Most CEE countries began to reduce their reliance on Russian energy after the Cold War, elevating energy security to new levels around 2010. Although European Union (EU) norms have helped counteract Russia’s inf luence on energy, they have brought about a neoliberal neo-colonialism. On the one hand, the CEE countries need reliable and affordable energy supplies to maintain their economic growth, which leaves them prone to the Russian inf luence. On the other hand, the EU’s energy rules and regulations, which disregarded the CEE countries’ interests, have resulted in disobedience. The article employs the degrowth concept to examine energy neo-colonialism in the CEE, contending that the concept stands out as a hopeful signpost for realizing the scenario wherein the CEE countries’ interests can be protected and prioritized.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"120 6","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140659133","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

According to O’Sullivan, the book is most valuable for portraying Russia’s war in Ukraine from the everyday human perspective against the background of Ukraine’s hierarchical position between the West and Russia. By providing this perspective, it is a vital contribution to the scholarship on epistemic imperialism that highlights the harmful knowledge and misunderstandings permeating the Western debates that get most things wrong about this ten-year war. The book also provides a way that allows the readers – scholars or otherwise – to make sense of their own personal perspectives and positions in this knowledge production and reception. O’Sullivan concludes that Khromeychuk’s memoir is thus both a challenge to the persistent structural inequalities in explaining Ukraine’s fate and a helpful guide to structural change that would allow for understanding Ukraine and emancipating its agency in our scholarly or public debates.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"268 ","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140755592","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors debate the main contributions and potential blind spots of the book and its key concepts. The concepts of racism and whiteness answer the not-so-new question on Central Europe and Europe's “East” anew: How come that the populations of and in this diverse region happen to repeatedly find themselves in the very same marginal position in European historical orders? This question has very contemporary manifestations; Europe's persistent East-West socio-economic and socio-cultural hierarchies, among others, co-produce the local populations' marginalized or marginalizing positioning vis-à-vis each other and the rest of Europe or the world. In this honest discussion, the authors chart new intellectual pathways for utilizing racism and whiteness to help us better understand this question and its many manifestations from within and outside the region.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":" 13","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"138618590","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The analysis suggests that the initial support of the uprising by Russia is usually greatly overestimated, and the level of social discontent and protest movements is underestimated. The study of contentious politics appears to be the most appropriate tool regarding the origins of the conflict. After 2015, the conflict took on, at least in part, the contours of an interstate clash, but the Donbas insurgency has continued to retain its authenticity. The failure of the 2015 settlement and the path to war after 2018 cannot be understood without considering the actions of Russia and those of Ukraine and leading Western states.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"20 21","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-11-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139274443","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Weber challenges conventional Western beliefs by highlighting the historical politics of inflation in shaping China's market reform debate. She examines the interactions between Chinese academics, liberal-minded party leaders, and CEE experts who acted as intermediaries for new ideas of economic transition. By unraveling the transnational history of CEE's intellectual impact on China's economic reforms in the context of emerging neoliberal globalization, Weber offers unique insights into China's economic development within the global landscape, among other aspects.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-08-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131365148","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The energy transition had also begun to gain traction towards more renewables, energy saving and emissions reduction.  The invasion caused an energy-political earthquake that threatened to split the EU, slowing down or weakening these ongoing processes. This study finds that the invasion: 1) strengthened rather than weakened the ‘Fit for 55’ package; 2) accelerated rather than slowed the ongoing energy transition; and 3) may have strengthened the EU’s potential for climate leadership-by-example. However, the further consequences are highly uncertain as the EU shifts from crisis response to long-term governance of climate and energy policy implementation.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"48 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116128201","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The European Union has over time developed a narrative of itself as the global green leader. This narrative has increasingly served as complementary to the EU’s foundational peace narrative. For the peace narrative, the EU’s own violent past served as ‘the other’, whereas for the green leader narrative other world powers less willing to climate action, including the US, China and Russia have served as ‘the others’.  The current war merges the two narratives and put the EU as the peaceful green leader in contrast to the brutal aggression of the authoritarian Russian oil economy. The war discourse, moreover, facilitates the concrete work with the EU’s fit for 55 climate mitigation agenda and during the second half of 2022, several important milestones were reached.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"239 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115830462","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper argues that the more orthodox military security problem posed by Russia’s invasion of Ukraine coupled with extreme weather events in the same period has profoundly altered both the immediacy and the location of the perceived threats. The Union’s responses have been dramatic in terms of a re-orientation of established energy and security policies. Ending the dependence upon Russian gas provides the chance to accelerate the achievement of the European Green Deal and ‘Fit for 55’ but also involves an immediate quest for alternative gas supplies. The unresolved question is whether the Union can use this opportunity to enhance rather than dissipate its climate security and policy leadership.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-07-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129987413","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Besides formal alliances, states are increasingly establishing so-called “strategic partnerships”. This new form of security cooperation is currently under-researched, although governments consider it an important foreign policy tool. We do not yet know whether security interests are the basis of these arrangements or whether strategic partnerships function as substitutes for or complements to formal alliances. This article addresses both issues by analyzing a new dataset on strategic partnerships with the involvement of G20 countries. I find that two or more states are most likely to be tied by partnerships when the presence of a common threat coincides with the absence of their joint membership in a formal alliance. However, states parties to a formal alliance with a lower commitment, such as a consultation, neutrality, or non-aggression pact, are also likely to be tied to each other by partnerships when they face a common threat.","PeriodicalId":311735,"journal":{"name":"Czech Journal of International Relations","volume":"50 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-06-22","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"131466796","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
