In the final run-off in 2023, nine people were in the running, with three counting until the end: Petr Pavel, andrej babiš and Danuše Nerudová. Pavel won strongly in the second round, defeating former Prime Minister babiš. the turnout was over 70%, a figure never before recorded in an election of a Czech head of state.the election was a clash of two visions of what foreign policy the Czech republic should pursue. Pavel is a strong advocate of rapprochement with the West, advocating support for Ukraine in its war with russia. babiš took a different position on these issues and his unfortunate statements before the decisive vote decided his defeat. The elections highlighted once again and confirmed the political division in society. This is due to the fact that after Estonia’s independence in 1991, the “zero option”, which guarantees citizenship to all residents of the state, was not introduced, but only to those who were Estonian citizens before the annexation of the state by the USSR and their descendants. The others had to go through a naturalisation process in order to obtain citizenship. The restrictive naturalisation law was intended to facilitate the process of social integration by forcing people to learn the Estonian language and culture. The aim of the research conducted in the article is to analyse the assumptions of Estonia’s policy towards the Russian-speaking minority after 1991. The article verifies the hypothesis that Estonia’s policy towards national minorities is not conducive to the integration of representatives of national minorities into the titular nation. This is due to the strict naturalisation requirements, the failure to include representatives of the Russian-speaking minority in the integration process from the outset, and Russia’s activities in the Baltic region. The article consists of three parts. The first presents the genesis of the Russian-speaking minority on the territory of present-day Estonia, the second analyses the functioning of the Russian-speaking minority in the light of the applicable law, while the third examines the state of integration of the Russian-speaking minority into Estonian society and its identification with the state. The analysis leads to the conclusion that it is difficult to make a clear assessment of Estonian policy on the integration of the Russian-speaking minority. The article identifies and discusses a set of means of expression and television techniques used by the program's producers to discredit a political opponent. It was assumed that the malicious discrediting of donald Tusk takes place, among others, using a dehumanization strategy. In order to obtain results that will enable the purpose of the research to be achieved, the following questions were asked: 1. What image of the opposition leader emerges from the evening edition of the TVP1 news program?; 2. does the way of portraying donald Tusk bear the hallmarks of malicious discredit?; 3. Which dehumanization techniques do TVP producers use and how?; 4. What threats does the dehumanization of a political opponent pose to the individual and the state of democracy in Poland? Those type of quotas were introduced in N = 17 or 6% of cities in Poland with more than 5,000 inhabitants, which organised PB between 2020 and 2022. On average, 10% of funds in participatory budgeting were allocated to projects within green quotas. In most cities “green” projects were defined most often as investments in green areas of cities or increasing the amount and quality of plants in city space. less frequently, the definition of “green” projects included small-scale retention and water management, organisation of events or care and protection of animals. The results of the analysis show the moderate effectiveness of green quotas. On average, 62% of their funds were allocated to investments concerning plants. however, the effectiveness of green quotas varied across cities. Some projects selected for implementation were “green” in name only. Rather than focus on improving the city environment, they entailed spending on new recreational infrastructure. In the research process, three research questions were formulated: 1) What is the tradition of direct democracy in France and Poland?; 2) What are the solutions characteristics of direct democracy in the constitutions of France and Poland, and other legal acts in these countries?; 3) What are the practical applications of direct democracy tools at the national and local levels in France and Poland?. An analysis of legal acts constituting the legal basis for direct democracy in France and Poland was conducted. Documents related to the practice of direct democracy in these countries were analyzed. France has a long tradition of a direct democracy. Compared to France, Poland has a short tradition of direct democracy. The constitutions of both countries adopted a solution in the form of a national referendum. In addition to the institution of a nationwide referendum, the constitution-makers in France and Poland included the institution of a local referendum. The Constitution of the Republic of Poland also indicates a legislative initiative. Ten national referenda have been held within the Fifth Republic. Turnouts in referendums at the national level ranged from 30.19 to 82.63%. The average turnout in the referendum is 65.82%. In the votes, eight solutions were adopted and two were rejected. Six national referendums have been held in Poland since 1989. Turnouts in referendums at the national level ranged from 7.8 to 58.85%. The average turnout in referendums was 35.87%. The author used the method of content analysis, the method of systematic literature review and the method of analysis and synthesis. The image of Scholz in the “Rzeczpospolita” daily is ambivalent and reflects the so-called Realpolitik. The German chancellor has been presented as a politician who supports Ukraine basically only at the declarative level, while the media image of Germany’s real actions is inconsistent with the chancellor's verbal message. In the analyzed daily, the image of the head of the German government is that of a politician who intends to maintain business relations with Russia and return to the business-as-usual policy with the Russian Federation. Scholz is presented as a politician who does not support Ukraine in its aspirations related to membership in NATO and the European Union.
