At the same time, the challenges for all European countries in terms of refugees integration is becoming more and more eminent, due to the continuing immigration flows to the EU. For the Iberian Peninsula to be a block, it was necessary for Portugal, which had been part of the Hispanic Monarchy, to abandon the ongoing mistrust of its neighboring country, founded on the so-called perigo espanhol (“Spanish danger”). Cordial relations between Salazar and Franco contributed to the Portuguese losing their feeling of mistrust. The reason for this was that the Regime leaders in Spain during the Second World War, as can be seen from Army General Staff documents serving as the basis for this study, saw Portugal as a true friend and believed that both countries had to work together to avoid becoming involved in the war. The aim of this article is to understand if education systems help development of peace processes in post-conflict settings and if the idea of implementing Peace Education into the formal curriculum could advance prospects for peace. In the paper three case studies are investigated more deeply – Japan, Germany and the South Caucasus. The article uses secondary sources to present the issue. The literature review includes academic books, articles, and official declarations of international organizations. {"title":"Evaluation of the Family 500+ Programme: National and International Perspectives","authors":"Liliia Hrytsai","doi":"10.17951/k.2021.28.2.101-118","DOIUrl":"https://doi.org/10.17951/k.2021.28.2.101-118","url":null,"abstract":"Adopted in April 2016 and then amended in July 2016, the Family 500+ programme is the controversial programme of Polish government, which actually supports all families with children by direct cash payments of PLN 500 without any income threshold. This article aims to evaluate the effectiveness of Family 500+ programme in accordance with its three declared goals, mainly to increase the fertility rates, to reduce poverty among families with children and to invest in families in general. The main research question is the following: does the Family 500+ programme reach its goals and at what costs? The hypothesis of the paper is built upon controversy regarding this programme, mainly a number of negative effects that might be caused by this initiative (e.g. a decrease in women’s professional activity) and its non-justification (unfair distribution of resources and political motives). The research method of this paper consists of desk review of relevant data from the Central Statistical Office (GUS) and Eurostat, as well as a range of elaborations conducted by independent researchers. This paper consists of three parts. The first one is devoted to an international perspective, where there is presented an overview of family and child benefits expenditures among European countries and their impact on fertility rates. The second part presents a full range of Polish family and child benefits and the place of the Family 500+ programme within this system. The third section evaluates the implementation of direct goals of the programme, as well as its “side effects”. The conclusive part provides a summary, as well as further ideas regarding the programme improvement. The conclusions are still unclear. The first section proved that high child benefits do not guarantee high fertility rates and vice versa . The second part undermined credibility of the Family 500+ programme as a system of appropriate benefits with income threshold had already presented before. {"title":"The State and Religious Communities: Their Relationship and Its Development in Estonia after 1991","authors":"D. The first one emphasizes the role of religious communities, particularly the Christian ones, in the formation of Estonian statehood as well as the history of the country. The activity of the churches in the sphere of charity and social welfare is perceived positively. At the same time, academics draw attention to the fact that Estonians are not very religious, thus, all forms of privileging religious communities are considered debatable. The second approach also emphasizes the historical significance of religious communities, but simultaneously approves of their increased activity, especially in the context of rebuilding Estonian identity after the era of Soviet domination. The goal of this article is to analyse the main assumptions of religious policy in Estonia after 1991, as well as the main factors that determined the current solutions. The conducted research is supposed to answer the question: why does the government of a country with one of the longest traditions of separation of state and religion in the region make many symbolic acts towards churches and religious associations? Furthermore, it will enable the verification of the hypothesis which assumes that the religious policy of contemporary Estonia is influenced by the conviction about the role of churches and religious associations in the history of the country, as well as by the recognition of religion as a factor in building the identity of the post-Soviet state. The text is divided into three parts. In the first part there will be analysed the issues of changes in the denominational structure of Estonia. The second part will present the results of the research on the historical conditions of Estonia’s denominational policy. The study was based on the theoretical assumptions of this phenomenon and the most important determinants in the area of the political system, social peace and public order, which led to the disruption of the existing social order. The research was based on the descriptive concept and qualitative data analysis, with the interpretation of information contained primarily in the literature on the subject, normative acts, recent scientific studies, as well as media reports. The article consists of six parts: introduction, theoretical assumptions on internal security, systemic stability, level of social peace, level of security and public order, as well as conclusions.
