The proposed technique is based upon signal strength measurements made by commercial-grade interactive satellite terminals. By applying some processing, the rain-induced attenuation on the microwave downlink from the satellite is first evaluated; then the rain attenuation is eventually mapped into a rainfall rate estimate via a tropospheric model. This methodology has been applied to a test area of 30 ×30 km2 around the city of Dortmund (North Rhine-Westphalia, upper basin of Ermscher river), for the heavy rain event that devastated western Germany in July, 2021. The operating range, which includes the 28 GHz and 38 GHz frequency range used by 5G technology, is considered. Losses of the limiter in the small signal mode in this range do not exceed 2 dB. At the same time, the attenuation in the high-power input signal mode is about 30 dB in the entire range of operating frequencies. Methods of calculating the characteristics of self-controlled power limiters are provided. Ways to optimize their design are considered. It is shown that the pinning force value Ho is inversely proportional to the duration $tau_{mathrm{m}}$ of the magnetic video-pulse. In addition, the area of the magnetic video-pulse $A_{m}=H_{0} tau_{m}$ turned out to be the constant for all threshold durations of the magnetic video-pulse. The dependence of the pinning force $H_{0}$ on the external magnetic field $H_{mathrm{e}}$ is also studied. It is shown that up to 3 kOe, a linear dependence of $H_{0}$ on $H_{mathrm{e}}$ is observed. The fiber modification was carried out by bromination with bromine liquid followed by amination with one of the amines: ethylenediamine (En), sulfolanylethylenediamine (SuEn), diethylamine (Et2N), monoethanolamine (MEA), and piperazine (Py). The amination caused the replacement of attached bromine groups with amino groups. The thermal desorption properties of the prepared PAN CFs were investigated using TGA and TPD MS methods. Thermal desorption of the products of amino groups decomposition from the surface of PAN CFs ranges from 140 to 415 °C with maxima at 240–258 °C depending on the modifying amine and the surface concentration of the amino groups. For the X-band, the type of amine used is not of significant importance, and the value of the absorption for electromagnetic radiation does not exceed −18 dB. In the Ka range, the brominated PAN CFs modified with Py, En, and SuEn reduce the electromagnetic radiation by about −19 dB, −23 dB, and −28 dB, correspondingly. From all the above, it is clear that the brominated PAN CFs modified with amines have a perspective for use as a protective material against the harmful effects of electromagnetic radiation on biological tissues in the Ka-band frequency range. Frequency dependences of phase differential at the external port of the device, the standing wave coefficient and the voltage were analyzed, respectively, for a phase of 45 and 90 degrees. A theoretical analysis of the basic performances of a phase-shifting device that was created on the basis of a rectangular guide with conductiong diaphragms has been carried out. The design and characteristics of the phase shifter were given to obtain a phase shift of 45 and 90 degrees. It has been shown that designs of such devices that consist of several such sections have sufficiently effective characteristics. The paper demonstrates a comparison of the numerical dependences of the developed phase-shifting device obtained by FEM, FDTD and wave matrix methods. The radiators are considered at certain values of dipoles surface impedances providing the maximum of the field modulus square or the circularly polarized field in the normal to the screen. It is found that in the case of the circularly polarized radiator with optimal distances between dipoles and screen sizes, the spatial power patterns to relative level of -20dB and distribution of the field ellipticity coefficient have axial symmetry in the range of observation angles up to 70° and ±45°, when ellipticity coefficient is more 0.8. The geometrical and physical parameters of system are chosen in such a way to satisfy the quasioptical conditions. The reflection and transmission coefficients are optimized in order to get the radiation in a far zone as close as possible to a desired one. The total radiation pattern (RP) is calculated as sum of the RPs of separate elements of array. The first modification is reworked to examine the plane E-polarized wave scattering problem. The second modification is reworked to studying of the plane H-polarized wave scattering problem. These modifications give the possibility to rework full-wave flat impedance strips gratings theory. Considerable attention is focused on asymptotic models of the plane EM wave scattering by sparsely filled pre-fractal strip grating. In that case corresponding integral equations' systems have explicit solutions. A comparative analysis of the directivity characteristics for the investigated options for filling the waveguide with dielectrics is carried out under the condition of equality of the slow-wave coefficients at the central wavelength. Experimental studies of the angular frequency dependences of such an antenna have been carried out.
