This conceptual paper attempts to explain the concept of Blended learning in terms of theory and practice, based on the literature discussed in several reputable international journals. Blended learning is defined as a learning model integrating face-to-face instruction with an online learning environment or e-learning. Initially, this model proposes to improve the deficiencies of a traditional learning model which is lack of technological resources, and at the same time to develop the gap of e-learning practice which is lack of a face-to-face learning experience. In the blended instruction, students will learn through face-to-face interaction in the classroom and supported by digital media such as a Website, Video, or Learning Management System (LMS). Meanwhile, the use of technologies is ordinarily applied for students' learning and peer-interaction outside of the class, especially for online discussion and homework submission. The frequency of attendance is now controlled through the FingerPrint Attendance system. This study aims to explore the effect of Fingerprint Attendance on the Discipline of the State Civil Apparatus at the Education and Culture Office of Lhokseumawe City. The research method employed was quantitative with a saturated sampling technique (census) and the sample participants were all respondents who are all State Civil Apparatuses within the Education and Culture Office of Lhokseumawe City. The data analysis method used was simple linear regression analysis. The results of this study indicated that Fingerprint Attendance has a positive and significant effect on the discipline of the State Civil Apparatus, this is evidenced by the results of the t-test (partial test) obtained by comparing the significant value in the t-test table with a significance level of 0.05 obtained (0.000 < 0.05); the result was that the H1 was accepted. A qualitative method was employed and the data were generated from written or spoken words from people and their behaviors. Observations and personal in-depth interviews were conducted to collect rigorous information from the informants at a village in the North Aceh district, Indonesia. The finding reported that the behavior of the community in responding to the political dynamics after the election for Governor of Aceh in 2017 continued to behave according to the conditions of a political party that they supported to achieve particular goals. Their responses were increasingly rational and willing to accept differences and participated based on shared awareness to build the nation so that they could feel the welfare of living in peace. The finding implies that societies now can no longer be lied to with irrational promises from the politicians during the political campaign. A qualitative approach was applied in collecting the data through observation, interviews, and document analysis. The finding of the study reported that the inhibiting factor for the political communication between the executive and the legislature was managing and negotiating the Regency Expenditure Budgeting. The formulation of the budgets always based on personal or political affairs - either the regent or the legislatures' businesses. Besides, the executive is always procrastinating work resulting in fatal mistakes for society. Even though the communication was intense, the most obvious misconception was the negligence of both parties in completing the budget documents that were to be submitted timely to the province. This problem is essentially the fault of the two institutions.
