This image is reinforced through assertive regional policies and global diplomatic posturing. However, its recurring tendency to attribute blame to Pakistan for its domestic instabilities, particularly ‘terrorist’ events, often without any corroborating evidence, raises doubts whether this is a calculated strategic policy or a reactive event-based posture. Multiple analyses of the incidents that India blamed Pakistan for, suggest that they were instrumentalized to implicate Pakistan thereby serving broader political and strategic objectives. This paper explores the history and use of such false flag acts designed to implicate Pakistan to contextualize India’s tendency of attributing blame to the former. It examines whether Pahalgam incident of April 22, 2025, and India’s response to it, reflect genuine security concerns, or a broader political or diplomatic agenda. It draws on case studies, media analyses, and international responses, to evaluate the implications of this and other such events for regional and global stability. It also explores how such incidents help India deflect scrutiny over human rights abuses in the IIOJ&K and the denial of civil liberties to minorities, revealing a method in its madness.","PeriodicalId":30465,"journal":{"name":"Policy Perspectives","volume":"22 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2025-05-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"147906586","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The United States system of mass incarceration disproportionately impacts communities of color and inflicts personal, social, and economic harm on incarcerated individuals. This paper examines the history of previous federal policies and funding that influenced the criminal justice system and how these legislative actions resulted in the era of mass incarceration in the US. This paper concludes that allocating federal funding to support reentry programs, establish universal voting rights, and increase monitoring of reform efforts, along with a coordinated policy response from state lawmakers, will propel lasting change in the criminal justice system.","PeriodicalId":30465,"journal":{"name":"Policy Perspectives","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"70139204","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

An ex-ante cost-benefit analysis was conducted to determine the total net benefits to US society of the implementation of a Medicare Mailed FIT program on one-year and 10-year timelines. Costs and benefits associated with the implementation of such a program were valued using Centers for Medicare and Medicaid Services (CMS) reimbursement rates and results from existing research. Analysis procedures followed Health and Human Services Guidelines for Regulatory Impact Analysis to the maximum extent possible. The base-case net benefits after program year one were estimated to be $9.6 billion with estimated 10-year net benefits of $74.5 billion. Best-case sensitivity analysis outcomes were estimated to be $22.7 billion in net benefits at the end of year one and $202.3 billion in net benefits on a 10-year timeline, while worst-case sensitivity analysis outcomes were estimated to be $1.4 billion in net benefits at the end of year one and $12.5 billion in net benefits on a 10-year timeline. Further sensitivity analyses all yielded positive net benefits on one and 10-year timelines indicating that the implementation of a mailed FIT program for Medicare beneficiaries who have fallen behind on CRC screening offers considerable net benefit to US society.","PeriodicalId":30465,"journal":{"name":"Policy Perspectives","volume":"46 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"70139376","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper explores how the use of these gendered narratives in British immigration policy toward South Asians—by the government, activists, and the media—reinforces racial bias and co-opts issues of gender-based violence to promote alternate, sometimes racially charged, policy goals. Through a case study on forced marriage, this paper explores how stakeholders perpetuate gendered narratives in forced marriage, security, and immigration policy. This analysis concludes that using an intersectional intimate partner violence policy, rather than specific forced marriage or immigration policies, is a more culturally sensitive approach to addressing the issue. Considering alternate policy approaches to forced marriage demonstrates how gendered narratives subvert attention from issues of gender to those of other, often racialized, policy issues.","PeriodicalId":30465,"journal":{"name":"Policy Perspectives","volume":"1 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"70139749","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
