The article analyzes approaches to French-Canadian nationalism, both by researchers in independent Ukraine and by representatives of the Ukrainian diaspora in Canada. It is noted that the domestic historiography of the French-Canadian question can be divided into four directions: the genesis of French-Canadian nationalism; research about the status of the French language in Quebec and Canada in general; the relations between Quebec and the Federation Center; «Quiet Revolution» in Quebec and the French-Canadian national issue at present. It is established that in the research of French-Canadian nationalism in domestic historiography, some researchers focus not only on the historical aspects of this issue, but also on political and legal ones. This approach from the standpoint of theory of state and law allows us better understand some aspects of French-Canadian nationalism. It has been found that most researchers focus their attention on the study of the French-Canadian national question of the period from Quiet Revolution in Quebec in 1960s and the 1990s. Attention also is drawn that this lack of coverage in the domestic historiography of the French-Canadian question of the period before the «Quiet Revolution» in Quebec needs further research to better understand the specifics of the problem. It is emphasized that due to the problem of access to Canadian archival sources when researching the issue in Ukraine, it is extremely important the recent publication of documents on the Internet, which can significantly affect the future prospects of domestic historiography of the French-Canadian problem.

Until recently, various «historical traumas» have not been the subject of current American political discourse. The American dream focuses on the needs of everyday life, not on the permanent experience of the past.\u0000\u0000The aim of the article is to highlight the peculiarities of symbolic conflicts over the sites of the Civil War in the United States in the context of the 2020 election campaign.\u0000\u0000Research methods are based on a combination of the principles of historicism and special historical methods, in particular, descriptive, comparative, method of actualization of historical memory.\u0000\u0000The scientific novelty of the obtained results is determined by the historical and political analysis of the “wars of memory” during the presidential election campaign in the United States in 2020. Radical political confrontation exacerbates the conflicts of collective memory. This process is not prevented by the postmodern state of collective consciousness, the virtualization of political processes, attempts to form a «theater society». The coronavirus pandemic has raised the issue of choosing a strategy for the development of the globalization process as harshly as possible. Current events break the link between the past and the present, which makes the future unpredictable. Developed liberal democracy is considered the «end of history». Multiculturalism has created different interpretations of US history.\u0000\u0000Conclusions. Trump’s victory deepened the rift between different visions of the history of the Civil War. The Democratic majority unites African Americans, Latinos, women with higher education, and left liberals. Attacks on the memorials of the heroes of the former Confederacy became symbols of the war of memory. The dominant trend is an increase in the democratic and electoral numbers of non-white Americans. The «classic» United States, dominated in all walks of life by white Americans with Anglo-Saxon Protestant identities and relevant historical ideas, is becoming history. The situation is becoming a political reality when white Americans become a minority. It is unlikely that such a «new minority» will abandon its own interpretation of any stage of US history, including the most acute. This means that wars of memory will become an organic element of political processes.

