Can the addition of a carefully designed Price-Channel-Downscaled (PCD) package to a flat rate (FR) package stimulate enough new subscribers and achieve Pareto improvement between cable operators and consumers? This paper builds, by using empirical data, i) a market model to capture the characteristics of a monopolistic market, ii) a consumer preference model, where consumer preferences are in Gaussian distributions and are additive in individual channel values, and iii) a consumer decision model to describe the choices of consumers. A leader-follower game formulation then describes the interactions between system operators and consumers. Analyses of FR and FR plus PCD packages derive the conditions of consumer preferences and prices and number of channels in a package under which PCD revenue can cover the switching loss from FR to PCD, namely, the conditions that FR plus PCD may lead to Pareto improvement over the current FR only package. Through SCP (Structure-Conduct-Performance) paradigm approach, this research is aimed to comprehensively analyze both quantitative and qualitative data of the structure and performance of telecommunication industry in Indonesia. This research also explains the correlation between them. The structure of the market would be viewed from the supply, demand, product variation, and barrier to entry, while the industrial performance was assessed using profitability, leverage, and efficiency ratios. The method used was mixed method research. The study was conducted in a period of 10 years starting from 2005 to 2014. The results showed that the market structure of the telecommunication industry in Indonesia is a tight oligopoly. The industrial performance reflected in the ROA shows the industrial efficiency level in utilizing assets to generate profit was decreasing from 2010 to 2014. Four steps can be observed in techno-economic analysis: scope definition, modeling of costs and revenues, evaluation of the different solutions and refinement of the analysis. During the scoping step, the boundaries of the analysis are determined, the problem is divided into sub problems and a list of input values is collected. The collection of complete and precise inputs is of the greatest importance as faulty data leads to unreliable results (garbage in garbage out). Today, due to the lack of a structured way of sharing input values, inputs need to be collected on a case-by-case basis. Although a valid approach, it remains a time intensive process prone to errors. This paper therefore proposes a modular network equipment database containing a set of generic equipment such as an IP/MPLS router, a DWDM node, a fiber link and a twisted pair cable. Each of these is represented as a modular block model and described by a set of attributes and a set of drivers which are used to chain one network equipment's block model to one or more others. A complex network can as such be modeled as a chain of equipment block models which are determined by a set of drivers. As a consequence, the collection of inputs can be fast tracked, the problem of missing inputs can be partially resolved and cross-case comparison becomes possible.
