The index of food security is determined on the basis of the systematic groups of indicators. In the distribution of food products, the following indicators are analyzed: the indexes of food prices, the magnitude of the change in real incomes of the population, the population with incomes below the subsistence minimum. Among the indicators in the distribution of food products the volume of food consumption in accordance with rational consumption rates, the share of food expenditure in the structure of household consumption expenditures are considered. In the field of production the indexes of production of various types of agricultural products in the region are considered. The ranking of the Southern Federal District (SFD) regions by selected groups of indicators made it possible to determine the leaders in food security among the regions. In 2017, Krasnodar Krai, the Republic of Adygea and Rostov Region were among these regions. On the basis of the analysis performed, the authors established risks and threats in food supply of the SFD regions: imbalance of the consumer ration; decrease in real incomes and purchasing power of population; a high proportion of the population with incomes below the subsistence minimum in the region. According to this analysis there are several fundamentally different approaches to determining the territory financial potential. It is proved that the financial potential of the region is becoming increasingly important today, because in the near future it will determine the state of the economy of the region, the state, as well as occupy one of the main places among state priorities, will affect the financial regional and state policy. The importance of assessing the territory financial potential is also due to the fact that knowing its real state, it becomes possible to effectively and efficiently use all kinds of resources necessary for the region development. The main methodological approaches of assessing the financial potential of the territory are considered: the statistical approach, the comparative approach, evaluation with the use of\u0000macroeconomic indicators, the analysis with the use of special indicators, the regression analysis. The main essence of each approach is revealed. The author concludes that despite their diversity, every approach is characterized by certain shortcomings. The bulk of scientists’ efforts is focused on calculating the so-called used financial potential, that is, the potential that can actually be implemented in the territory in the near future. At the same time, a significant share of financial potential is an unrealized potential, which requires specific and additional methods of evaluation. Another important drawback is that scientists ignore the existence of the shadow sector, which actually distorts the reality. {"title":"Economic and Mathematical Modeling of the Direct Effects of Large-Scale Infrastructure Projects on Developing Territories","authors":"O. Modeling experience has been accumulated today, and elaborated macroeconomic models allow to identify causal relationships between the indicators of transport development and economic growth. The goal of this article is to define a simulation model of assessing the impact of transport projects on the economic growth of Krasnodar Krai exemplified by the Crimean Bridge project. The solution of this scientific problem requires taking into account different factors and complicated interrelationships within the framework of the regional social and economic system under consideration, using methods of system analysis and tools of economic and mathematical simulation. The simulation model reflects the scenario parameters of the capital management policy, highway transport freight turnover, highway transport freight turnover directly connected with the construction of Kerch Straight Bridge, carriage of goods by railway transport, carriage of goods by railway transport directly connected with the construction of Kerch Straight Bridge. The interrelations of this model’s parameters are established by the econometrics methods. In accordance with the produced scenarios the expected median values of the additional increment of the Krasnodar Krai GRP due to the increment of transportation associated with the Crimean Bridge operation are in the range between 0.97 % and 1.1 %. The most conservative scenario presumes the median value of 0.97 % and lower limit of 0.8 %. This tool can be used to assess the direct effect of railway and road construction for other Russian regions. The methods used are analyzed to identify criteria for sustainable development. The indicators of sustainable development have been known and developed for a long time. However, their development did not take into account the regional fix, which would allow creating a permanent set of the most representative indicators for a certain territory. Volgograd and Rostov agglomerations are chosen as objects. A complex analysis of the regional indicators of sustainable development is carried out taking into account physiographic, climatic, sectoral features, the economic\u0000potential and ecological well-being of Volgograd and Rostov agglomerations. The work assesses the ecological and economic sustainability of the agglomerations under study, which allows to give the comparative analysis of the territory development predictive models. Today, it is still too early to talk about the effectiveness of achieving criteria for sustainable development in urban agglomerations. The accepted methods cannot be considered effective due to the fact that the efforts of all areas of management are needed. In the forecast, we can talk about a slight increase in the stability of Rostov agglomeration due to capital inflows. The article shows the interrelation and interdependence of natural and man-made safety factors, which is confirmed at the fundamental level today. The article identifies the main types of natural- anthropogenic hazards, such as those of natural, man-made, social character. To study the problems of natural and man-made safety, the model of an ecological-technogenic system is proposed, which adequately reflects the main processes that determine the problems of natural and man-made safety; the specificity of the system approach to problems of natural and man-made safety is determined. This model allows us to classify the risks of the complex system operation. The article, using the methodology of system analysis, highlights the most important methodological principles to be followed when exploring ecological and man-made systems as well. They are: the principle of optimal simplicity, the principle of social responsibility, the principle of interdisciplinarity of the ecological-technogenic system, the principle of