Marques","doi":"10.15210/PP.V0I6.3655","DOIUrl":"https://doi.org/10.15210/PP.V0I6.3655","url":null,"abstract":"At the end of twentieth century, many countries in Latin America have passed by processes of political transitions, encouraging several studies that aim to understand the phenomenon. Many of these studies have chosen the comparative analysis as research method, with the aim of identify the rules in the processes of political transition. However, this method was often criticized because of a lack of mathematical exactness and for working with the analysis of few cases. Nevertheless, the analysis of the most important comparative researches about political transitions in Latin America indicate that, despite the problems, this method gives results that are relevant to understanding the phenomenon. Underlining the common precariousness that characterizes “the human” and revealing the symbolic and material conditions that politically maximize that situation, Butler gives us useful tools not only to elucidate the selective mechanisms that produce \"the human\" but also to subvert the normative horizon that determined it. In the text, it is done both kinds of analysis, an incidence analysis and a theoretical critic to the concept of social capital. The article approaches an aspect of this operational standard when a city government public relationship office takes some initiatives. Those techniques are viewed in a case study of public relationships applied on mobilizing lower classes that live in popular neighborhoods in Porto Alegre city (capital of the state of Rio Grande do Sul). This phenomenon occurs when the worldwide recognized public politic name as Orcamento Participativo (OP, Participative Budget) has took place during the first municipal administrations (1989-1992/1992-1996) commanded by a huge reformist party, the Partido dos Trabalhadores (PT, Workers Party), that governed the state capital for sixteen years (1989-2004). Miranda","doi":"10.15210/PP.V0I8.70","DOIUrl":"https://doi.org/10.15210/PP.V0I8.70","url":null,"abstract":"The aim of this paper is to discuss the Brazilian democracy from an extended time point-of-view, by what it seeks to observe the process of its constitution as a whole, in order to better capture its general movement trends. In the course of the main theoretical analysis of contemporary democracy, as pluralism and deliberationism, it is concluded that the democratization of institutions , culture and social relations are parts of a wider modernization process of Brazilian society. In this case, the modernization strongly proceeded in economic and material dimension throughout the 20th century, but not in the same level that occurred in political-institutional dimension.