President Kennedy’s policies were characterized by different methods and approaches. It included both covert operations and sabotage against F. Castro’s regime, as well as political and economic pressure on Cuba. However, such US policy had the opposite effect. Cuba had established relations with the Soviet Union. The confrontation between the United States, the Soviet Union and Cuba led to The Cuban missile crisis. After the crisis was resolved the USA was forced to suspend operation «Mongoose». In addition, John F. Kennedy had attempted to establish a secret back channel of communication with F. Castro. After his death, preliminary for negotiations between Washington and Havana were discontinued. The new President Lyndon Johnson did not allow the normalization of relations with Cuba on Castro’s terms and while he was in power. He made an effort to destabilize the Castro’s regime by making an engaging immigration policy for Cubans who lived in the United States or desired come to the country and got a permanent residence. The study was based on the principle of historicism, which contributed to the consideration of the phenomenon under study in its development and made it possible to identify periods in the formation of a professional diplomatic service. The use of the problem-chronological method contributed to the preservation of the historical heredity and integrity of the picture; the application of the comparative method made it possible to identify significant changes that occurred after the adoption of Rogers’ Law, which was considered through the use of the method of analysis. A historiographical description of the main scientific works devoted to the research topic is given. Analyzed works A. Evans, T. Lay, I. Therefore, the historical conditions in which America found itself at that time became a challenge for the continued existence of the consular and diplomatic services, and therefore the issue of restructuring and modernization of these services in the United States and its transfer to another, qualitatively new level.\u0000\u0000In general, the author emphasizes the change in the status of foreign service, which was introduced by relevant legislation, namely the Rogers Act, the need for which was caused by certain historical conditions of the American state and its place on the world stage. Prior to the enactment of the Diplomatic Service Act, there was virtually no control over the selection of diplomatic and consular personnel representing the United States on the world stage. There were investigated attitudes of American ruling circles towards the emergence and intensification of the communist threat in Sub-Saharan Africa, as well as concrete steps to eliminate it and promote the interests of the United States and their allies. The purpose of the presented study is to research origin and development of the US Mediterranean policy taking into account the context of the European and world historical processes.\u0000\u0000Scientific novelty: the innovative nature of the article lies in the revision of the approach to the US Mediterranean policy`s timeline. The author`s periodization of the US Mediterranean policy was presented in the research. A special attention was focused on the US economic and geopolitical interests` transformations at each stage.\u0000\u0000Research methods. The history and genetic method was used in the article. It helps to research the origins of the US Mediterranean policy and to separate this policy into self-contained stages. Author`s periodization of the US Mediterranean policy became practical results of the mentioned method. The author demonstrated connections between all stages as holistic process of the American foreign policy`s evolution. An accent is done on research of geopolitical and economic interests of the USA in the field of the system analysis. That allows to consider connection between American foreign policy and European and world historical processes. The influence of the Concert of Europe and the Doctrine of Monroe on the US Mediterranean policy was taken into account also.\u0000\u0000Conclusions. In contradiction with widespread vision of the US Mediterranean policy in the 19th century as an unseparated historical period, it is possible to defined three stages. The first period (1776–1823) represented the early vision of the American state`s economic interests. The US Mediterranean policy until 1823 was characterized by intensive commercial, political and military activity in the region. The first military conflict in the history of the USA as an independent state was connected with the trade routes and security of navigation in the Mediterranean Sea. The second period (1823–1898) was characterized by principles of the Monroe Doctrine. During the period of isolationism, the USA maintained diplomatic and economic ties with the Mediterranean countries. A main aspect of the US Mediterranean policy at the mention period consisted of the humanitarian and commercial efforts in the Northern Africa and The Middle East. The third period (1898–1914) showed a gradually revision of the Monroe Doctrine. The transformation of the American political course was observed after the Spanish war and in the eve of the First World War. It was concluded that the Mediterranean policy of the USA in 19th century had an evolutional character and corresponded with inclusive European and American policy. Stalin’s speech to the electorate in Moscow; February 22 – the American charge d’Affaires in the Soviet Union G. Kennan’s “long telegram”; March 5 – W. Churchill’s speech in Fulton (the USA); September 27 – the Soviet Ambassador in the United States N. Novikov’s “long telegram”. But there was an earlier event, so called “Gouzenko affair”, which is almost unknown for the Ukrainian historiography. On September 5, 1945, Igor Gouzenko, a cipher clerk of the Soviet embassy to Canada, defected to the Canadian side with more than a hundred secret documents that proved the USSR’s espionage activities in the countries of North America. Information about the network of Soviet agents caused a real panic in the West and was perceived as a real start of the Cold War.\u0000\u0000In the article, there is made an attempt to review the main events related to the Gouzenko affair and to identify the dominant interpretations of this case in contemporary historical writings. One can find different interpretations of the reasons and the consequences of Gouzenko’s defection which dramatically affected the history of the world. One of the main vivid results was an anti-communist hysteria in the West which was caused by the investigation that Canadian, American and British public officials and eminent scientists were recruited by the Soviet Union as agents for the atomic espionage. For Canada, the Gouzenko affair had an unprecedented affect because on the one hand it led to the closer relations with the United States in the sphere of security and defense, and on the other hand Canada was involved into the international scandal and used this case as a moment to start more activities on the international arena.\u0000\u0000It has been also found that the Canadian and American studies about Gouzenko affair are focused on the fact that the Allies on the anti-Hitler coalition need to take a fresh look at security and further cooperation with the USSR, while the overwhelming majority of Russian publications is focused on the very fact of betrayal of Igor Gouzenko.

The resumption of relations between Cuba and the Holy See was mutually beneficial and necessary for both sides. The Cuban government needed a new ally to get out of isolation. For the Vatican it was necessary to legalize the activities of the Catholic Church on the Cuban island.\u0000\u0000It is noted that three popes John Paul II, Benedict XVI and Francis played a part in the withdrawal from international isolation. The visit of Pope John Paul II to Cuba attracted attention to Cuba and became a step that began the process of legalizing the Catholic Church on the island and de-isolating Cuba. Benedict XVI’s visit came at a time when the leadership changed, when Cuba was governed by Raul Castro, who conducted a series of reforms.