objectivity, the principle of hierarchy of goals, the principle of values and “economic realism”, the principle of analysing of constantly developing systems, the principle of system synthesis. The author formulates the main stages of the system analysis of natural and technological safety problems. This article is devoted to the issues of ensuring the competitiveness of persons with disabilities in the modern labor market. The aim is to develop an effective mechanism to promote employment of persons with disabilities on the basis of social partnership. In the course of the research, the authors analyzed the main problems arising in the process of employment of graduates with limited opportunities for health, identified the advantages of an inclusive educational model that allows, unlike the traditional approach, not only to provide comprehensive quality training in various professional fields, but also the accelerated integration of persons with disabilities into the labor sphere and public life, which is one of the most important criteria for the effectiveness of the educational process. Materials and methods. During the preparation of this article, the authors used scientific works that reveal the issues of employment of persons with disabilities, research experts in the field of inclusive education and improve the competitiveness of graduates with disabilities. The authors used the methods of scientific cognition, comparison, analysis, and system approach as the main research methods. Results. As the main results of the study, a structural and logical scheme of the Unified Federal Center for the promotion of employment of persons with disabilities in the territory of the Russian Federation was formed, using the advantages of social partnership. The scheme developed by the authors is a universal mechanism that promotes the activation of the process of socialization of this group of citizens and the intensification of the involvement of the human capital of persons with disabilities in the socio-economic processes of our country. Conclusion. The hypothesis of growth of investment attractiveness is formed on the basis of revenue assessment of the largest companies of the fuel and energy complex of Russia. The authors describe the possibilities for the use of financial instruments for the development of the real sector of the economy. The indicators of evaluating the effectiveness of investment projects in the field of oil exploration and production are given. The potential of the world leaders in the field of oil supply to the international energy market is studied. Methods, forms and sources of financing of the real sector of economy are defined. The measures to stimulate economic growth and increase the investment attractiveness of the studied industry are recommended. The analysis of the oil and gas complex is carried out on the following economic indicators: criteria of return on capital and sales, coefficients of business activity, financial leverage, liquidity and capitalization of assets of companies operating in a single industry. This made it possible to identify inefficient producers of raw materials whose investment strategies are in dire need of adjustment and optimization of sources of financing. As a result of the study, proposals are formulated to redistribute investments into more profitable segments of the extractive industry, to combine the mechanisms of taxation of mineral extraction with the extraction of economic benefits from the expansion of the range of export duties levied on foreign trade operations.\u0000The article traces the economically significant idea of the need to modernize infrastructure organizations, the construction of new facilities in the activities of generating industries based on the optimization of investment flows in the companies of the real sector of the economy. The article deals with the problem of modernizing the economy of the old industrial regions of the South of Russia based on the restoration of the industrial sector of the economy on a modern technological basis. It was noted that during the years of market reforms in the South Russian regions (Rostov, Volgograd, Astrakhan regions) almost all mining enterprises were closed, the activities of many enterprises of mechanical engineering, machine-tool construction, instrument engineering, enterprises for the production of bearings, fabrics, footwear were curtailed, which led to the destruction of existing industrial chains and provoked a new liquidation of production in other regions, the loss of its southern industry positions in the structure of the national economy. The main trends in the industrial development of the South Russian regions, which are reflected in a change in the distribution of economic activity and population in space, as well as in a change in the properties of the economic space of the region, are identified. The specific development factors are defined. They include multistructured regional economy and high dependence on economic instability factors in neighboring countries. It was concluded that it is necessary to move from the implementation of point projects to a comprehensive solution of the problems of structural imbalance in the regional economy related to increasing the capitalization level of the industrial modernization potential. This transition coincides with the transition to a knowledge economy, for which knowledge, innovation and human capital are of paramount importance. For Russia, the study of the problems of the formation and development of the knowledge economy is particularly relevant. According to a number of researchers, it is too early to talk about the formation of the knowledge economy in Russia. The author highlights the list of problems hindering the development of the knowledge economy in our country, namely: low level of R&D funding, low share of domestic R&D costs in GDP, significant predominance of public funds in the structure of R&D sources of funding, imbalance in the financing of fundamental and applied scientific research, the preservation of negative growth rates of the main indicators of postgraduate and doctoral studies, “brain drain” and “ideas leakage”, the absence of a common conception for the development of education, the inconsistency of the education system with the requirements of the labor market, a drop in the quality of school and higher professional education, an insufficient level of funding for education in Russia, and the problem of professional selection in pedagogical universities. The present article sets out the author’s view on solving these problems. The principal difference is the system of goal-setting, which is the basis of expert activities, optimization and transformation of the potential of the territories.
