The purpose of this thesis is to investigate the factors, which lead to the observed low rate of ICTs adoption in the process of Maths teaching in the secondary education in Greece. The use of ICTs by the Maths teachers is distinguished in two categories: use for the teachers’ own personal needs and use in class.By using an ecosystemic approach, the ICTs are specified as invaders into the school environment – the ecosystem – disturbing the existing balance among its elements – computer applications and teachers. The empirical exercise included the 237 secondary education schools in the Prefecture of Thessaloniki together with the 742 Maths teachers of these schools. Semi-structured interviews and a questionnaire survey were carried out in 2006-07. The collected data were analyzed by using the Latent Variable Models. It is thus imperative that organisations have in place flexible organisational cultures that are swift to adopt and embrace change that demands greater levels and lengths of innovation and creativity. This enables organisations to take significant strides in opening up to change and compete in the increasingly competitive global economy. The study adopted the desk research approach, qualitatively reviewing extensive literature, which is to yield detailed reported information, and this conviction of enquiry enables a deeper understanding of the effectiveness. The findings thus reveal that changing organisational culture is an uphill task although a flexible organisational culture is fundamental to organisations existence and capability to compete in a dynamic environment. The main objective of this research was to determine the role of a strategic leader in creating a learning organisation for public sector effectiveness. The sample was based on interviews and focus group discussions with strategic leaders that represent five major central government institutions (N=168). The results showed that leaders need to display a high level of consciousness of their effect on the organisation and employees. Leaders also provide the necessary guidance and motivation towards and effective and efficient learning organisation. Finally the results showed that leaders need to be able to adapt to rapid changing environments to apply organisational learning effectively in public service institution. The adoption of legislation in line with the acquis was often made not through real legislative process but as a need of implementation of EU regulations and directives, with the assistance of EU experts. This process not only has offered the best models of legislation but, it has also taken into account the specifics of the Albanian legal system. Through this paper we aim to provide an overview of the implementation of acquis in the field of transport law, and also offer an insight on how Albania has regulated the sector based on international conventions, EU legislation and foreign models like the case of Italy. On one hand Albania has adopted Codes for the regulation of railway, air and maritime transport and on the other hand there are laws that regulate road transport. These Codes are to be considered as an exhaustive of their field of competence, following the patterns of Italian legislation, but yet there are evidences that these Codes are far away from being considered as autonomous within the legal system. However, there is still a lack of secondary legislation that finds its origin in these codes.
