Sus","doi":"10.32422/mv-cjir.515","DOIUrl":"https://doi.org/10.32422/mv-cjir.515","url":null,"abstract":"This article assesses the achievements of the Czech presidency of the Council of the EU regarding foreign and security policy in the second half of 2022, while taking into account the external context provided by the Russian war in Ukraine, national conditions in which the presidency was conducted, and issue-specific characteristics related to EU foreign and security policy. It discusses where the Czech presidency has managed to contribute to progress, such as the implementation of the Strategic Compass and the reinvigoration of the enlargement process, as well as pointing out shortcomings where it failed to deliver results. Overall, the article argues that by skilfully setting and scheduling the agenda and staying on top of the key policy dossiers, Prague successfully leveraged the window of opportunity triggered by the Russian invasion of Ukraine to push tangible progress within security and defence issues forward.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124426436","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It provides a tentative assessment of the legislative agenda, non-legislative deliverables, and relevant political initiatives of the CZ PRES. Building on recently developed methodologies for assessments of EU presidencies, it is based on a set of measurable indicators directly related to the work and efforts of the presidency during its six-month term. The findings indicate a solid execution of the key functions of EU presidencies – political leadership, brokerage, and external representation – in response to the challenges stemming from the war in Ukraine in terms of both legislative and non-legislative deliverables. Regarding the assessment of the political initiatives, the performance of the CZ PRES was above average overall, albeit several initiatives have not realized their maximum potential when it comes to result delivery.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"127 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-31","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130852242","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Nihmatova","doi":"10.32422/mv-cjir.504","DOIUrl":"https://doi.org/10.32422/mv-cjir.504","url":null,"abstract":"The article examines the \"brotherly people\" metaphor in the context of the Russian-Ukrainian war and the concept of irredentism. Such kinship/family metaphors are closely associated with colonialism and expansionism. Using a corpus analysis of Russian sources on and Anglophone studies of irredentism published in the period of 1923-2022, this article reveals that these metaphors are an important aspect not only of the scientific conceptualization of irredentism but also of the ideological justification of irredentist wars in both Russian and world history. The comparative analysis of the usage of the \"brotherly people\" metaphor in the political, academic and non-academic corpora in the Russian language allowed us to capture its ideological content, which justifies the aggression of Russia against Ukraine. The study showed the full semantic range of the \"brotherly people\" metaphor in the large Russian corpora while connecting it to Russian irredentism: from assertions of cultural, historical and ethnic unity with, support for and assistance for the \"brotherly people\" to the delegitimization of Ukrainian statehood and the separate ethnic identity of the \"brotherly people\", and the desire to \"protect\" them through annexations.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"38 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-03-07","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123205531","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

I formulate a theoretical framework that highlights the authority of the three international organizations (IOs) and their actions as the drivers of their media visibility. The empirical analysis is based on a unique dataset that maps, using natural language processing tools, the content of more than 2.9 million news articles published in January-September 2022 across virtually all states of the world and 60 languages. The empirical results show that NATO’s initial media visibility was high but has decreased significantly over time, the EU has maintained a persistently strong media visibility throughout the period, and the visibility of the UN has been characterized by dynamic developments. These findings have important implications for the public image and the role of the three IOs in the war.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"550 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-27","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123101674","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Using Laclau’s concept of equivalential linkages, I analyze Václav Klaus’ texts surrounding the voucher privatization program to determine how he formulated this linkage and communicated it to the public. Framing markets as natural, essential, and fundamentally Czech, Klaus constructed the people as a virtuous community of market individuals while othering those who opposed markets as communist holdouts and elitists. Klaus further legitimized marketization through identification with international neoliberal projects and thinkers. Through his moralized and dichotomized discourse, Klaus communicated to the public that there could be no freedom without markets, nor markets without freedom: a circular formulation that continues to influence Central and Eastern European political economy.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"7 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126470047","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Based on a qualitative analysis of hundreds of governmental documents, speeches and news articles, the study finds that both the United States and China have exploited the Ukraine war to double down on their strategic rivalry in the Asia-Pacific. The Biden administration has cast China and Russia as similar threats to the international order; intertwined Europe’s problems with those of the Asia-Pacific; and pursued a global anti-authoritarian alliance directed against both Russia and China. China has become an increasingly uninhibited security-seeker as it has recognized its own rapidly deteriorating security situation; America’s resolve to maintain its China policy; and a unique strategic moment in which to present itself globally as an anti-hegemonic, responsible great power. Given these developments, the security situation in the Asia-Pacific is becoming ever more volatile.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129161429","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Jedná se o jednu ze tří dosavadních hlavních etap v novodobé historii vývoje časopisu po roce 1989. V první etapě, tedy do roku 2000, v časopise neexistovalo oboustranně anonymní recenzní řízení. Tento základní atribut moderního vědeckého časopisu MV získaly právě v uvedeném roce. S tím začíná druhá zásadní etapa. V ní se pojila existence standardního recenzního řízení s tím, že časopis vycházel pouze česky. V roce 2018 se pak otevírá třetí velká etapa, neboť MV v ní začaly vycházet vedle češtiny také v angličtině (střídala se jejich česká a anglická čísla). Text si klade za cíl rozebrat to, co MV v uvedené etapě publikovaly a kdo byli jejich autoři.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"92 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115015721","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
