The task was to restore the level of employment in the national economy. A measure of the effectiveness of solving the president's task in this article is defined as the relative change of the real GDP as the response to the elimination of the increased unemployment rate in the country due to the pandemic. The production function of the national economy is an analytical tool that allows us to assess the measure of the effectiveness of solving the task of the President of Russia to restore the level of employment in the economy. The methodology and results of constructing the production function of the Russian economy are briefly discussed at the beginning of the paper. The population in this model consists of two groups of individuals, one of which cannot receive propaganda through the media. These opposing groups (one of which has propaganda superiority) can choose one of three strategies for information confrontation: decreasing intensity (in which the media broadcasting intensity decreases over time), increasing intensity, and flat intensity (the media broadcasting intensity remains constant throughout the confrontation). The paper investigates a problem of an external and soft control of a community. At first, we checked an assumption about the connection between the features of the vertices and the presence of an edge between the vertices was checked. Then, two models were proposed to model a dynamics - a modification of Barabaci-Albert model and a new reconnection model based on the general classical ideas, as in the Watts-Strogatz model. Within the framework of such models, the control problem was naturally reduced to the separation problem. Furthermore, we proposed greedy and stochasti algorithms to solve it.
