Adapun konsep yang digunakan adalah tentang kepemimpinan, fungsi kepemimpinan, gaya kepemimpinan dan pengambilan keputusan. Metode yang digunakan adalah kualitatif, dengan fokus pada Gaya kepemimpiana Kepala Desa dalam Pengamgambilan Keputusan di Desa Bakun kecamatan Loloda Kabupaten Halmahera Barat. Data wawancara diperoleh dari Kepala urusan Umum, Ketua Badan Pemberdayaan Desa, Tokoh Adat , Tokoh masyarakat. Dokumentasi, tentang struktur organisasi perangkat Desa Bakun, data tersebut dianalisis secara kualitatif deskriptif. Hasil penelitian menunjukkan bahwa gaya kepemimpinan kepala desa cenderung bergaya otoriter, belum mengkomunikasikan apa yang diharapkan dari mereka, cenderung belum mendukung, pemimpin bersifat ramah terhadap bawahannya, atau gaya kepemimpinan yang perlu memandang dan melaksanakan dalam dua dimensi yakni mengarahkan, beorintasi produk,dan berjuang pada gaya kepemimpinan otokratis dan mendukung berorintasi pada bahawan dan berjaung pada tipe kepemimpinan bebas kendali. Penelitian ini menyimpulkan bahwa gaya kepemimpinan kepala desa Bakun Kecamatan Halmahera Barat : a).belum berorientasi pada tugas sebagaimana yang ditetapkan dalam peraturan tentang kepala desa, b). belum mementingkan hubungan kerjasama, c). belum berorientasi pada bawahan. However, only a few organizations succeed in implemented it. The research studied causes of poor strategy implementation. The study used Data collection techniques included previous research on factors that influence strategy implementation failures, and a survey of . three levels of managers in 38 agencies in the government. Using structural Equation Modelling-Partial Least Squares (SEM-PLS) as an analysis tool, results showed that stakeholder uncertainty, resources, and expertise are the major factors that influence the failure of strategy implementation. The finding provides an important explanation for poor strategy implementation performance in Batu Bara , which is a new district in Indonesia. One of the key policy recommendations is for the government to take measures toward enhancing the capacity of managers to manage stakeholders’ uncertainty. Therefore, carrying out the adopting the principles of a conservation in the use and management of coral reefs in Palopo City area waters through an integrated system and participation of multi-stakeholders is considered imperative. The study analyzed the level and causes of damage coral reefs, assessed the role of stakeholders in managing coral reef ecosystems, and formulated a strategic model for managing coral reef ecosystems in Palopo City waters. Methods of data analysis included assessment of coral reef condition, stakeholder analysis, and hierarchical analysis. Result showed that fishing activity using environmentally unfriendly gear such as fish bombs and potassium is one of the principal causes of damage to coral reefs in the waters of Palopo City. Most damage occured to coral reefs at a depth of 4 meters at station 1, which registered a the percentage of the mortality index of 82.07%. Meanwhile, the least damage was 69.73%. At the depth of 4 meters station two is Result of stakeholder mapping identified three groups inter alia, contest setters, key players, and subject. The first priority strategy in the management of coral reef ecosystems in the waters of Palopo City should be designate the zoning of coastal areas, coordination among stakeholders that are relevant and important with respect to coral reef ecosystems power relations, drafting local regulations that mandate sustainable use and management of coral reef ecosystems and increasing training programs for fishing communities. This study aims to identify the schools' perceived readiness understudy in responding to the employment policy (quota of workers with disabilities of 1% for private companies and 2% for government, regional government, BUMN, and BUMD) through the implementation of vocational-based education. This study compares a number of Special Schools (SLB) and Vocational High Schools (SMK) in the Special Region of Yogyakarta to provide an overview of the perceived readiness of 2 types of schools that serve education for children with special needs. In measuring the level of perceived readiness, this research drew seven aspects: curriculum, learning process, teaching staff, management, funding, infrastructure, and environment, with an additional aspect of student input SMKs. This research is a quantitative study with a survey approach. The study found that schools perceived themselves ready, but this may be bound to their common practice and understanding of inclusive education. This study hopes to contribute to the literature and policy discussions on special education and the employment of persons with disabilities. Kulon Progo Regency is one of the regencies in at the provincial level and even national level. This study aims to 1) analyze the impact of the allocation of the village fund on village poverty in Kulon Progo Regency; 2) the strategic map of Village Fund management in Kulon Progo Regency; and 3) the Village Fund management with respect to poverty alleviation programs