In the course of the main theoretical analysis of contemporary democracy, as pluralism and deliberationism, it is concluded that the democratization of institutions , culture and social relations are parts of a wider modernization process of Brazilian society. In this case, the modernization strongly proceeded in economic and material dimension throughout the 20th century, but not in the same level that occurred in political-institutional dimension.
