The elections held in more than 70 countries will serve as a stress test for the democratic system, and the impact of the multiple conflicts stoking global instability will shape a world in the throes of a global power shift and a clear regression in terms of humanitarianism and fundamental rights. The erosion of international norms is more acute than ever, and events become more unpredictable. 2024 begins wide open, marked by an increasingly diverse and (dis)organised world, with hanging interests and alliances in issues such as geopolitical competition, green and digital transitions, or international security. Les eleccions convocades a més de 70 països, que actuaran com un test d'estrès per al sistema democràtic, i l'impacte de la multiplicitat de conflictes, que alimenta la inestabilitat global, definiran un món en plena transició de poder i amb reculades humanitàries i de drets fonamentals. S'accentua l'erosió de les normes internacionals vigents i augmenta la imprevisibilitat. 2024 comença totalment obert, marcat per un món cada cop més divers i (des)ordenat, definit per aliances i interessos canviants en qüestions com la competició geopolítica, les transicions verda i digital o la seguretat internacional. La perspectiva de las «guerras culturales» nos muestra que factores de fondo como el nacionalismo y el islam explican poco por sí solos; estos forman parte del marco simbólico que hace posible y aceptable determinados acuerdos políticos. The culture wars perspective reminds us that background factors such as nationalism and Islam explain little in and of themselves. They are part of the symbolic framework which makes particular political arrangements possible and acceptable. Veintiocho años después, los resultados son decepcionantes: no hay una integración económica intrarregional; tampoco una resolución de los problemas políticos, económicos o medioambientales; existen más regímenes dictatoriales, tras una efímera «primavera árabe» que dio paso a «otoños autoritarios», así como brutales guerras civiles y grandes desplazamientos de población; además, se han intensificado viejos conflictos regionales. A ello se suma el cambio climático, que está teniendo efectos muy perturbadores. La UE (y, en general, Occidente) está perdiendo influencia en la región, mientras que otras potencias aumentan su presencia. Paralelamente, la guerra en Ucrania desvía la atención de esta área. But the risks of the war extend beyond the merely military, a fact that is sometimes overlooked as the discussion focuses on how to achieve victory in battle. Southern European perspectives could enrich the debate by widening and deepening European security and including economic and social aspects. La crisis financiera de 2008 demostró que estas recetas estaban agotadas política, económica e intelectualmente, y la pandemia de la COVID-19 ha certificado que el Estado tenía un papel importante que desempeñar; pero, para ello, necesita recursos. Western governments have a long tradition of covering up for Arab dictators. {"title":"War in Ukraine: peace-talking versus peace-making","authors":"Mykola Riabchuk","doi":"10.24241/notesint.2023/288/en","DOIUrl":"https://doi.org/10.24241/notesint.2023/288/en","url":null,"abstract":"As the Russo-Ukrainian war, initially predicted to last only a few days, drags into its second year, various calls for peace and negotiation proposals are coming from different corners – among the latest being the 12-point peace plan endorsed by the Chinese Ministry of Foreign Affairs on the symbolic date of February 24th, the first anniversary of Russia’s all-out invasion. Some of these calls might, as most Ukrainians believe, be mere smokescreens – tricks to discourage them from fighting and to give Moscow a much-needed break to regroup its forces, replenish resources and resume its military advance. But in most cases peacemakers are probably driven by a sincere desire to stop human suffering, bloodshed and the cruel destruction of an entire country. No piece of land, they believe, is worth human lives and terrible sacrifices.
