drive test exercise. The respective path loss values were estimated and compared with existing model for rural, suburban and urban areas. The Constant Envelope of the Chirped OFDM is then obtained by phase modulation of the chirped OFDM and then its Peak to Average Power Ratio (PAPR) is analyzed. The study shows the Constant Envelope Chirped OFDM (CE-COFDM) has low PAPR than convectional OFDM. Different modulation Index of the phase modulator produces different PAPR values of CE-COFDM.