in Kulon Progo Regency. This study used several research methods to including the between the means, and descriptive quantitative and qualitative analysis. Results of the difference between the means test showed a significant difference in the poverty level in Kulon Progo Regency in the aftermath of the implementation of the Village Fund policy. Meanwhile, descriptive quantitative analysis results showed that 85 - 95 percent of Village Fund allocation for 2015-2017 period was on development programs, while qualitative analysis results identified differences in the management of Village Funds in Demangrejo and Kalirejo Villages. The difference in the management of the Village Fund in Kalirejo and Demangrejo Villages lay in the enthusiasm and contribution of the village community toward Village Fund management activities. Exports for these commodities do not affect increasing regional income per capita. This problem became a reason; decentralization is a political policy choice after the fall of the New Order in 1998, as a reform resulting in each region would have space to actualize its regional potential, both economically and politically. Nevertheless, after 20 years of implementation, decentralization, inequality, and poverty in the eastern region have not experienced much change. Also, the decentralized system, especially fiscal decentralization, actually burden of the central government financial, because the provinces are most dependent on central government funds. This study investigates why decentralization does not affect reducing poverty and how it should work. It was using a spatial approach to assess the regional economy for the period 2004-2015 with applied the spatial Durbin model (SDM) panel of data from 33 provinces in Indonesia. The results found that the level of provincial per capita income did not determine by initial income or the amount of transfer fund, but it is by imports and exports. Indonesia government manages to simplify the structure of tobacco excise rate from previously 12 layers into 5 layers as planned in 4 years roadmap (2018 - 2021). The aim of this initiative is to minimize excise avoidance practices, that is expected to optimize tobacco excise revenues. This policy involves various actors and gets the pros and cons of stakeholders. Basically, simplifying tobacco rate structure objective should be to discourage cigarettes consumption. This research is descriptive qualitative research, data was collected through desk study and field study through in-depth interview with key informants. The results showed that consumption control before and after the initiatives (regulated by 146 /PMK.10 /2017) did not show a positive trend. Meanwhile, there was an intervention from the tobacco industry on the process of policy formulation and the difficulty of getting agreement in the policy formulation process from related stakeholders. Finally, the initiative to further simplifying the layers has been decided to postpone in 2019.This research clearly shows that competition among stakeholders exists. Nonetheless, it is unfortunate that participation of Indonesian ulamas in international da’wa or sermon is very limited. One of the obstacles Ulamas face in proselytizing in foreign countries is the weak English language proficiency. English is today has become the most freqeuntly used international language in the 21st century, making it a lingua franca, and a valuable means of international communication. This articles assesses a program that involved the collaboration between West Java provincial government and the British Council Indonesia to provide English training for Ulamas in West Java. The program was tailored toward enhancing English proficiency of Ulamas, which in turn was expected to their ability to participate in proselytization activities and dialogues abroad. The objective of this research was to assess the evolution of the program to become the policy of West Java provincial governor, as well as the conduct, progress and performance of the program. Motivation to learn and the leanrning community were some of the key factors that influnced the performance of the English for Ulama program.However, limited time and budget were some of the key obstacles that contrained program performance. Conclusions were used to draw several policy recommendations. Pendekatan yang digunakan adalah kualitatif fenomenologis. Teknik pengumpulan data adalah: (a) observasi terhadap rumah kos, (b) wawancara kepada pemilik rumah kost, kepala lingkungan, lurah dan implementer, (c) dokumentasi tentang perizinan rumah kos dan izin mendirikan bangunan. Hasil penelitian ini menunjukkan bahwa kebijakan Pemungutan Pajak Hotel Kategori Rumah Kos di Kecamatan Tondano Selatan belum dilaksanakan secara maksimal karena: (a) implementasi kebijakan belum diimplementasikan sesuai standard dan sasaran kebijakan, (b) implementer belum sepenuhnya berkomitmen untuk mengimplementasikan standard dan sasaran kebijakan, (c) belum dilakukan sosialisasi secara utuh kepada pemilik rumah kos, (d) kondisi sosial budaya masyarakat belum siap menunjang implementasi kebijakan.
